    RESOLUTION EXPRESSING NO OBJECTION TO THE NEW CEBU


    INTERNATIONAL CONTAINER PORT PROJECT OF THE NATIONAL
    GOVERNMENT AND AUTHORIZING THE DEPARTMENT OF TRANSPORTATION
    (DOTr) TO FILE THE APPLICATION FOR RECLAMATION WTH THE PHILIPPINE
    RECLAMATION AUTHORIW.

    WHEREAS, in the study report made by JICA in 20O4, "The Study on the Master
    Plan for the Stntegic Development of the National Porl System in the
    Republic of the Philipprnes," PPOSS (Philippine Port System Strategy)
    worked out a Skategic National Port Master Plan with the target year 2024
    and an urgent development plan with the target year 2009;

    WHEREAS, Cebu Port is designated as one of six major National Gateway Ports, i.e.,
    major ports for lnternational Container trade in this national plan;

    WHEREAS, the Economic Research lnstitute for ASEAN and East Asia (ERIA) issued
    a report in 2010, "The Comprehensive Asia Development Plan," in
    which Cebu Port is identified as the major port of the Philippines that
    needs to be developed urgently;

    WHEREAS, the emphasis on the importance of this Flagship Project of President


    Rodrigo R. Duterte does not deserve to be reiterated in view of the
    enormous demand for its realization and the perceived impact it will
    generate;

    WHEREAS, the initial implementation of the proposed New Cebu lnternational


    Container Port (NCICP) located in the foreshore and offshore area of
    Barangay Tayud, Consolacion is largely due to the cooperation with the

    Municipality of Consolacion especially with the issuance of the


    Sangguniang Bayan Resolutions, to wit:

    Resolution No. 313, Series of 2020, entitled "RESOLUTION


    AUTHORIZING HON. JOANNES P.ALEGADO, LOCAL CHIEF
    EXECUTTVE (LCE) OF THE MUNtCtpALlTy oF
    CONSOTAC/ON, IO ASS/SI, HELP AND NEGOTIATE, IN
    BEHALFOF THE DEPARTUENT OF IRANSPORTATION
    (DOU, AND TO PROPOSE WRITTEN OFFERS WTH
    AFFECTED LAND OI4AIERS IN CONJUNCTION WTH
    NECESSARY RIGHT OF WAY ACQUISITIONS RELAT' IG rO
    THE PROPOSED NEW CEBU INTERNATIONAL CONTAINER
    PORT PROJECT'; and

    Resolution No. 314, Series of 2020, entitled "RESOLIJTION


    AUTHORIZING HON, JOAN'VES P. ALEGADO, LOCAL CHIEF
    EXECUTTVE (LCE) OF THE MUNTCIqAL|TY OF
    CONSOLACION, TO S/GN THE MEMORANDUM OF
    AGREEMENT (MOA) WTH THE DEPARTMENT OF
    TRANSPORTATTON (DOTR) RELATTVE TO THE NEaOTIAT|ON
    FOR THE ACQUISITION OF ROAD RIGHT OF WAY FOR THE
    ACCESS ROAD OF THE NEW CEBU INTERNATIONAL
    coNTAtNER PORT PROJECT (NC|CPPI;

    WHEREAS, on May 26,2021, a Public Scoping activity was successfully conducted for
    the purpose of complying with the requirements of the Department of the
    Environment and Natural Resources (DENR) for the Area Clearance
    application for the abovementioned project;

    WHEREAS, as a result of the Technical scoping activity conducted by Environmental


    Management Bureau Regio 7 held on June 24,2021, the project needs
    the passage of a resolution authorizing the lead agency to cause the
    application of the reclamation component of the project with the philippine
    Reclamation Authority (PRA) and articulating no objection to the
    completion of the project.

    NOW THEREFORE, on motion of Hon. Victor C. Maglasang, Jr. and duly seconded by
    Hon. Elenito P. Palang, Hon. Brando p. Cuizon and Hon. Benjamin B.
    Tibon, be it

    RESOLVED, AS lT lS HEREBY RESOLVED, to express no objection to the New Cebu


    lnternational Container Port Project of the National Government and
    authorizing the Department of Transportation (DOTr) to file the application
    for reclamation with the Philippine Reclamation Authority.
