S U M M A R Y
1.0 PROJECT EXECUTIVE SUMMARY
1.1 General
The progress of ongoing construction works at site is generally acceptable and any
minor delays can be recovered in due course. However, the overall project
completion date is affected due to the following:

a) Infrastructure package is experiencing delays due to delays in finalization of
DEWA Power NOC’s, there has been great effort by Nakheel, Turner and Consultant
to obtain these approvals. Upon obtaining the necessary approvals some of the
delays may be recovered.

b) Package 5 (Hijaz Villas) Tender package is due to be awarded on 01 Mar 09.

c) The tender package for Infrastructure Phase 2 is substantially ready and can be
issued. However, since this package will be on hold, consultant is being requested to

finalize some issues which in normal circumstances would have been addressed as
addendum or post tender change. Phase 2 (infrastructure) tender package was due
to be issued on 31 Jan 09.

d) Design works for Phase 2 villas is on hold and the affect on the Master Program is
currently 2 months.

e) Arabtec compound located on package P13 and 14 will potentially delay the

overall project completion by 29 months. If not removed in time.

f) Road works for East parallel road have not commenced. This may cause delays to
the project completion.

g) The design for East and South Village Centers are suspended and currently there
is a delay of 2 month on this element of work. (In addition to 8 month delay in master
plan approval.)

h) Landscape package tender for Phase 1 is currently delayed by 8 months.


However, there is sufficient time to tender and have the landscape in place for
package 1 and 2 (being the first two villa packages being completed.)

During the month of January Turner’s team was reduced from 78 people to 51 to
reflect the reduced scope of work due to economic situation in the Country ,revised
organization chart attached the consultant workforce is also adjusted in the same
Manner.

Villa Packages P1, P2, P3, P4, P6 and P7 – Design and Site Supervision
Consultancy Services
Contract: N003.4.4.4.1 – Shadid Engineering

Shadid Engineering has completed their design / tender obligations for the above
packages. However, Shadid have incorporated most of the lessons learned through
Site Instructions, RFI’s etc. (The remainder is with Nakheel for approval).

Villa Packages P8 – P19 Design and Site Supervision Consultancy Services


Contract: N003.4.4.4.6 – Dewan Architects, Engineers

DEWAN has been advised by Nakheel to suspend all design work till further notice.

Village Centres 2 & 3 – Design and Site Supervision Consultancy Services
Contract No: N003.1.4.7.2

Arkiteknik has been advised by Nakheel to suspend all design work on village centre
till further Notice.

Infrastructure Design Consultancy Services

E X E C U T I V E
Contract: N003.1.4.2

Phase 1 Infrastructure design works are substantiality completed. However, RTA


and DEWA Electrical and JAFZA NOC’s have not yet been obtained. Infrastructure
Consultant is following up with the authorities to incorporate their requirements to get
the required approvals. Nakheel / Turner are assisting Consultant in this regard.

Phase 2 WSA has been instructed to complete the tender package for phase 2
including preliminary details of retaining walls and to obtain all Noc’s the same in

expected to be completed within the month of January 2009.

1.3 Procurement Summary


To date 14 Consultancy / supervision packages at approximate value of DHS.
203,000,000 and 19 Construction packages at an approximate value of
5,000,000,000 are procured as per attached Contractors tracking log.

The following new contracts are yet to be procured in the near future:

- Construction of Hejaz Villas (P 5) tender received by Nakheel on 4 Jan 09 and


Tender evaluation on going..
- Construction of Landscape Phase 1(tender documents ready) NAK to determine
tender date.

1.4 Construction Summary


Show Village – Construction (Larsen & Toubro)
Contract: N003.5.2.1

Show Village construction is now complete and handed over to Nakheel. Final
snagging and final take over procedures are in progress.

Turner has finalized all Contracts’ claims and their Claim Extension of Time is under
Turner review. Turner has requested Burt Hill to finalize revised permanent utility
designs for issuance to Authorities for approval and to the contractor for
implementation.

Show Village - Landscaping Works – Construction (Citiscape)


Contract: N003.4.4.1

The works are complete, final snagging is completed. Close out of contract is in
progress.

Infrastructure Works – Phase 1 Construction (Khansaheb)
Contract: N003.4.1.1

The works are progressing with 36.92% against 54.28% at end of January 2009. The
Major concern with this package is non finalization of NOC’s with regard to DEWA
approvals. Turner is actively following these items. There are areas where
Khansaheb is having problems with delivery of materials and coordination of program

with Arabtec’s work these are being followed up by TCI for timely Action.

Overall Delay: 158 days

Yathrib Central Construction (Al Basti & Muktha)


Contract: N003.5.1.1

During the month of January, Contractor for Yathrib Central has maintained a delay
of 19 weeks (overall). Contractor has submitted delay recovery program which was

reviewed and analyzed by TCI – a recommendation is issued to Nakheel for their
review and approval. TCI are following up with the contractor to achieve the
contractual date for the buildings. The revised landscape is now finalized and is being
implemented; Nakheel have decided to proceed with chillers on the roof and
consultants are being requested to submit fee proposal.

Nakheel have finalized their agreement with Lootah Gas. Lootah Gas have
commenced work and are attending to the works on priority basis.

Villa Package 1 (Al Shafar)


Contract: N003.6.1.1

As of 31 January they had completed excavation of 240 villas. Blinding 228 villas,
footings for 133 villas, tie beam block work 80 villas, GF columns for 76 villas, first
floor slab of 41 villas, first floor column of 35 villas and roof slab of 20 villas.

Planned Percentage: 19.80%, Actual percentage: 9.91%

Villa Package 2,3,4,6 and 7 (Arabtec)


Contract: N003.6.1.2

As on 31 Jan 09 Arabtec have done excavation for 440 villas, completed compaction
of ground below foundations for 440 villas, casted blinding for 419 villas. Arabtec
have so far failed to submit an acceptable program. They are substantially behind
their own rejected program.

Concrete for footings 152 villas, stub wall concrete 124 villas, Backfilling 108 villas
&ground floor slab 82 villas. And ground to first floor 24 villas Concrete and first first
to second floor 4 villas concrete

Planned Percentage: 9.15%, Actual percentage: 3.30%

• Finalization of RTA design for East parallel road and it’s affect on the
infrastructure package.

• Traffic Impact study affecting the Master Plan approvals, in turn affecting NOC

• District Cooling for Yathrib Central. (Being affected by non finalization of
agreement between Nakheel and P.D.C.)

• DEWA approval for substation and provision of power for project on a timely
manner. Turner / Consultant are following up with DEWA. Provision of power for
Yathrib Central is top priority being followed up with DEWA by Nakheel&TCI.

• Finalization of sustainability issues.

3.1 Design Status Summary
3.1.1 Master Plan – Design Consultancy Services
Contract: N003.1.3.5 - Wilbur Smith

General Note: although a number of design issues noted below are construction-related,
they have been listed in this Design Section due to their relevance to the
Design Consultants’ services.

3.1.2 Infrastructure – Design and Site Supervision Consultancy

• Design status: Ph. I Detailed Design 100% complete (tendered, contract

• Phase II Detailed Design 100% submission made; revised drawings and BOQ
submitted on 01-Nov-08. TCI commented again due to WSA inappropriate
responses.
• Phase 2 hill-side terracing: Additional information/method statement was
submitted by WSA / Geoscience.

• 11 kV substation locations submitted to DEWA for approval. DEWA made
comments. WSA to revise drawings and resubmit to DEWA. Nakheel
recommended kiosk-type substations. 11 kV design to be submitted to DEWA
after substation location approval.
• LV design has been submitted to DEWA for approval.
• JAFZA provided comments on the design of potable water booster pump station.
WSA incorporated the comments and re-submitted drawings to JAFZA.
• Utilities crossings under East Parallel Road (submitted to Parsons previously):
Parsons provided comments and WSA have resubmitted the drawings to Parsons
incorporating these comments. Parsons’ approval is pending.
• Phase 2 Detailed Design Drawings of Telecommunication Network: Design NOC
has been issued with DU provided comments. WSA re-submitted to DU for
approval.

3.1.3 Landscaping & Hardscaping – Design Consultancy Services


Contract: N003.1.4.2 - Wilbur Smith / Cracknell

• TCI received Tender Drawings for Stage A, B, C and D (Streetscape and Open
Spaces). Revised BOQ submitted by WSA, TCI reviewed and made comments.
WSA to submit on 19 Feb 09. Streetscape (hardscape) construction drawings
and Secondary Irrigation duct drawings have been issued to Khansaheb for
construction.
• Primary Irrigation drawings for Phase 1 have been submitted by WSA. TCI has
forwarded the same to the contractor. Cracknell/WSA have submitted revised
secondary Irrigation sub main drawings matching primary Irrigation as
commented by TCI.

Gas service, gas meters: progress made, design submitted (late, following more
than 6 months of reminders and notices) for review / approval.

• Critical concern as to the absence of agreement between Palm District Cooling

and Nakheel. Consideration given to stand-alone roof-top chillers.
• Courtyard landscaping and lighting: revised construction drawings delayed
approx. 2 months. Several workshops and interim submittals involving further
comments and revisions were required due to slow follow-up / progress by
Arenco. Substantial design support provided by Turner to ensure end-result
meets requirements and expectations. Contractor also provided assistance on

various aspects.

3.1.7 Villa Packages P1 and P2 – Design & Site Supervision


Consultancy Contract: N003.4.4.4.1 - Shadid Engineering

• Design NOC’s are in place (except for DEWA, awaiting DB load submittal &
approval).
• Meetings held between EHS, Nakheel and SEC re: fire protection. SEC submitted
proposal for heat and gas detectors at kitchens.
• Sustainability compliance: Meeting between Nakheel, EHS, MECSD, SEC and
Turner held 1st week of Jan-09. Turner prepared coordinated draft letters for
MECSD and SEC to issue to EHS. Direction shifted away from ‘Neighborhood’ to
‘New Construction’ classification in order to secure unconditional NOC’s.
• Geotechnical investigations & Soil Improvement for P3-P7: TCI issued final
recommendations. Awaiting Nakheel direction, but timing is critical due to
advanced statge of infrastructure works on site.
• Tender of Package 5 (Hejaz) closed – under review by Nakheel

3.1.8 Village Centres 2 & 3 – Design & Site Supervision Consultancy


Contract No: N003.1.4.7.2 - Arkiteknik

• Design work was put on hold in Dec-08, Consultant submitted Concept Design
Report.
• TCI reviewed the report and submitted draft copy to Nakheel for further
comments.
• Upon receipt of Nakheel’s comments, TCI will issue consolidated comments to
ARK for Design Report to be finalized and formally accepted.

4.1 Tender Status
4.1.1 Tender Activities

Construction of Villas and Terrace Homes (Package 5) Hejaz
Contract N003.6.1.3

The Tender activities had been fully completed for all the packages of Phase 1
except for Package 5 – Hejaz Theme.

The Hejaz theme (Package 5) Tender documents have been issued to Tenderers on
12 October 2008 for pricing and the tender submission date extended again from 14
December 2008 to 28 December 2008 and then to 4 January 2009 again. The
following companies have been invited to tender.

1. Al Shafar General Contracting Co.;

2. Dubai Civil Engineering Contracting;
3. Gunal Construction LLC;
4. Al Basti & Muktha and
5. Al Shafar Transport & Contracting Co. LLC.

Four tenders received on 4 Jan 08 and one company declined, evaluation been done
by Nakheel.

Road and Infrastructure – Phase 2


Contract N003.2.2.1

The Construction duration of Phase 2 is finalized as 26 months without the labour


camp area of Arabtec. The construction duration in the Arabtec labour camp area
could not be finalized and seeking advice from consultant WSA about the possibility
of holding work in that area. Comments have been received from WSA and Turner
forwarded to Nakheel with comments after review.

Volume 1, Instructions to Tenderers and Condition of Contract have been prepared


by Turner and Nakheel. However the possibility of holding the works in Arabtec
labour camp area has to be decided and necessary amendments to be made.

The revised copy of tender Bill of Quantities has been received, reviewed and
commented. Awaiting for revised submission by WSA.

The revised copies of tender drawings and specifications have been received. Turner
made comments, WSA submitted revised drawings. Street light drawings and revised
Gas corridor drawings are sill outstanding with WSA.

Landscaping Works – Phase 1


Contract N003.2.1.11

Volume 1, Instructions to Tenderers and Condition of Contract have been prepared


by Turner and Nakheel (for all stages separately).

The revised copy of the specifications has been received from WSA. All Turner
comments have not been incorporated. Awaiting for revised submission by WSA.

Tender drawings for Stage “A” have been received and are ready for Tender now.
The draft copy of drawings for Stages B, C & D have been received, reviewed and
commented. Awaiting for revised submission by WSA / Cracknell.

- Submission and approval of AC units for Villas - 4th Submission has been rejected by SEC
- The load schedule submission to DEWA has been done according to SEC Design Load Calculations only. Any variation to loads as a result of
item 1 above may have an effect on total load for the villa.
- The Plot Demarcation issue: Nakheel will have to retain a 3rd Party Survey Agency to certify and issue demarcation certificates for Building
- Arabtec resolution to all COC-1 exceptions by JAFZA which will affect the construction work in the site.
- EH&S Issues to be addressed – long list of open items were aggressively addressed and major improvements made. Some items remain an
on-going concern and safety risk due to the nature of the Tunnel Form operation. Constant monitoring and follow-up is required .
- Arabtec refuses to submit the E2 Log with accurate dates for material required on job, purchase order dates, or lead times. Repeated
discussion and letters sent with no response from Arabtec.
- By contract, the Projected Site Possession Dates for package 3a and 3b are between November 3, 2008 and December 28, 2008, with a 28
and 30 month completion time, respectively. Due to SEMACOM possessing portions of this package through October 2009, complete handover
of the package to Arabtec will not be possible. Since the Projected Site Possession date has expired Nakheel is potentially exposed to Clause
42.2 Failure to Give Possession.
- By contract, the Projected Site Possession Dates for package 4 is also required during the month of February 2009. Since the Projected Site
Possession date will expire in March Nakheel is potentially exposed to Clause 42.2 Failure to Give Possession.

7.1 Management Summary
