    PART 5: SAFETY BRIEFING ON LIFTING SAFE WORK PRACTICES

    1. No lifting operations shall be performed when load (stationary or otherwise) exceeds the safe working load
    certified for all lifting machinery, gears and appliances and the date of last inspection shall be exceed one year.
    2. Lifting plan and procedure (with detail calculations, drawings and safety measures) must be submitted to the lifting
    engineer for acknowledgement and agreement before any lifting works are commenced (except routine works).
    3. All loads intended to be lifted shall have their exact weight clearly identified.
    4. The lifting supervisor must verify that the strength of the lifting gears and equipment are adequate and their
    certified safe working loads are in line with the load they bear.
    5. The lifting operation area must be cordoned off to prevent access to all unauthorised personnel. Only authorised
    persons and personnel involved in the lifting operation are allowed in the lifting operation area.
    6. All ‘swing’ areas of lifting machinery shall be barricaded to prevent ‘caught in between’ and ‘knock against’
    hazards. Signboards ‘DANGER! MACHINERY IN OPERATION!’ shall be displayed at prominent areas to warn
    surrounding people.
    7. Safety measures shall be taken to address any potential hazards and or dangers that may arise out of the lifting
    operation
    8. Weather forecasts shall be monitored before and during lifting work.
    9. The operator shall be able to monitor the load continually during lifting, if this is not possible, a trained and
    competent signaler able to give clear signals shall be deployed to assist the crane operator.
    10.All loads shall be raised vertically to avoid swinging during lifting.
    11.All loads shall be controlled by means of tag lines.
    12.Hoisting or lowering of loose materials such as stones, bricks, tiles, slates, bolts and nuts, etc shall be done in
    lifting containers or receptacles or shall be enclosed in safety nets whenever appropriate. All loose materials that
    are attached to the load shall be removed before hoisting is allowed.
    13.All lifting gears shall be checked before and after use.
    14.Lifting beam or spreader-bar shall be used for hoisting long materials to space the sling legs for proper balance.
    15.Hoisting of personnel to height by crane is strictly prohibited unless with the use of lifting cage with all safety
    provisions in place and where the lifting cage is designed and had been tested by an approved person.
    16.No crane shall operate in such a position and or location that any part of the crane, its load in any position, the jib
    or boom or its swing comes within 3 metres of a live power line unless the power line is de-energized.
    17.Crane crossing or working at location where underground cables and or pipelines are located, adequate protection
    such as steel plates shall be used to prevent damage.
    18.Signaler must be deployed to guide traveling crane / machinery.
    19.No person including signaler, lifting supervisors and riggers are allowed to stand onto any load during lifting.
    20.Free falling of lifting blocks with or without load is not allowed for all lifting operations.
    21.For poor ground foundations where lifting operations are to be carried out, the lifting engineer should ensure that
    steel plates with sufficient cross section area and thickness are deployed for the sitting and working stability of the
    lifting machinery.
