focuses on the far frontiers of our country. Located in the southernmost tip of our archipelago,
Tawi Tawi archipelago lies near Sabah, the Malaysia's northern province in the island of Borneo.
Sabah is a disputed territory contested by Malaysia and the Philippines.

Points to ponder:

1. With the ongoing territorial issue in the West Philippine Sea, should the Philippines continue
and heighten its claims over Sabah?
2. Sabah is rich in oil, rubber, forest products, palm oil, and has a lot of tourist attractions,
although it's Malaysia that is responsible in developing Sabah, there are also hundreds of
thousands of ethnic Filipinos like Tausugs, Samals, and Badjaos living and working in Sabah,
collectively they are called by Malaysians as Suluks, these people have already adopted the
Malaysian way of life in Sabah even if they are treated with discrimination as second-class
Malaysian subjects. Should we use this as justification that Sabah be returned to the Philippines
even if the Suluks refuses that Sabah be separated from Malaysia and rejoin the Philippine state?

If you are the Philippine President, are you prepared to wage war on Malaysia to get Sabah back
even if the Filipino ethnic groups inhabiting it have already embraced Malaysian ways?

Finals Project
Search and identify one political personality or figure belonging each in the Three Branches of
Government (Legislative, Executive and Judicial) who impresses you the most.
Include their photos and their background and explain why you chose them or why you like
them? Is it their personality, character, their policies and actions, or their political beliefs and
convictions? Can you find in them any shortcoming, misdeeds, wrongdoings, controversies or
even scandals? Would that affect your admiration and your treatment of the political
personalities?

Final Examinations
Based from my Lecture on "LEGISLATIVE OR LAW-MAKING PROCESS" analyze the case below and
explain if it meets or if it lacks the proper procedure in the Law-Making Process.

A concern citizen named Jesus Cruz went to the office of his District Representative named
Congressman Dipasupil in order to propose a bill that the latter would file in the House of
Representatives. The proposed bill suggests construction of a Workers' Hospital for every city.
The proposed hospital for workers will be maintained by the government and all expenses shall
be shouldered by the government. Also included in the proposed bill is that only local-based
Filipino workers who have been employed longer than six (6) months onwards, regardless of their
employment status (E.g. job-order, contractual or permanent) and their immediate family
members shall avail of the free hospitalization, medicines and other expenses in proposed
hospital.
The bill went on the First Reading, but it ended in the wrong congressional committee, instead
of going straight to the Congressional Committee on Labor since it concerns about Workers'
welfare and rights and the Congressional Committee on Health because it covers construction of
Hospitals, it ended in the Congressional Committee on Budget and Finance.

The said committee found the proposal sound and acceptable that they passed it and proposed
for the 2nd Reading for the Congressional Debates. The proposal was seriously deliberated and
the entire House of Representatives were divided between "pros" and "cons".

The "pros" were advocating that Workers’ Hospital is a much-needed boost for workers and their
immediate family who will get sick. While the "antis" who are not in favor, plainly contend that
it is just an added expense for our government.
The attendance during the deliberations or voting was only a few members shy of what should
constitute a “quorum” or the required number of members in the House that should be present
in order to do business like passing a bill.
Nevertheless, it still gained traction in congress for it was a priority bill and after a week, it passed
the final reading at the House of Representatives. The Leader or Speaker of the House of
Representatives endorsed the House Bill immediately to the Office of the President of the
Republic of the Philippines without getting the consent of the Upper House after the Senate went
on a two-week recess after two of its members caught the COVID 19 Virus.

The President didn't notice the file folder containing the approved proposal from the House of
Representatives on his table as a lot of other folders were placed on top of one another and..

After 30 days since its receipt at the office of the President, the bill it automatically became a
law.
Questions:
1. Did the bill undergo the proper law-making process?
2. Was the process or procedure, complete? What process/es are missing?
3. What options can be taken if the President vetoes a bill?
