REACTION PAPER
Question:
During this school year, it is reasonable that 100% of the allocation of MOOE of the school should be spent
for the reproduction of modules for the pupils/students. Do you agree or disagree? Whether you agree or
disagree, give your reasons to support your reaction.

The Corona virus pandemic has highlighted school opening woes that have long existed even
before the health crisis happened. In a surprise move, the Department of Education (DepEd) postponed the
opening of classes for school year 2020-2021 from August to October 5, 2020. This is not the first time that
the school opening has been moved this year. As Covid-19 cases continued to rise, the usual June opening
of classes was first moved to August 24. But the almost two-month extension appeared to be inadequate
for DepEd to transition to the overhauled education system, prompting to second postponement to October.
Accordingly, DepEd decided to shift to distance learning for the coming school year to comply with
President Rodrigo Duterte’s directive for schools to delay face-to face classes until a corona virus vaccine
becomes available. Considering the current situation, lots of issues and concerns arose from different
perspectives of the schools’ administrators and teachers as to how to cater the needs of an effective
delivery of services to the students. One of those issues is Printing of Modules for learners.
Undeniably, Modular Learning is the “backbone” of the DepEd’s distance learning program as
access to technology remains a problem for most students. For instance, students from Balocawe
Integrated School in Tagapul-an District, Tagapul-an, Samar, will perhaps experience difficulties if the
mode of learning is Online and/or TV since there is a problem when it comes to Network Signal. Most of the
places at Tagapul-an, Samar have no stable Network Signal. Thus, Schools of the said district don’t have a
choice but to offer modular printed distance learning for their students. Other modes of learning such as
online, and TV and Radio broadcast would only supplement the modules.
Nevertheless, it is indeed necessary for the school to allocate budget from MOOE to supply the
needs of teachers to print modules. Every teacher needs printer, bond papers, inks and the likes. Although
printing of modules is one of the top priorities of the schools, we cannot also set aside other school
expenses that are also need to be budgeted. Printing of modules is not the only expenditure of the school.
There are also expenses such us budget for the Utility Workers for the Physical Maintenance of the school,
School programs and events for professional improvement of the teachers that are also needed to be
budgeted, and so on.
In general, I don’t agree of the statement above that the school has to allocate 100% of the MOOE
budget for printing the modules for the students. There is always a proper allotment of the School’s Budget
based from the legal bases of it.
