I. BACKGROUND AND PROJECT DESCRIPTION


Sustainability principle refers to the balance between the environmental, economic,
and socio-cultural aspects of tourism development. In the promotion tourism
sustainability, the formulation of effective and efficient regulations is fundamental in
ensuring that the agency’s objectives are adequately met and public service is improved.

In the crafting of new and reviewing existing regulations, impacts pertaining to the
economic, competition, international agreements, compliance and administrative, social
and environmental aspects of the policy must be carefully taken into consideration.

To assist in the task of developing, reviewing, and improving regulations in


accordance with the best practice principles, the Regulatory Impact Assessment (RIA)
System is utilized to facilitate the assessment and reengineering of government
procedures to achieve the agency’s policy objectives.

Correlatively, all offices and agencies which provide government services are
mandated by law to conduct RIA through cost compliance analysis, time and motion
studies, undergo evaluation and improvement of transaction systems and procedures,
and reengineer the same to reduce bureaucratic red tape and processing time.1

The proposed Regulatory Impact Assessment Workshop organized by the Office of


Tourism Development Planning, Research, and Information Management (OTDPRIM) as
the agency’s RIA Support Office in coordination with the DOT Anti-Red Tape Authority
(ARTA) Technical Working Group, aims to assist all regulatory offices of the Department
of Tourism (DOT) to harmonize existing regulations with duly promulgated inter-agency
regulations pertaining to environmental compliance requirements, update the DOT
Citizen’s Charter in compliance with Ease of Doing Business and Efficient Government
Service Delivery Act of 2018, and remove or revise unnecessary and excessive policies
which are considered burdensome to the transacting public.

II. OBJECTIVES
The Regulatory Impact Assessment System is critical in supporting the development
of quality rules and regulations for the tourism industry thereby improving the
competitiveness of the Philippine Tourism Industry. The workshop aims for DOT
regulatory offices to:

1. Understand the impacts of existing and proposed rules and regulations;


2. Conceptualize and formulate feasible options to address problems pertaining
to tourism and environmental sustainability, economic and social impacts to
businesses and communities, and bottlenecks in the delivery of effective
public service;
3. Reconcile accreditation standards with inter-agency issuances pertaining to
environmental compliance requirements;
4. Review, simplify, modify, modernize administrative regulations to reduce
regulatory burden and cost;
5. Update the agency’s Citizen’s Charter.

III. LEGAL BASIS


The Regulatory Impact Assessment Workshop is in compliance with Republic Act
(RA) No. 11032 or the “Ease of Doing Business and Efficient Government Service Delivery
Act of 2018” and its Implementing Rules and Regulations2 which requires all agencies to
harmonize existing regulations relative to business and non-business related transactions
and repeal unnecessary and redundant policies to lessen regulatory burdens within six (6)
months from the effectivity of the IRR.

Correlative, all government agencies are required to submit the updated Citizen’s
Charter, together with the Certificate of Compliance (CoC), duly approved and signed by the
Head of the Agency on or before 06 December 2019.3

IV. BUDGET BREAKDOWN


The amount of THREE HUNDRED ELEVEN THOUSAND PESOS (PHP 311,000.00)
shall be allocated for the accommodation and transportation of regional participants as well
as for the venue and meal requirements for the two-day workshop subject to the usual
accounting and auditing rules and regulations.

Participants: Approximately 42 DOT Personnel from the Central and Regional Offices
including the facilitators of the event and 3 representatives from the Anti-Red
Tape Authority.
