OATHS, QUALIFICATIONS, and BONDS
Request under the State Freedom of Information Act [FOIA]
US TITLE 5 § 552 and Louisiana Sunshine Law La. R.S. 44:32

Per Ryder v. United States, 115 S. Ct. 2031, 132 L. Ed .2d 136,515 U.S. 177, I am
required to initiate a direct challenge to the authority of anyone representing himself or
herself as a government officer or agent prior to the finality of any proceeding in order to
avoid implications of de facto officer doctrine. When challenged, those alleging to be
government officers and agents are required to affirmatively prove whatever authority
they claim. In the absence of proof, they may be held accountable for consequential loss,
injury, and damages.

Greetings: To Donald Landry:

i, august, shane hereby require Oaths of Office and Bonds numbers for Donald Landry,
Lafayette Parish District Attorney, and any and all agents, successors, and deputies, in
connection with prior violations of my rights as an Autochthon American. These men and
women acting as servants have and still are causing me great harm and damages to me.

If your office or organization does not have access to the requested documentation, please
forward this request to all necessary agencies that may hold the required oaths, qualifications,
and bonds or financial statements for the above-mentioned parties in regards to this matter.

In the event you do not have a personal surety bond, you may provide a copy of your
financial statement, which you are required to file annually. Your financial statement will be
considered by me as reliable evidence of your ability to pay damages to me in the future in the
event that you act without lawful authority in regards to your official participation in the judicial
processes.

All public officers who are required by law to give bond, shall give bond secured by a personal surety residing
within the parish where the officer exercises the functions of his office, or by a reputable and reliable surety
company doing business in the state.

All bonds must remain on file in the office of the recorder of mortgages and a duly certified copy shall always be
admissible in evidence.

Requirements concerning filing oaths of office: The constitutional oath of office was of such
importance that the first official act of Congress in 1789 set in place requirements for the oath.
See 1 Stat. 23. The Constitution of the United States mandates a constitutional oath of office in
Article VI, Clause 3.
Requirements for civil commissions are found in Article II §2 Clause 2 of the Constitution and
were particularized in Marbury v. Madison, 5 U.S. 137, 2 L. Ed. 60, 1 Cranch 137 (1803), and
United States v. Le Baron, 60 U.S. 73 (1856).
Requirements for surety bonds arise from common law doctrine and statutory law. See
particularly 26 USC § 6803. 7101. 7102 & 7485. 26 CRF §§ 301.71011 & 301.7102-1 and 31
USC § 9303.

You may provide the requested items within a reasonable period of 72 hours from
receipt of this request.

You are hereby respectfully ordered and commanded by this Great Writ of Praecipe to
perform a lawful function that your office requires you to do and are also hereby reminded
of your oath and obligation to uphold the Constitutions of the United States of America and
the State of Louisiana at all times.

This Praecipe is made and delivered as a prerequisite to my filing of a Great Writ of Mandamus
to compel your performance in the event you fail to timely respond in the manner prescribed by
law. This Praecipe is an exhaustion of all statutory and administrative remedies prior to
compelling your performance by an extraordinary writ.

i make and deliver this Praecipe because my constitutionally-protected rights have been
and continue to be violated, and I was denied due process of law.

If you refuse to produce or intend to refuse to produce the requested copies of


documentation, please immediately so advise me in writing so that i can timely proceed to file a
Great Writ of Mandamus.
