When visiting an indigenous people group/tribe, people always notice nature, culture,

tradition and their leadership system. People think that they always have primitive ways of
leadership because they always have the concept of having a leader being appointed by elders.

Indigenous People are still under the power of IPRA and the Indigenous People's Rights
Act affects the Cordillera's indigenous people by giving protection to them. The governance
system of Cordillera indigenous people still revolves on basic governing system where they still
have the basic principle of leadership which they appoint they leader. Wealth and power also
plays as advantage for appointing a leader.

The governance system of Cordillera indigenous people are not far to other indigenous
group which is administrative. In analysis of their governance system and the non IP group or the
LGU of the Cordillera they protecting their land, making sure that traditions and culture are not
going to fade. The example is Apo Whang Od which the tradition of “mambabatok” are still
alive because they keeping it, even though she is the last they still give importance to it.
