RULES AND REGULATIONS OF VOLLEYBALL TOURNAMENT

I. ELIGIBILITY
1. There are no age requirements
2. To be eligible to participate in this tournament, a player must be a resident of the
participating barangay or sitio for no less than six (6) months prior to the opening
duly certified by the officer in charge of the barangay. In addition, another team may
also be fielded by employees of the Dolores Municipal Police and the Bureau of Fire
Protection of Dolores.
2.1 EXEMPTION. Volleyball Teams are allowed maximum of two (2) players coming
from other barangays or sitios as long as said players satisfy the other eligibility
requirements provided in these rules and regulations.
3. Players must be registered voters of Dolores. In case the player has not yet
registered to vote, or is an inactive voter, the player’s parent/s or spouse must be
registered voters of the municipality. The team from BFP-Dolores and Dolores MPS is
exempted from this rule.
4. Players must have been Fully Vaccinated at least 14 days prior to participating in any
game.
5. Players who have played in any professional volleyball leagues are ineligible to join
the tournament.
II. TEAM COMPOSITION
1. There shall be 2 categories – Male and Female Category
2. Participating teams shall assemble a team with a maximum of 15 players which
includes 3 Substitutes. There can only be 12 active players during a game the list of
which shall be provided to the officiating committee before the start of every game.
3. Each team must submit their final official line ups to the Office of the Mayor on or
before February 28, 2022. The submitted line up must include the names of
a. The 15 players
b. Team Captain
c. Head Coach
d. Assistant Coach (optional)
No modifications to the line-ups may be made after the deadline.

III. UNIFORM
1. Players of a participating team must wear similar uniforms during every game with
printed player numbers at the back.
2. Player numbers must be maximum of 2 digits only.
3. Strictly no politically suggestive markings are allowed on the uniforms.
IV. COACHES
1. Each team may have maximum of 1 head coach and 1 assistant coach, at least 1 of
whom must be present during every game. The assistant coach shall act as acting
head coach in the absence of the head coach. Team captains are allowed to act as
head coaches or assistant head coaches.
2. All coaches and assistant coaches of the playing team should know the rules and
regulations of the game and must see to it that they are in total control of their
players and their benches.
3. Only head coaches of the playing teams are allowed to make necessary
verifications/complains during the progress of the game.
IV. TEAM DISCIPLINE AND CONDUCT OF PLAYERS
1. A team must be present at the playing court fifteen (15) minutes before the
scheduled match. In case a team will not show up after the grace period of 15
minutes, THE TEAM LOSES THE GAME by forfeiture.
2. Any team who commits two (2) game defaults without valid reason will be
withdrawn from the tournament without prior notice and as such becomes ineligible
for the consolation prize.
3. Any player, coach or manager who commits any of the enumerated acts of violence
or UNSPORTMANLIKE conduct shall be penalized with a technical foul and/or a
suspension in the game depending upon the gravity of the violation/situation.
4. Players who are under the influence of liquor or any prohibited substance are not
allowed to play.
5. Players on the floor may communicate with the game officials including table officials
regarding technicalities but this should be done in a courteous and calm manner.
6. A player shall be disqualified/ejected from the game if:
a. He commits two (2) technical fouls in the game
b. He commits two (2) unsportsmanlike fouls in the game.
c. He commits both or combination of the two types of fouls mentioned.
d. The Technical Committee has the power to disqualify any player that may
cause detrimental values to the league.
7. A player/coach disqualified/ejected from the game shall be automatically suspended
for his next game. Repeating this offense shall lead to disqualification from further
participation in the league. In case it is the last game, the suspension shall be
imposed on the next league.
8. The following are prohibited from the court’s premises:
a. ALCOHOLIC BEVERAGES
b. PROHIBITTED DRUGS
c. GUNS OR DEADLY WEAPON/S
9. Team members found positive from either alcohol or illegal drugs will be
automatically banned from the league.
10. A team who “walked-out” on the game shall lose the game by forfeiture.
11. In case of fights, every player involved will be automatically banned from the league.
A fight means: someone who has thrown a punch or kicked an opponent or other
physical contact that is not related to basketball. The assessment and decision on
banning due to fights shall be made by the officials on the floor and the technical
committee.
12. All postponed games will be rescheduled at the end of the round.
13. Player/s caught giving an obscene sign (ex. dirty finger) or cursing / saying obscene
words to any official/s, technical committee/s or to an opponent, will be given a:
a. Technical foul on the first offense;
b. Thrown out of the game on the second offense and will be suspended on his
next team game.
14. ALL PLAYERS AND COACHES MUST BE PRESENT during the PRE-CLINIC meeting on
_________________.
Unrepresented Teams will be disqualified.
15. All players must bring their vaccination cards and 1 valid ID during every game.
16. ONLYTHE PLAYERS/COACH/ASSISTANT COACH AND THE BARANGAY CAPTAIN are
allowed to be on the bench of the playing team.
VI. GAME STOP PROCEDURE
1. If a game is stopped due to unavoidable circumstances like power failure, bad
weather condition, or any incident that renders the court unplayable:
a. If the match is in progress is stopped in the 1 st or 2nd period, the game shall be
reset to a new game with another playing date. The score will be back to zero
and the time will be reset. NOTE: PLAYERS WHO ARE NOT AROUND/PRESENT
DURING THE MATCH WILL NOT BE ALLOWED TO PLAY DURING THE
RESCHEDULED GAME.
b. If the match is at 3rd or 4th period, the score at the time of stoppage shall be
reflected as the final score for that match.
VII. BREAKING OF TIES
In case of 2-way tie on team standings, win over-the-other will be applied.
In case of 3-way tie on team standings, quotient system will be applied.
The two teams with highest quotient will advance to the next round.
VIII. PROTEST PROCEDURE
All protest concerning the eligibility of the players shall be done in written form and
be submitted to the technical committee 24 hours not later than the final game of during
the opening day.
IX. IMPERSONATION
Any player found providing false identity shall be suspended and automatically be
blacklisted in any basketball competition sanctioned by LGU-DOLORES, and all the game/s
he has played with his team shall be declared as losses.
IX. SUPPLEMENTAL RULES
The FIVB rules and regulations shall govern this tournament.
The rest of the tournament’s criteria and ruling are to be clearly stipulated in the
tournament’s official ground rules to be informed during the pre-clinic meeting.
Any rules not covered by this undertaking, shall be announced by the organizers as
the need arises.
