WHEREAS, the Government had issued directions to the State Transport


Authority and the Regional Transport Authorities to fix the minimum fares of
various classes of stage carriages in the State, with effect from 00.00 hours on
the 3rd day of July, 2020, as per Notification published as G.O.(P) No.
37/2020/Tran. dated 2nd July, 2020 and published as S.R.O. No. 452/2020 in the
Kerala Gazette Extraordinary No. 1652 dated 2nd July, 2020.
AND WHEREAS, representations have been received by the
Government of Kerala, from various organizations representing the private
stage carriage operators that, fares for stage carriages in the State be revised in

view of the rise in the price of diesel and other factors which affect the
operational cost since the last revision effected on the 3rd day of July, 2020;

AND WHEREAS, the Government, after examining the demand,


referred the matter to Justice M.Ramachandran Committee, constituted vide
G.O.(Ms.) No. 61/2010/Tran. dated 19th August, 2010, for advising the
Government on fare revision among other things;

AND WHEREAS, Justice M.Ramachandran Committee submitted its


report on 27th January, 2022, after considering the situation in the wake of the
hike in the price of diesel and other operational costs in the bus industry;

AND WHEREAS, the Government of Kerala, after considering the


report of the said Committee and all other elements, including the increase in
the cost of diesel and other factors affecting the operational cost since last fare
revision which came into effect from 00.00 Hrs on the 3 rd day of July, 2020,
found that it is necessary to modify the direction issued to the State Transport
Authority and the Regional Transport Authorities by the previous notification;

NOW, THEREFORE, in exercise of the powers conferred by sub-


sections (1) and (2) of section 67 of the Motor Vehicles Act, 1988 (Central Act
59 of 1988) and in modification of the directions issued in the previous
notification, the Government of Kerala hereby direct the State Transport
Authority and the Regional Transport Authorities in the State, as follows:-

DIRECTIONS
The State Transport Authority or the Regional Transport Authorities, as
the case may be, shall fix the rates of fares of the below mentioned categories of
stage carriages in the State, as follows, with effect from 00.00 hours on the 1 st
day of May, 2022.

A. Rates of Fares for the Roads in the Plains.


In general, the basis for the rates of fares of various classes of stage
carriage Services per head per kilometer and the minimum fares for which a
ticket will be issued irrespective of the distance being travelled and maximum
distance that can be travelled by using minimum fares shall be as shown below:-

B. Rates of fares for Ghat Roads


The rates of fares for various classes of services payable for Ghat roads
shall be enhanced by 25% of the rates payable for the respective classes of
services on roads on the plains specified in clause A above.
C. Flexi Charge
The Board of Directors of Kerala State Road Transport Corporation
(KSRTC) is permitted to fix charges up to certain percentage of lower or higher
rate of fare in the inter-state services and other special class of services of any
class of service during lean and peak seasons. The peak and lean seasons will
also be fixed/identified by the Board of Directors of KSRTC.
D. Season Tickets
Kerala State Road Transport Corporation is permitted to issue Season
Tickets to regular passengers for one month or its multiples allowing concession
up to 30% of the regular fare, according to the existing terms, conditions and
procedures.
E. Fixation of Fares.
In respect of routes where fare stages of Ordinary Stage Carriage Services
have already been fixed, such fare stages shall be retained without changes.
However, for the purpose of calculation the distance between two stages will be
taken generally as 2.5 kilometers for Ordinary/Mofussil Services including
City/Town/City Circular/City Shuttle Services, since the fare stages are
generally fixed not only on the consideration of distance, but also taking into
consideration of the factors like importance of places and convenience of
passengers.
F. Calculation of Fares.
Over and above the minimum distance, fares will be calculated at the
existing per Kilometer (Km) rate, rounding off the fraction to the nearest rupee,
to the lower rupee when the fraction is between 1 and 49 paise and to the next
higher rupee when the fraction is between 50 and 99 paise. The per Km rates
are to be applied over and above the minimum fare and excluding the maximum
distance that can be travelled in a minimum fare. For example, for a distance of
10 Km, the fare of ₹ 10.00 will apply for a distance of first 2.5 Km and for the
rest of the distance i.e; next 7.5 Km, the revised rate of 100 paise per Km will
apply. Thus the fare for the second 7.5 Km will be ₹ 7.50. This shall be added
to the minimum fare of ₹ 10.00 and the total amount of ₹ 17.50 shall be
rounded to ₹ 18.00. In the case of City Fast Services, Fast Passenger

Services/Limited Stop Fast Passenger Services and Super Fast Services, over
and above the minimum fare per Km fare at the revised rate shall be charged
rounding the fraction to next higher rupee. In the case of Express/Super Express
and Super Air Express Services, over and above the minimum fare, per Km fare
at the revised rate shall be charged rounding the fraction to next higher multiple
of ₹ 5.00 and in respect of Super Deluxe/Semi Sleeper Services, Luxury/High-
Tech and Air Conditioned Services, Single Axle services, Multi Axle Services
and A/C Sleeper Services, over and above the minimum fare, per Km fare at the
revised rate shall be charged rounding the fraction to next higher multiple of ₹
10.00 and in the case of Low Floor Air Conditioned Services, over and above
the minimum fare, per Km fare at the revised rate shall be charged rounding the
fraction to next higher multiple of ₹ 2.00 and in the case of Low Floor Non-Air
Conditioned services, over and above the minimum fare, per Km fare at the
revised rate shall be charged rounding the fraction to next higher multiple of ₹
1.00.
G. Fare during approved Festival Occasions
In respect of services operated in connection with the festival occasions
mentioned in the Schedule, the operators may realise 30% of the rates in
addition to the rates of fares fixed for the respective class of services.
H. Students Concession.
The conditions for granting students’ concession and students’ concession
fares as ordered in G.O.(P)No.4/2018/Tran. dated 26 th February, 2018 shall
continue to be in force until further orders.

of diesel and other factors which affect the operational costs of stage carriages, based
