    EXECUTIVE ORDER NO. 04
    Series of 2021

    AN ORDER CREATING THE BARANGAY TOURISM COUNCIL OF THE BARANGAY LOCAL


    GOVERNMENT UNIT OF TOWAK, MATANAO, DAVAO DEL SUR, PURPOSE AND
    COMPOSITION

    WHEREAS, Based on the Republic Act 9593 also known as “The Tourism Act of 2009” - An Act
    declaring a national policy for tourism as an engine of investment, employment, growth and national
    development, and strengthening the Department of Tourism and its attached agencies to effectively
    implement that policy and appropriating funds therefor, and the Sangguniang Bayan Resolution No.
    19-543 series of 2021 which urges the entire barangays of the municipality to have a Barangay Tourism
    Council;

    WHEREAS, the Municipality of Matanao headed by the Honorable Mayor Vincent F. Fernandez
    thru the Municipal Tourism Office wish to provide alternative sources of income for the Matanaoans
    hence religious tourism might be of big help and Barangay Towak is one among those barangays
    potential for this kind of tourism industry;

    WHEREAS, the Sanggunian Bayan recognizes the enormous role of barangays in ensuing the
    effective achievement of various municipality activities being the constant partner in development;

    NOW THEREFORE, I, WILLY D. COYOCA SR., Punong Barangay of Towak, Matanao, Davao del Sur
    by virtue of the powers vested in me by law do order and direct the creation of Barangay Tourism
    Council, constitute its members and define its purpose and function as follows:

    SECTION 1: PURPOSE. For purposes of strengthening and continuously spearheading the efforts
    in the promotion and development of the tourism industry in the municipality. The Barangay Tourism
    Council that shall be created shall prepare a comprehensive tourism development program for the
    barangay and implement the same upon approval by the Sangguniang Barangay:

    SECTION 2: COMPOSITION

    SECTION 3: FUNCTIONS OF THE BARANGAY TOURISM COUNCIL (BTC). The Barangay Tourism
    Council (BTC) shall exercise the following functions:

    1. Formulate plans and programs for sustainable tourism development in the barangay level;
    2. Identify tourism destination areas in the barangay;
    3. Manage Barangay Tourism destination area such as the following, but not limited to courts,
    museums, parks and playground;
    4. Prepare Barangay facts and figures marketing collateral;
    5. Design and execute appropriate marketing and promotion plans;
    6. Strive for the creation of a product of their barangay;
    7. Through a Barangay Resolution, organize fund raising projects and events and accepts
    donations, sponsorship and solicitations for barangay tourism programs;
    8. Coordinate and participate in all municipal tourism activities and projects.

    SECTION 3. MEETINGS AND QUORUM.The Barangay Tourism Council shall meet at least once
    every three (3) months or as often as may be necessary.

    SECTION 4. EFFECTIVITY. This Executive Order shall take effect immediately.

    Done this 3rd day of June, 2021 at Barangay Towak, Matanao, Davao del Sur, Philippines.

    A RESOLUTION AFFIRMING THE PARTNERSHIP OF MUNICIPAL GOVERNMENT OF MATANAO AND THE


    LOCAL GOVERNMENT UNIT OF BARANGAY TOWAK, MATANAO, DAVAO DEL SUR FOR THE
    DEVELOPMENT OF RELIGIOUS TOURISM SITE AND TO PROVIDE CERTAIN FUNDS HEREOF

    WHEREAS, Religious Tourism is the pioneer form of tourism which has begun with the dawn of humanity. Form the
    ancient times religious destinations were not only a part of the cultural landscape but they also have become a vital factor in
    local marketing and prime parts of the economy of the hosted destinations;

    WHEREAS, Religious Tourism is an important part of the tourism industry. It is also called special interest tourism,
    which usually related to the followers of particular faiths who visit locations that are considered as holy sites and it is a great
    source of community empowerment and development as well. The interest of tourist in local values and communities helps
    in developing a sense of empowerment and pride in the local community, its culture and history;

    WHEREAS, the Sangguniang Barangay of Barangay Towak, Matanao, Davao del Sur is eager to develop the proposed
    Religious Tourism situated at the top of the mountain at the heart of the barangay;

    WHEREFORE, by the help of the government agencies to attain the said goal;

    RESOLVED, as it is hereby resolved, to respectfully pass A RESOLUTION AFFIRMING THE PARTNERSHIP OF


    MUNICIPAL GOVERNMENT OF MATANAO AND THE LOCAL GOVERNMENT UNIT OF BARANGAY TOWAK,
    MATANAO, DAVAO DEL SUR FOR THE DEVELOPMENT OF RELIGIOUS TOURISM SITE AND TO PROVIDE
    CERTAIN FUNDS HEREOF

    RESOLVED FURTHER, that copies of this resolution be furnished to Hon. Mayor Vincent F. Fernandez; Municipal
    Tourism Office, Provincial Governor’s Office for their information and proper guidance.
