Read the following Scenario and answer the questions that follow:

South Africa is on the verge of being declared as a drought stricken area. Everyone should commit to saving
water before we reach this point.

A sheep farmer from Vrede wants to assist in saving water but cannot afford any of his sheep to die. He needs
an automatic system that will fill the animals’ water bowls in all the camps without wasting any water.

He needs the bowls to be filled whenever it reaches a certain level of emptiness but also needs it to be filled at
least every 48 hours in order to prevent infection caused by bacteria in standing water.

4.1 What is the problem in the given scenario? (1)
