Atal Mission for Rejuvenation and Urban Transformation

The Mission

The Government of India has launched the Atal Mission for Rejuvenation and Urban Transformation
(AMRUT) with the aim of providing basic civic amenities like water supply, sewerage, urban transport,
parks as to improve the quality of life for all especially the poor and the disadvantaged. The focus of the
Mission is on infrastructure creation that has a direct link to provision of better services to the citizens.

The purpose

(i) ensure that every household has access to a tap with assured supply of water and a sewerage
connection

(ii) increase the amenity value of cities by developing greenery and well maintained open spaces e.g.
parks and

(iii) reduce pollution by switching to public transport or constructing facilities for non-motorized
transport e.g. walking and cycling.

The major project components are Water Supply system, Sewerage, Septage, Storm Water Drainage,
Urban Transport, Green Space and Parks, Reforms management and support, Capacity building etc. in
that order of priority. The universal coverage of water supply and sewerage services have first charge in
the Mission. There is maximum allocation of 2.5% of project cost for development of parks with children
and elderly friendly features.

The Mission covers covering 500 cities that includes all cities and towns with a population of over one
lakh with notified Municipalities.

Total outlay for AMRUT is Rs. 50,000 crores for five years from FY 2015-16 to FY 2019-20 and the
Mission and is being operated as Central Sponsored Scheme. The project fund is divided among
States/UTs in an equitable formula in which 50:50 weightage is being given to the urban population of
each State/UT and number of statutory towns.

Objectives

The AMRUT Scheme focuses on establishing an infrastructure for ensuring adequate sewage networks
and water supply in the urban areas through the implementation of the urban revival projects. The first
state to submit State Annual Action Plan under the AMRUT scheme was Rajasthan. Various other
schemes like Swachh Bharat Mission, Housing for All 2022 and the local state schemes related to water
supply, sewerage and infrastructure can also be linked to the AMRUT scheme.

About ₹1 lakh crore investment on urban development under Smart Cities Mission and the Atal Mission
for Rejuvenation and Urban Transformation of 500 cities has already been approved by the government

The main objectives of the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) are
mentioned below:
To ensure a proper supply of water and a sewage connection in every household.

To develop green and well maintained open spaces and parks to increase the amenity value of the cities.

To reduce pollution by switching to public transport or through the construction of non-motorized


transport facilities such as walking and cycling.

Atal Mission for Rejuvenation and Urban Transformation (AMRUT) aims in covering around 500 cities
that are having a population of over one lakh with notified municipalities.

Mission Components

The components of the AMRUT consist of capacity building, reform implementation, water supply,
sewerage and septage management, storm water drainage, urban transport and development of green
spaces and parks. During the process of planning, the Urban Local Bodies (ULBs) will strive to include
some smart features in the physical infrastructure components. The details of the Mission components are
given below.

 Water supply

Water supply systems including augmentation of existing water supply, water treatment plants and
universal metering.

Rehabilitation of old water supply systems, including treatment plants.

Rejuvenation of water bodies specifically for drinking water supply and recharging of ground water.

Special water supply arrangement for difficult areas, hill and coastal cities, including those having water
quality problems (e.g. arsenic, fluoride)

 Sewerage

Decentralised, networked underground sewerage systems, including augmentation of existing sewerage


systems and sewage treatment plants.

Rehabilitation of old sewerage system and treatment plants.

Recycling of water for beneficial purposes and reuse of wastewater.

 Strom amd water Drainage

Construction and improvement of drains and storm water drains in order to reduce and eliminate flooding.

 Urban Transport

Footpaths/ walkways, sidewalks, foot over-bridges and facilities for non-motorised transport (e.g.
bicycles).
Multi-level parking.

 Green spaces/Parks

Development of green space and parks with special provision for children, senior citizens and Divyang
friendly components.

Reforms

The Mission is encouraging and supporting the States in conducting reforms that will improve the
financial health of the ULBs, delivery of citizen services, transparency and cut the cost of services.

The Ministry has circulated model building bylaws and has advised the States to adopt them, specifically
its 14 essential features. The Ministry is also supporting the States in conduct of credit rating of the
Mission cities that will help them raise resources from the market. The Ministry is also helping them to
conduct energy audit of the pumping systems in the cities in order to improve the energy efficiency.

Latest Update

To mark 6 years of successful completion of the AMRUT Scheme, the Ministry of Housing and Urban
Affairs organized an online event on June 25, 2021. The date also marked the 45 years of establishment
of the National Institute of Urban Affairs, an autonomous body of MoHUA, tasked to bridge the gap
between research and practice on issues related to urbanization.

It was announced that as of June 2021, 105 lakh household water tap connections and 78 lakh sewer/
septage connections have been provided under the mission; 88 lakh streetlights have been replaced with
energy-efficient LED lights leading to energy savings of 193 crore units

As per The Energy and Resources Institute (TERI), 84.6 lakh tons carbon footprint have been reduced
through various initiatives under the AMRUT Scheme
