Introductory Note

Lungtenzampa Middle Secondary School is located just above Lungtenzampa, the bridge of Prophecy. We are
established (1972) as one of the most sought after and reputed Institution in the Kingdom, in fact the epitome
of excellence par education. The School thrive on the culture and tradition envisioned by our great leaders. We
pursue our goals based on broad curriculum of ‘Wholesome Education’ which inculcate Gross National
Happiness philosophy. The school disciplines the growth of every individual student with harmonious activities
of knowledge and skills based learning; the classroom learning and co-curricular programs.
Lungtenzampa educate and mould young people with our guiding principle of ‘Persevering with Honesty’. We
value the specialty of every child and refine them into productive member of the society. The school also
strives for wholesome development of every graduate of the Institution.

Our Logo

Lungtenzampa School logo represents its’ vision, mission and goals. The school
strives for excellence in our vision, mission and goals to the vastness and
depth of sky in its blue background. The golden vase represents the school
which produces budding citizens who shall bloom in their service to nation
and people. The school, like a flower attracts the students who are craving for
nectar of knowledge.
The text and sword upholds our values of academic excellence and refinement
of individual with skills and values, as the sword removes the ignorance and
enlightens the mind. It also signifies the gift of knowledge and empowerment

given in this institution to every learner.

The school and its vision and goals are bind by the silken knot of Gross National Happiness principles. It is
uphold with our motto of “Honesty and Perseverance”.
Our Motto

The value of honesty is of paramount importance in individual lives of students. Such values are not only
embedded through education but also in day to day school programs. Lungtenzampa strongly believes that
honesty and integrity can be mould through the schooling which can refine every aspect in future of individual
students.
Perseverance is only the key to success. It is the value of perseverance that an individual student can achieve
the excellence in life. Thus, the school inculcates and instills the value of perseverance for the success of every
member. In the empowering and educating the future, the school also infuses the value of ‘persevering with
honesty’.

History of Lungtenzampa School

In 1970, a group of India House ladies used the rooms of the Government Guest House, at Lungtenzampa to
organize a nursery classes for some of their children. They also invited Bhutanese children to play sessions. The
ladies did this on a voluntary basis, whenever they were free.

In 1972, His Majesty’s Representative in the Ministry of Development HRH Ashi Dechen Wangmo Wangchuck,
decided that there was a need for the Government to run a Nursery School, in Thimphu, and Her Royal
Highness asked Mrs. Carolyn Tshering to set it up. Mrs. Carolyn Tshering was transferred from Thimphu Public
School, (now called Yanchenphug Higher Secondary School), where she had been teaching from the time she
arrived in Bhutan in 1966.
The Nursery School was opened in March 1972, using the same building – The old Government Guest House at
Lungtenzampa. The school was called Thimphu Nursery School. The school started with 40, three-year olds, in
two classes. Mrs. Carolyn Tshering took one class and Mrs. K.K. Tshering took the other. The school had one
watchman and one maid/assistant.
The Education Department provided a mug of orange juice (tinned Druk Orange Juice) and two biscuits for
each child, every morning. Many of the ex-students still recall the pleasure of the daily orange juice.

At some point in the 70’s the school was upgraded to a Primary School. Later the school became Junior High
School and was called Lungtenzampa Junior High School. This meant our children can stay with us until class
VIII.

A multipurpose hall and a 16 room building were opened by Her Royal Highness Ashi Dechen Wangmo in 1981.
The rooms included a library and a science laboratory.
In the year 1984 Mrs. Carolyn Tshering resigned and the school was run by Mr. Borrow and there after the
school was headed by a number of heads as follows:

The school was upgraded to High School in the year 2001 and it was welcomed by the staff, students and
parents, as it was perceived as recognition of the teachers’ commitment and capability to shoulder a larger
responsibility. It inspired the teachers to work harder to prove themselves worthy of the trust placed in them
by the Department of Education.

Following the up gradation of the school to Middle Secondary School from the beginning of 2002 academic
year, the first batch of 117 students from Lungtenzampa Middle Secondary School appeared for the BCSE
exams in December 2002.
From its early beginning Lungtenzampa School has always inspired to higher level of excellence, both in
academics and extra-curricular pursuits, and the outstanding results obtained by our 1st batch of BCSE.
The strength of the school has grown from 40 students with two teachers and two non-teaching staff to 1156
students with 47 teachers and 14 non-teaching staff till date.

ACADEMIC POLICY
Rationale:
The vision statement of Lungtenzampa Middle Secondary School is “The School of Excellence par Education”
and its mission is to “Enhancement of citizens who uphold GNH values through conducive and meaningful
educational experiences”
The school has the following goals:
ü To achieve academic excellence
ü To produce dynamic citizens who practice GNH values
ü To explore and nurture the innate abilities and potentials
ü To inculcate positive social and civic values
ü To promote harmonious and caring learning environment
ü To enhance rational and critical thinkers

In line with the school’s vision, mission and goals, Lungtenzampa Middle Secondary School envisages academic
performance as the priority above all school activities. We believe that academic performance determines the
kind of life and individual child would lead beside many other activities the school carries out for the
wholesome development of the student. Therefore, with its mission “Enhancement of citizens who uphold
GNH values through conducive and meaningful educational experiences” Lungtenzampa Middle Secondary
School too stresses and keeps academic performances of the students as the most important of all school
activities. The school thus, looks forward to keep on planning and implementing ideas, knowledge and skills in
furthering the academic performance of its students.

7. To find out the ways which would help teaching learning become more effective and qualitative.
The above rationale, aims, objectives is aim to be achieved by implementation of school level monitoring and
support service (SLMSS). Accordingly SLMSS in the school is formed as shown in the organizational chart.
The Principal is the overall Head of the SLMSS and he/she shall have the authority to supervise not only the
Vice Principals and Head of Departments but also any teacher that he/she may find necessary.
The academic shall be headed by one of the Vice Principals. The Academic Head too can initiate observation of
class room teaching as and when they feel necessary and time permits. However, most of the teachers shall be
observed and have their plans checked by the Head of Departments except the annual plans which must be
submitted to the academic head. A teacher who may fall under two departments can be observed by any
concerned head of department with mutual consensus.

Responsibilities of the HODs or the Vice Principals or the Principal


1. To ensure every teacher under their jurisdiction oblige to their professional obligation in terms of making
yearly plans, planning of lessons, carrying out continuous assessment of home work, class work, unit test,
correction and qualitative coverage of syllabus.
2. Keeping record of what is happening in the subject in each level of class. This takes into account that
qualitative coverage of syllabuses by every teacher. The coverage of syllabus can be cross checked with
the yearly plan every month.
3. Ensuring lesson planning using the agreed format by all the teachers under ones jurisdiction and
documentation (lesson observation by Principal. Academic Head/Vice Principals will happen across
departments).
4. Maintaining record of how teachers are correcting students’ work. This can be done by randomly
collecting note books of students from the sections taught by the teachers under their guidance.
5. Give feedback on the difficulties teacher faces and suggesting SBIP for professional development (for the
department or for the teachers in general).

6. Conduct of unit test twice a year (once in April and once in September).
7. Conducting monthly review meeting and follow up.
8. Compilation of records and submission to concerned authorities.

Responsibilities of teachers:
1. Making yearly plan referring the current syllabus.
2. Unanimously set academic performance targets for one’s own subject which can be achievable half yearly.
Example: minimum achievement in written examination.
3. Lesson planning and submission to concerned HoD on weekly basis (every Mondays).
4. Correction of students’ work (both home work and class work).
5. Keeping up to date record of CA as per the criteria agreed upon and submission to concern HoD twice in a
term.
6. Conduct of class test on one’s own initiatives. You can keep record of the marks and it can be the basis for
remedial classes.
7. Conduct of unit test twice a year (once in April and once in September).
8. Initiating remedial classes for weak students.

Formats:
1. Lesson plan format for the concerned Department.
2. Lesson plan record format for the HoDs/VP/Principal.
3. CA record format for every subject.

SCHOOL DEVELOPMENT FUND POLICY

To ensure the overall development of the school, the school development fund should be utilized in an
appropriate, just, accountable and transparent manner. In order to maintain transparency and prevent
corruption and corrupt practices in school, the policies was framed. It states”
1. The class teacher is responsible for the collection and submission of the fund on time as per the
school calendar.
2. The Principal will release the fund for the various school activities, based on the requisition put
forward by the Coordinator, the fund will be released to the Coordinator of the various committees.
E.g. during the Annual Sport Day, the games and sports coordinator estimates and put a requisition
to release the fund required.
3. The Coordinator will settle the amount with the Principal after the concerned activities are over, with
cash memos/bills, etc. counter signed by the members of the committee.
4. For the maintenance of the school estate, the estate manager will present the estimate of the
required maintenance and the Principal will release the fund. The estate manager will settle the
amount with the principal.
5. Procurements wroth above Nu. 10,000(ten thousand) from the SDF, the Principal must get an
approval note sheet from the Chairman of the School Management Board.
6. The Principal will present a detailed account of the School Development Fund to the members of the
SMB (School Management Board) annually during the meeting.
7. The principal will have the detailed account of the fund collected and disbursed. S/he is accountable
for the expense involved.
8. Special refreshment will be provided once a month beside the daily tea.
9. Procurement of refreshment items will be made from wholesale dealer at reasonable rate, keeping
nutritional value in mind.

10. The settlement of the account will take place once in month with the concerned committee
coordinator or member in-charge for the month.
11. The Major SUPW work carried out by the class X students annually in close collaborations with the
class teacher and the administration. Procurement of items required for the activities are purchased
from SDF.
12. The expenses of class X farewell, teacher’s day celebration, Children’s Day Celebration on 11th
November and captain’s dinner are celebrated annually using fund from the SDF. Even the teacher
farewell, a simple tea party or lunch is from SDF depending upon the number of years served in the
school.
SCHOOL GNH POLICY

1. Sustainable & Equitable Socio-Economical Development

2. Lungtenzampa MSS has been in the forefront of social and voluntary service in 2012. The students
and staff contributed social services to help our government contributing more than NU.500000 for
the reconstruction of Wangdiphodrand Dzong which was on fire. The sum was generated by
organizing a sponsor walk by all teachers and students of LMSS which was about 10km.This was
done with the objective of supporting the community and the people and to instill and foster a sense
of social service and productive engagement to the students.

The school strongly advocates for and encourages children to take active participation in the
management of school affairs, especially in the management of student support services through
constructive feedbacks. To this effect, captains initiate of selecting next round of captains using EVM
machines. This is to ensure that Good Governance is practiced.

6. Guided meditation using light whenever there is gathering of whole students before start of the

7. Kitchen wastes used for the preparation of compost by adding EM solution

8. School practice organic farming and could plant verities of vegetables to supplement the student’s
diet.

10. School has come up with green tins which collect waste in respective class areas to be dump into
waste disposal tank located within and outside the School.

Environmental Greenery (Waste Management)

Plantations and upkeep of a green campus has resulted in children showing and developing interest and love
for nature and environment. The campus now houses many fruit trees, exotic plants and other sorts of the
kind making it an ideal place for learning and an attraction to the birds and reptiles.

Main area Lungtenzampa Middle Secondary School focuses more is on waste management since School is
located in the heart of the city prone to waste. An advocacy and awareness program on waste management
has also seen students being more conscious about their waste management at the individual level. The school
enjoys litter-free campus by the following polices.

2. Encourage pack lunch so that students are deprived of other fast and junk foods.

1. Vision, Mission and Goals

The Lungtenzampa Middle Secondary School (LZMSS) is an illustrious public school in the country with Their
Majesties the King and Queen as its most distinguished alumni.

Our vision therefore is to continue to be the school of education par excellence, and the mission is to give the
best educational experiences to our young minds in the school so that we prepare them as successful and
productive citizens.

We wish to pursue our vision and mission through the six goals below:

1. To achieve academic excellence.


2. To produce dynamic citizens who practice the GNH values.
3. To explore and nurture the innate abilities and potentials.
4. To inculcate positive social and civic values.
5. To promote harmonious and caring learning environment.

2. What is the LMSS School Discipline Policy?

A student has right to attend school in a safe environment and right to be happy and to be treated with
respect.

Simultaneously, a student has responsibility to respect the personal rights of other fellow students, respect
teachers, and help maintain a calm and quiet school, care for all school property and come to school in clean
and neat school uniform and on time for all classes.

Acknowledgement of students’ rights and responsibilities is a first step towards attainment of being the best
school.

All students are expected to follow and abide by the Code of Student Conduct, however, students are found to
breach the Code and make mistakes.

In the history of education the most common means of maintaining discipline in schools was corporal
punishment. This often meant that students were commonly canned. The corporal punishment in schools is
today banned in most countries. Here in our own country, the Penal Code of Bhutan 2004 protects a child from
violence of any form, and we are signatory to the International Convention on the Rights of the Child. Further,
the Parliament in 2012 passed the Child Care and Protection Act of Bhutan. The Ministry of Education
following the resolution of the 13th Annual Education Conference in …circulated to all schools two documents
(i) Guidelines for Review of School Discipline Policy, and (ii) A Guide to School Discipline Management, and
required the individual schools to develop their own school discipline policy which shall take into account their
specific circumstances.

The LMSS School Discipline Policy is therefore expected to foster and protect the core values of the school, to
protect the rights of general students and teachers, to create a school environment that is safe and conducive
to learning. More specifically, it is expected to identify and discourage student behavior that conflicts with the
Student Code of Conduct, set clear school rules on school discipline problems and sanctions thereof, maintain
fairness and consistency in addressing disciplinary issues, and everyone, the staff, parents and students clearly
understand it and has the acceptance of it.

The school shall pursue the two-pronged strategy of (i) Prevention and (ii) Control when implementing the
Policy.

The Policy is not exhaustive, thus judgments will need to take account of the circumstances of individual cases
and circumstances.

3. Positive Intervention: Prevention is the Best Cure

The school discipline is effectively managed first by having prevention strategies which will not only correct
misbehaviour but also teach appropriate behavior. Positive intervention approach is grounded in teachers’
respect for students.

The School Management therefore may pursue and undertake the following actions:

1. Continue the tradition of printing the School Discipline Policy in the School Diary.
2. Read out the School Discipline Policy in the beginning of the school academic year and have
parents and students sign on it as evidence of their having read, understood and accepting it.

3. Invite guest speakers.


4. Frequently talk on values (cooperative and harmonious living, love, gratitude, gentleness,
consideration, peace, honesty, respect for property, selflessness, interdependence, service to
others, humaneness, patience, tolerance, time management, responsibility etc.).
5. Teach how to differentiate between right and wrong.
6. Talk on some of the negative effects brought about by encroachment of media culture.
7. Instill in children a sense of civic responsibility (cleaning campaign, proper disposal of wastes
etc).
8. Always strive to do what is in the children’s best interests.
9. Act fairly and consistently. If justice is denied, our children may not be keen to follow the rules.
10. Deal with disruptions immediately and privately but as far as possible outside class hours. Do
not label the child. By doing this you will tend to treat the child differently from other children
and situation will worsen.
11. To single out the disruptive child in front of public (during assembly, prayer or meal time) is not
desirable.
12. Be sensitive to children’s strong emotions. Always tackle the problem through positive
intervention strategies. Understand children’s developmental abilities. Show empathy and
respect to children. Accept differences. Talk and reason with children in age-appropriate ways.
13. Do not force apologies. Do not pressurize children. Do not instill fear in children. Do not let
children cooperate only because of fear.
14. Be aware of children’s personal, health and family problems.
15. Keep close link with parents.
16. Give responsibility to children.
17. Inform career options and counseling services.
18. Watch on pressured children by peers.
19. Strengthen teacher-parent support group.
20. Teach children to accept failure.

4. Code of Conduct for Students

The Code of Conduct for Students issued by the Ministry of Education considers the actions of the students
below as breach of the Code:

1. Offensive behavior e.g. assault on any person.


2. Insubordination.
3. Misuse of hard drugs such as cocaine, phensydyle, etc.
4. Misuse of soft drugs such as correction fluids, petrol, spirit, sleeping tablets
5. Use of alcohol, doma and tobacco.
6. Shoplifting.

7. Theft (question papers, school property, money, food, orchard raiding etc.).
8. Forgery.
9. Cheating during class and examinations.
10. Carrying firearms or any other weapon.
11. Formation of anti-social gangs.
12. Destruction of school property-vandalism.

14. Prowling (in the girls/boys dormitory, or at restricted hours)
15. Gambling.
16. Use of abusive/obscene language.
17. Lying.
18. Improper dress code (including hair styles, shoes, make-up etc).

5. School Discipline System

The middle secondary school is a time when students begin to take on more responsibilities and to make
increasingly important choices about their own behavior and academics. We know that the children need
guidance and experience to make right choices. Students make mistakes, and it is important that we allow for
that, encourage them to learn from their mistakes.

The school discipline system is therefore designed to work on categorization of offences into minor and major
offences, and assigning stages within each category based on the seriousness of the offence, the disruption to
the learning environment and level of threat to the safety of students and staff, and that the disciplinary
sanction is commensurate with the offence.

Minor offences shall refer to minor acts of carelessness, genuine mistakes and misconduct that interfere with
the orderly operation of the classroom, a school function and extracurricular/ co-curricular program. A
teacher will directly deal with the student or refer the case to the Vice-Principals or Principal for offences
under it.

Major offences shall refer to major acts of misconduct which may include repeated misconducts of the minor
offences. The case will be referred to the School Discipline Committee.

6. School Discipline Committee

The School Discipline shall comprise the following:

The minor offences shall include:

1. Not coming in proper dress code - no proper uniform and hair cut/applying makeup and using
accessories (fancy ornaments/ jewelries).
2. Tardiness.
3. Lack of punctuality in assembly, class, and extracurricular activity.
4. Bringing junk foods and fizzy drinks.
5. Littering.
6. Not doing or completing assigned task on time.
7. Using indecent language amongst the students, to the teachers and staff.
8. Absenteeism- without information for more than one day.
9. Bunking from class and school activities.
10. Chewing doma, pan-masalas, viz, Ragni-ganda, shakila, carrying correction fluids.
11. Writing graffiti on the school properties.
12. Disrespectful behavior.
13. Eve-teasing.
14. Petty theft cases in class such as stealing books, lunch, stationeries.
15. Bringing mobile phones, I-pods, or any electronic gadget prohibited by the school management.
16. Open dating and adultery.
17. Any ICT related offences (impersonation and up loading and sharing inappropriate materials).
18. Breach of code of conduct.

8. Disciplinary Actions for Minor Offences

The disciplinary actions for minor offences will be based on a series of stages considering the seriousness of
the offence, for instance:

Stage I

When a minor offence is brought for the first time to the notice of the class teacher…

1. The class teacher will talk with the student.


2. The class teacher will enter the offence in the discipline column in the student’s diary. The
teacher will maintain the record of each student who commits the offence.

When the offence is repeated for more than two times…

1. The class teacher will call the parents/guardian and make them aware of their child/ ward’s
violation.

2. The student will be required to carry out additional assignment (Imposition, book review, etc.)

Stage II

When the student’s attitude or behavior does not respond to steps taken under stage I…

1. The class teacher shall take a statement from the student.


2. The class teacher shall refer the student to the counselor.
3. The counselor will report about the child’s progress to the class teacher.

When the student does not respond or show progress to steps taken by the counselor…

1. The class teacher will inform the parents and take undertaking letter from the parents/guardian
(Parents will take full responsibility for the improvement of the child).
2. The student will be required to carry out additional assignment (Detention work and social
service beyond school hours).
3. The student will be issued a written warning by the class teacher counter signed by the school
principal.
4. In the case of destruction or vandalism of school property, the child has to replace and bear the
maintenance expenses.
5. If the student is caught with the possession of any electronic gadget, it will be confiscated by
the school.

Stage III

When the student does not respond to steps taken under Stage II or requires the immediate attention of
the school discipline committee.

1. The class teacher will hand over the child to the discipline committee.
2. The discipline committee will study the case and the parents will be called to the school.
3. A letter of undertaking will be taken from the parents will be taken and the students will be
reminded of the future action if he/she commits or repeats any of the offence.
4. In case of repeated minor offence for more than four times, the child will be given two weeks of
social service beyond school hours.

9. Major Offences

The major offences shall be categorized into Category I and II viz.

Categories I

1. Possession of any types of weapons.


2. Formation of gangs and gang related acts/ activities.
3. Malpractices in the examination.
4. Possession and consumption of alcohol
5. Bullying ones colleagues.

Major offence of Category I will be dealt directly by the school discipline committee.

1. The concerned teacher shall hand over the child to the discipline committee.
2. The discipline committee shall study the case and parents will be called to the school.
3. A letter of undertaking will be taken from the parents/guardian and will issue written warning
to the student.
4. Examination malpractices will result in the cancellation of the exam/test paper.
5. The discipline committee will give social service beyond school hours for one month, and
naming and shaming in the assembly.

Categories II

1. A child in conflict with laws.


2. Theft of question papers and answer scripts.
3. Assault/battery cases in and out of school.
4. Sexual harassment and molestation
5. Sale of Drugs and tobacco products.

With regard to major offences under the Categories II…

1. The concerned teacher will report the offence to the discipline committee.
2. The discipline committee shall inform the parents.
3. The discipline committee shall report the case to the police.
4. Any child involved in criminal offences and convicted by the court of law shall be automatically
expelled by the school.

10. Off Campus Conduct

The School Discipline Policy shall also apply to the of campus conduct of all students, therefore no activity of
misconduct will be tolerated away from the school campus such as:

1. Fighting off campus resulting from or arising out of a campus relationship.


2. Joining a gang and gang fights.
3. The use, possession, passing, selling, distributing, and/or general trafficking of alcoholic
beverages and/or drugs.
4. Any use or threat of use of a weapon or firearms against another person by a student.

The school management reserves the right to modify the School Discipline Policy as needed to ensure all
students and staff are provided safe and secure learning environment.

SCHOOL LANGUAGE POLICY

The education system in Lungtenzampa Middle Secondary School is based on the holistic approach of
‘Wholesome Education’ and ‘Educating for Gross National Happiness’. The system not only caters to
wholesome development of individual students physically, socially, mentally and spiritually but also grooms to
become productive future citizens.

The language being the medium of cultural transmission and national/individual identity, the school measures
as the important component of learning and social interaction. Thus the school envision to inculcate the love
and respect for languages namely English and Dzongkha.

1. In educating for GNH, the school adopts the policy of equilibrium in usage of English and Dzongkha language.
None of the above mentioned language shall be given preferences.

2. As the mandate of curriculum, English shall be the medium of instruction in all subjects except Dzongkha
subject.

3. Both the language shall be given equal weight age as medium of interaction in the school. Therefore,
Dzongkha and English speaking shall be implemented for any interactive purpose on alternate days except
during classroom teaching.

4. On Mondays, Wednesday and Fridays every interaction must be in English and on Tuesdays, Thursdays and
Saturdays every interaction must be in Dzongkha in the School premises.

5. The usage of vulgar, foul and refuse words in the school shall be dealt accordingly with Discipline Policy as

SCHOOL HEALTH POLICY

Purpose:

ü Any member that is threat to others’ health and well being shall be dealt according to discipline policy of the
School.
ü Provision of bi-annual, annual, weekly or daily medication or nutrient supplement in the school should be
coordinated and supervised by School Health Committee.
ü Every member shall be responsible and accountable to maintain and clean the facilities of the health and
hygiene without any form of inequality and injustice.
ü School Health Committee shall coordinate, organize, advocate and educate all health and hygiene issues and
programs in the School.
ü No medication without advice from the competent practitioner will be allowed in the School.
ü Possession of any drugs, injections, syrups, etc. without prior permission is strictly prohibited.
ü Any member who wishes to visit hospital must get prior permission with complete formality before leaving

ü The micronutrients and medicines shall be collected form JDNR Hospital or any community Health Centre.

ü No medicines shall be issued without the case study and proper administration of the sick members.

School Examination and Assessment Policy

Examination Policy:

1. All the examination rules and regulations shall be governed by the Bhutan Board Examination regulations.
2. All the candidates who want to appear the Examination must have 90% attendance in instructional hours in a
year.
3. Every candidate must produce student Identity card to enter in the examination room.
4. No teacher shall be granted leave during the period of Examination except under emergency and casualty
consideration.

Assessment & Evaluation Policy:

ü English and Dzongkha shall be assessed as one subject though they are taught in two categories as Language
and Literature.
ü The evaluation of all the subject papers must be done within the school premise and in the rooms allocated.
ü All teachers shall be divided into subject groups for evaluation of test papers by the Examination Committee.
ü No examination paper shall be allowed to carry home by any staff.
ü Continuous Assessment record must be maintained as per the respective subject criterion.
ü All teachers must submit their assessment and evaluated reports of respective subjects taught to the
Academic Head.

Promotion Criterion:

ü The overall average pass percentage for all levels shall be minimum of 85%.

For Classes 7 and 8

ü Candidate must score minimum of 40% average in all subjects.


ü A candidate who scores less than 40% one minor subject namely Science, History and Geography, shall be
promoted to next grade.
ü A candidate must score minimum of 40% in all three major subjects namely English, Dzongkha and
Mathematics, to be promoted in next grade.
ü A Candidate who scores above 35% in one of the major or two minor subjects shall be considered for
promotion to next grade upon fulfilling the desired competency and character assessed by concern subject
teachers and school administration.
ü Candidate who was detained in same grade for two consecutive years shall be promoted with consideration.
How ever the consideration shall remain in discretion of concern subject teachers and the school
administration.
ü Candidate with overage, calculated based on school enrolment age, shall be considered for promotion to
next level. It shall be subject to fulfillment of desired out come and discretion of concern subject teachers
and school administration.
ü No progress report shall be issued to the considered promotion candidate but a duplicate copy may be
issued on request of the parents/guardian.
ü Candidate who is considered for promotion to next grade must sign an undertaking by parent/guardian in
presence of the class teacher and the candidate.
ü No failed candidate shall be promoted for transfer to another school.

For Class 9

ü Candidates must score minimum of 35% in English and any FOUR best scored subjects.

How ever the consideration shall remain in discretion of concern subject teachers and the school
administration.
ü No progress report shall be issued to the considered promotion candidate but a duplicate copy may be
issued on request of the parents/guardian.
ü Candidate who is considered for promotion to next grade must sign an undertaking by parent/guardian in
presence of the class teacher and the candidate.
ü No failed candidate shall be given considered pass in case of transfer to another school.

School Award Policy


Purpose:
- To inculcate the sense of competition amongst the learners and teach the value of work and reward.
- To foster good system of encouragement, appreciation and rewarding in the school culture.
Guidelines:
1. All the awards shall be conferred as per the criteria mentioned under each category.
2. However, these awards shall not be considered as Fund for usual School Prizes and Awards given
annually. The class toppers and subjects’ toppers of each class level shall not be given from this Award
Fund.
3. No awards shall be awarded in a situation whereby any candidate fails to fulfill the criteria
mentioned.
4. No awards shall be awarded to the second best if the preferred best fails to fulfill the criteria.
5. In case of a tie in between multiple candidates for a particular award, the Committee and concerned
teachers shall have the final decision.
6. No awards shall be awarded without the proper nomination process involved.
7. No award shall be conferred in absence of supporting documents and assessment records.
8. The Award Committee shall have the right to withhold any awards to any candidate and teams.

Fund Management:
1. An account shall be opened in the name of the School Award Fund in a Financial Institution as Fixed

year.
5. In the case of any indecisions and tie for any award, the award Committee shall consult concern

Principal

"What the government is looking for from our national teachers, particularly the heads of schools/institutes is …
love, loyalty and dedication to his majesty, the country and the people, and above all, to the causes of
thousands of our students who are in their custody" (quarterly policy guidelines 30.06.1988)
5. The Principal is primarily responsible for:
ü Effectively implementing the new government policy and programs
ü Good administration of the school.
ü Instilling and maintaining a high degree of discipline amongst the students and teachers of the school.
ü Instilling a high standard of Bhutanese values in the students so that they will develop into loyal and
dedicated subjects of the king and the country as well as possess a deep sense of pride and love for being
Bhutanese.
ü Promotion of zhungkha, the national language.
In addition, head are required to provide increasingly greater leadership and initiative on academic matters

6. Authority of the Principal


ü As the representative of the department of education in the school, the head is the overall administrative
head of the institutions. As such he/she is:

As Academic Head
The role of the head is that of a leader who has the responsibility to lead and make decisions in all aspects of

As a role model, the head must exercise discipline in his/ her private as well as his/ her public life. This is
particularly important since the head is actively working to preserve and promote the traditional customs and

As an Administrative head
ü The administrative head ensures that school administration is running smoothly and adequately. In doing this
he/she:

ü Supervises teaching and non- teaching staff.

Vice Principal
He/She shall carry out all the job specifications as inscribed in the PCS. The Vice Principal shall help the head in
the day to day running of the school and must involve actively in the general school administration. He/She
shall be permanent members of the various committees of the school. He/She shall officiate the head in its
absence and shall have equal rights as the head to take important decisions except for the policy matters.
He/She shall also have the authority to instruct, observe, recommend, record, and guide the staff in their
duties. Vice Principal shall be delegated with certain specified jobs to look after. He/She will be accountable to
the head and the in-charges in turn shall be accountable to the vice principal.

The purpose of the Staff Secretary is to act as a bridge between the administration and the staff so the both
the parties are well informed about their concerns and problems. It should be the duty of the Staff Secretary
to look into the welfare of the staff by informing the office. This post shall be rotated every year. The
responsibilities are to:
ü Look after the school along with the TOD in the in the absence of the Principal and Vice Principal.

School Cultural and Aesthetic Coordinator


School Cultural Officer is responsible for any activities or programs related to cultural and traditional
background of our nation. The concerned has to look after preparations during VIP visits and be responsible in
supervising all cultural dances practiced under varied clubs.
ü Guide the clubs that fall under cultural and traditional practices.
ü Plan, coordinate and conduct any religious ceremony like school Lhabsang Thrulsoel and school Rimdro.
ü Should plan, delegate responsibilities and look after the preparation during important visits to the school.
ü Be responsible for coordination of inter-house cultural competitions and school variety shows.
ü Teach values and other important conducts.
ü Look after students' behaviour and inculcate the importance of Drig-Lam-Namzha which enhances better
living and cordial living in the society.

School Estate Manager


The Estate Manager is officially responsible for any of the things, tangible or intangible and those that are
man-made and natural within the school campus. He/she has to maintain records of all the things repair and
maintain the damaged and plan for the betterment of all those things that fall within the jurisdiction of the
school.
ü Help school management to keep track of all the things in the campus.
ü Assist the school authority to maintain the optimum use of resources available but in the best possible
way.
ü Place orders of things to be replaced.
ü Look after the school fencing to ensure no trace-passing or intrusion by regularly checking the fencing.
ü Note and inform the administration if any damage or loss is seen within the campus.
ü Conduct regular checking of the school campus, all building, equipments, furniture, electrical equipments
and others.
ü Keep record of plantation, trees planted and those existing to ensure better greening.

Regulation:

knowledge and skills. The committee shall also serve as body to recommend teachers for SBIP, NBIP and any

the teachers are taking care of student's physical and mental health.
Ø The body should check if the teachers and other staff are taking up their managerial roles which should
contribute to the total school effectiveness.
Ø Serve as a body to monitor and supervise if reliable assessments are being carried out especially in terms of
internal and external examinations and the ongoing assessments.

SCHOOL STAFF WELFARE POLICY


The school staff policy was reinstituted on 17th August, 2013. The school staff unanimously agreed on the
following revision and the policy states:
1. All social activities in the school involving the staffs are as follows:
a. Baby visit Nu. 200 for teaching staff and Nu. 100 for non teaching staff.
b. Death of spouse and spouse’s in-law: Nu. 500 for teaching staff and Nu. 300 for non teaching
staff.
c. Transfer of Staffs:
i. Staff who served 1 to 3 years in the school: Nu 100 for teaching and non-teaching
staffs will be collected by the staff secretary.
ii. Staff who served 4 to 6 years in the school: Nu. 150 for teaching and non-teaching
staffs will be collected by the staff secretary.
iii. Staff who served more than 7 years in the school: Nu. 200 will be collected from the
teaching and non-teaching staffs by the staff secretary.
2. A visit to a hospitalized staff will be carried out by the staff secretary. S/he will procure things wroth
or pay in cash, a sum of Nu. 2000.
3. The school has a culture where every teachers, be it expatriates or national (southern or eastern or
western or northern) shall mark a day where we can promote and facilitate better understanding and
appreciation of our respective culture. The expatriates shall mark the Independence Day by providing
simple lunch/snacks. The southern Bhutanese shall provide simple lunch/snacks usually after the
Diwali and the north, east and western Bhutanese will provide a simple lunch before or on or after
the Blessed Rainy Day.
4. The school has instituted a new culture where the staffs who get their promotion shall arrange a
lunch or dinner on a convenient `day.
5. The staff secretary in close collaboration with the administration shall arrange a get-together of the
staffs in the school to build better rapport and team work. It could be a staff picnic or pot luck where
the staffs could gather and mingle with each other.
6. The staff farewell will be organized by the staff secretary. It could be a tea party or lunch depending
on the number of the years that the staff has served in the school.

24. Dzorig Chusum Club


With the inception of GNH in the school curriculum, this year our school intends to embark with this new clubs
called Zorig Chusum. T he members feel that having this club in the school will have a positive impact given
that our Zorig Chusum actually covers Bhutan’s 13 Arts i.e. traditional painting, sculpturing, carving, metal
work, etc., but sadly none of the members are well equipped with these skills. However, we strongly believe
that we will make a beginning towards this objective with whatever knowledge and skills that the members
are blessed with.

Resources:
The committee decided that the respective in-charge will put up the interim budget proposal to the school
authority to implement the activities. The capital money taken from the school authority should be able to pay
back by the end of October. T he profit earned from the sale of products shall be retained as seed money for
future club activities. The accounts of the club shall be maintained by the coordinator jointly with members.
The coordinator will report the annual books of account to the school faculty members at the end of the
academic year.

benefit and reward the system of education in Lungtenzampa. It must also build harmonious and conducive
learning environment.
How ever, the vision, mission and goals can be amend only through the general meeting of the School
Management Board and general consensus of the school family members.
