1. INTRODUCTION

This document describes in general terms of the services required to prepare the sites (locations
for the drilling rig) and to build and maintain the access tracks to the locations and to provide on
call basis various services to support the development drilling campaign on the areas of
operations of Wafa.

1. SCOPE OF WORK
The volume of work shall be for nr. 1 firm wells locations preparation, levelling & restore area at
the original conditions after drilling completed and rig moved out of location.

1.1. MOBILIZATION AND DEMOBILIZATION


Mobilization of the necessary equipment and personnel to conduct the work to the site
location and demobilization after the site handover.

Construction & maintenance in operating conditions for the drilling of the Location.

1.2. SURVEY WORKS


Assistance with one Surveyor to the Topographic Survey Team for the well center
positioning. Survey works should be carried out for the purpose of levelling and in case
of any Major difficulties or obstacles is found, the Contractor shall report it for a further
discussion.

1.3. LEVELING
The Location shall be a levelled area with the Cellar, Pad, Corral, 2 Waste Pits and a
perimetral embankment as shown on the attached drawings.

The site should be levelled properly after the Site Survey to ensure there will be no
ground obstacles within the working area by using ( Cut and Fill ) using proper
Machinery ( bulldozer, grader, etc..) and sufficient to finish the levelling stage. The
whole area should be compacted & laying a 30 cm of base course layer to the whole
platform area and the mini camp.

Note that the drawing here attached are indicative and the drawing valid for
construction shall be provided by Company to the main Contractor.

1.4. ACCESS TRACKS


Construction & maintenance of the access tracks to the locations; the routing of the
tracks has to be defined with the aim of minimizing the earth works and has to be
approved by Company's Representative on site.

The track could be, on request of Company, signalled by tracking drums properly located
depending on the track's routing.

Opening the access tracks between the existing and the subsequent well location which
include removal all the ground obstacles using machinery ex: ( buldozed, frond loader
excavator ,etc... ) to ensure a suitable road for rig move, its routing have to be
defined/optimized and approved by Company's Representative on site, the opened
route shall be 30m wide at least.

1.5. CONSTRUCTION
Construction of one water storage basin and one waste; the basin shall be constructed
of the same type of the waste pits of the Location.
Construction of reinforced concrete of:
• Reinforced Concrete Cellar pit (3x3) rn , H=2.5m.
• R.C. Pads 10 X 10 m (0.3)m thickness with reinforced mesh around Cellar pit.
All including: excavation, filling, spraying water, compaction, and (0.05-0.1) m lean
Concrete underneath, minimum cement: 350 kg/m3.
• The perimeter earth embankment 3m Width, 1 m High - as shown in Well location
Layout.
• Two Reinforced Concrete R.C. CORRAL: {skips)
One under shale shakers tank 1Om * 06m * 0.3m .
One under Mud cleaner and centrifuge 08 m * 06m * 0.3m.

Excavation on the ground, for cutting, wastewater, flare pits and water basin by
appropriate equipment including making bands wall around leveling too if needed.
• One Cutting pit 800m2 20m X 40m the depth should be Zerom.
• One Waste pit 945m2 21m X 45m the depth should be 2 m
• One Water pit 300m2 20m X 15m the depth should be 2m
Dimension -as shown in The R.C Corral and waste pit technical drawing. In additional:
O Install a metallic grid fence {high 1.7m) or a cordon tape barrier (high 1.3m)
around the pits.
O Install 8 alert panels/labels around the pits to identify the dangerous area do
not enter without specific authorization.
• One Flare {Burning) pit, Dimension (25X25)m H = 2m , Must be located 300m from the
well location's fence and positioned in such a way that the flow line doesn't pass
through the
location main gate. Also, it must be positioned at least 100m away from any buried flow
line present in the area.
• Channel between mud tanks, mud pumps and under rig substructure to mud pit
covered by concrete for drainage mud and cleaning water to mud pit. Deep 0.15 meters.

Supply and Installation:


• Installation of steel casing 30" OD, 3m long underneath the Concrete slab Base as
Shown in the Cellar Layout.
• Supply and installation of P.V.C sheets (1 mm) thickness, in water basins and Waste
pits Fixed by Concrete Anchoring as shown in The R.C Corral and waste pit technical
drawing.
• Supply and Installation PVC water line from water supply source to the platform area
and minicamp.
• Supply and Installation of PVC 20 Bar water line from water supply source to The Rig-
site, around 14km.
On request of the Company to provide the assistance to the selected Contractor for the
Water Wells construction for the access to the site where to drill the wells: tracks

construction & maintenance and all necessary works, as area levelling and other, to
allow the Water Well Rig to operate.

1.6. RESTORTION after drilling completed and rig moved out of location
Total site restauration shall be provided by Contractor and shall include all works, as
reinforced concrete demolition, scrap removal etc., necessary to restore the area at the
original conditions; a perimetral embankment; and transport demolished materials to
designed location authorized by environmental authority (optional) and the
construction of a temporary protection of the Well Head could be requested by
Company too.

1.7. OTHER SUPPORT SERVICES


Such as water & diesel supply, could be requested on call basis by Company and shall be
reimbursed as per contractual price list.
All as shown on the attached drawings, specifications, standards, company rep.'s
instructions and workmanlike manner. Note that the drawings here attached are
indicative and approximate and may change upon appointment of the drilling contractor
as the drawings valid for construction shall be provided.

2. HSEQ REQUIREMENTS
All activities carried out by Contractor shall be in compliance with Libyan Laws, MOG
HSEQ Policies and Contractor's written procedures.
All activities shall have minimum impact on the environment and maximum care of
health and safety of all parties, directly or indirectly involved with the operations.

4. FIXED PRICE
The Lump sum fixed price value of this service as per NWD a letter of award.
The Terms and Conditions as per Contract and should be quoted on all invoices and
correspondence.

5. TIME
The Contractor has to provide the service starting, 20th February 2022 or ASAP.
The Contractor has to provide the required equipment and personnel as soon as
necessary to receive the oil drilling rig in 30 days from construction.

The Contractor has to provide:


• Previous experience.
• Work program based on Company's requirements.
• Daily updating with the work progress of the work programme.
• Weekly and monthly report of all activities.
• To keep documented evidence of each Call Off from Company and relevant work
performed.
• Safety status report.

7. REQUIREMENTS
Must
The Contractor has to carry out a civil work construction, location preparation and
survey on the operation's areas not limited to:
• Preparation and area levelling.
• Reinforced Concrete CELLAR PIT.
• Two Reinforced Concrete R.C. CORRAL.
• Two water basins covered with plastic sheet.
• Prefabricated movable safety barrier length 5 x 5 m to be installed around wellhead
after completing the drilling.
• Restoration of the area at the original conditions after drilling completed and rig
moved out of location.
Minimum requirements
The Contractor has to provide, AT ITS OWN CARE AND COST, all the following:
• Qualified staff to manage work on site and to keep equipment always in operating
condition. Con►tractor will submit to Company Personnel CV for approval:
Site manager
Civil engineer for civil work Operators
Mechanics Electricians
• Base Camp with all necessary services
To provide the camp with all required consumables such as, but not limited to, water,
food, diesel and furniture’s.
• Satellite Telecom System
• One office for Company's representative at the Base Camp
• One full credit accommodation at the Base Camp with WC and AC for Company
Personnel
• One 4WD car with AC & GPS & Telecom, firefighting car fully equipped
• Contractor shall provide at all times at site location a suitably equipped vehicle
assigned solely to Ambulance duty. The Ambulance should not be used for any means
other than medical purposes and training exercise sessions. Vehicle must be complaint
with local law and meet Company requirements MOG-HSEQ-P-139 Rev A1 HSEQ-S
Minimum Requirements for Contractors & Suppliers Activities. Ambulance drivers shall
have received relevant and off-road driving training. In every case they must hold a

current driving license appropriate for the class and size of the vehicle. The vehicle
should be staffed with a minimum of two people: a driver and a doctor.
Contractor obligation:
• The Contractor shall carry out, at its own cost a Survey in operations area in order to
make a technical assessment for all the location obstacles and difficulties prior to
starting the work and shall provide evidence of it in writing to Company.
• The Contractor is obligated to provide maintenance to the site (if requested)
regardless the cause of the damages.
• In case of Machines/Equipments Break down of which affecting the work progress, the
contractor is obligated to replace it withen 48 hours, any delay after this time will be
considered as down time.
• The Contractor is obligated to equip the site with medicine and first aid medicaments
to give the employees means and the protection devices to prevent injuries, fire fighting
unit.
Specifications:
• In addition to complying with all attached specifications, contractor has to provide all
materials, equipments, personnel and cost for doing the following tests (according to
company's Rep. request);
► Slump test; collapse shall be within (5-17) cm
► Concrete strength test; value shall be within (300-350) kg/cm2
► The Compay representative has the right to request to witness the
► Concrete strength test.
► Compaction test; value shall not be less than 90%.
The tests limits shall be according to specified above and/or one of the following
Standards and specifications, at least: ASTM, ACI, and AASHTO.
• Concrete reinforcement: Cellar:
Foundation: 2 layers: "upper & lower" : 5 016/m in 2 directions.
► Walls:
2 layers: "upper & lower" : 5 0 16/m in vertical direction.
2 layers: "upper & lower": 4 0 16/m in horizontal direction.
Note: All specifications & drawings and details above are initial and indicative, as the
ones valid for construction must be approved by drilling contractor when appointed.
