THE PROBLEMS AND ITS BACKGROUND

INTRODUCTION

COVID-19 pandemic, labeled as a black swan event, ‟ is more likely to cause severe damage to the economy
from a disease outbreak. COVID-19 is a new virus that causes severe damage to the respiratory system. The
novel coronavirus disease was first identified in December 2019 in Wuhan, China. The outbreak has
significantly expanded across worldwide, leading the World Health Organization to declare COVID-19 as a
pandemic on 11thMarch 2020. The COVID-19 has infected over ten-million people and caused over 500,000
deaths worldwide by June 2020 the virus spread globally, and daily cases in the, South East Asia, and Africa are
increasing rapidly. Movement restrictions, curfews, and travel bans were implemented by governments across
the world to tackle the pandemic. From the start of the COVID-19 crisis in China, the impact of the pandemic
on the tourism in hotel industry was significantly underestimated. Even now, policymakers and tourism
practitioners do not have a full understanding of the scenarios and effects of the crisis, which will have an
unprecedented impact on the hotel industry. Without a doubt, the tourism in hotel industry in Tabaco, Albay is
among the sectors that have been greatly affected by the COVID-19 pandemic. The closing of borders, airports,
and hotels as well as restrictions on mass gatherings, land travel and related services across the COVID-19
pandemic has impacted the hotel industry due to the resulting travel restrictions as well as slump in demand
among travelers. tourism industry has been massively affected by the spread of coronavirus, as many countries
have introduced travel restrictions in an attempt to contain its spread.
The present study focuses on understanding the current research on the hotel and tourism industry topic in the
face of the COVID-19 pandemic. A systematic review of the contemporary literature is considered to identify

REVIEW OF RELATED DESIGN AND STUDIES

REVIEW OF RELATED DESIGN AND STUDIES

This chapter gathered the researchers previously conducted which has connection to the study. This includes
related literature and studies, theoretical framework, conceptual framework, synthesis of art. Thus, you can
explore the wide range and have discoveries which has relation to the subject of the study.

RELATED LITERATURE

Due to the Covid-19 pandemic, the world’s economy was shut down almost overnight (UNWTO, 2020). The
pandemic has confronted the hospitality hotel industry with an unprecedented challenge. Strategies to flatten the
COVID-19 curve such as community lockdowns, social distancing, stay-at-home orders, travel and mobility
restrictions have resulted in temporary closure of many hotel and restaurant businesses and significantly
decreased the demand for businesses that were allowed to continue to operate (Bartik et al., 2020). Almost all
restaurants were asked to limit their operations . Restrictions placed on travel and stay-at-home orders issued by
the authorities led to sharp decline in hotel occupancies and revenues. However, the reopening process has
slowly begun, and authorities have started to ease restrictions, for example, allow dine-in restaurants to reopen
at a reduced capacity with strict social distancing guidelines, and gradually reduce restrictions on domestic and
international travel.
While the tourism and hotel industry is slowly recovering, the COVID-19 crisis continues to exert profound
impacts on how hospitality businesses operate. Hotel and restaurants businesses are expected to make
substantial changes to their operations in the COVID-19 business environment in order to ensure employees’
and customers’ health and safety and enhance customers’ willingness to patronize their business (Gössling et al.,
2020). This pandemic is also likely to have a significant impact on the research agenda of tourism and hotel
industry scholars. With unprecedented challenges faced by the hotel and tourism industry in the COVID-19 era,
Hotel and tourism management suggest that reopening the sit-down restaurants and easing travel restrictions
will not bring customers back immediately (Gursoy et al., 2020). A large portion of individuals (over 50%) are
not willing to dine in at a restaurant immediately. The same is true for staying at hotels. Most customers (over
50%) are not willing to travel to a destination and stay at a hotel any time soon. Only around a quarter of the
customers have already dined in a restaurant and only around one-third are willing to travel to a destination and
stay at a hotel in the next few months (Gursoy et al., 2020). These findings suggest that customers in general
still do not feel comfortable to dine in at a sit down restaurant, travel to a destination and stay at a hotel. Since
the breakeven point in the hotel and tourism industry is relatively high due to high operating costs, the survival
of many hotel and restaurants businesses heavily depends on increasing the demand for their services. When
crises situations such as COVID-19 happen, they force hotel and restaurants companies to change their
operating strategies. These events generate high levels of uncertainty and usually require quick responses in
facing negative impacts. Nevertheless, research has shown that there is little preparedness for a crisis situation
in the hotel and tourism industry, due mainly to a lack of devoted resources and a lack of knowledge and
experience about how to act.
the industry's main objective should be to retain resources. The government's objective would be the survival of
businesses. And the overall theme covering both will be safety. Tourism businesses need to apply new normal in
order to activate their survival mechanisms in order to continue operating.

RELATED STUDIES

(The Mental Health and covid 19)

The corona virus pandemic has had a profound effect on people’s mental health and runs the risk of increasing
the instances of workplace burnout during covid 19 according to the survey of mental health foundation one of
five adults still feel hopeless as the coronavirus lockdown restrictions are relaxed and lifted Levels of anxiety
and worry about the pandemic have fallen from 62% at the beginning of lockdown to 49% more recently. This
brief explores mental health and substance use during, and prior to, the COVID-19 pandemic. It focuses on
populations that were particularly at risk for experiencing negative mental health or substance abuse
consequences during the pandemic, including young, adults, people experiencing job loss, parents and children,
communities of color, and essential workers. diseases such as COVID-19 proved no boundaries. when there is
an outbreak. Contagious diseases such as COVID-19 leave a trauma on people’s mental health, since they affect
the well-being of people [45]. Fear is an expressive response to this situation. Fear of COVID-19 created panic,
excessive stress, and anxiety among the employees that lead toward job insecurity. People, especially the
working class, felt vulnerable and dealt with psychological issues because of uncertainty [46]. Scholars believe
that the fear of COVID-19 increases the fear of economic crisis that adversely affects employees’ mental health
[47]. The fear of COVID-19 increased drastically among the employees because of uncertainty, job insecurity,
financial insecurities, and governmental health care policies.
(Pandemic and Employment)
One quarter of total employment in the Philippines is likely to be disrupted by the impact of COVID-19 on the
hotel industry and labor market, either through decreased earnings and working hours or complete job loss. The
Social Security System (SSS) released PHP1.71 billion in unemployment insurance benefits (UIB) to 136,000
claimants last year in support of government efforts to mitigate the economic shock of the coronavirus disease
2019 (Covid-19) pandemic on wage earners for pandemic unemployment assistance.
(Pandemic and Transportation)
The COVID-19 pandemic had a large impact on public transport. Many countries advised that public transport
should only be used when essential; passenger numbers fell drastically, and services were reduced. Provision of
a reasonable service for the much smaller number of fare-paying passengers incurred large financial losses. In
the Philippines, public transportation has been suspended in Luzon as part of the implementing measures of the
enhanced community quarantine. In the absence of public transport, citizens could only resort to using their own
private vehicle, but the critical role played by public transport cannot be replaced fully by private vehicles. In
June, several regions in Luzon that were previously in enhanced community quarantine were downgraded to
general community quarantine, allowing the use of public transportation in limited capacity and subject to social
distancing protocols.
