HISTORY
The project proposal of the construction of Kaliwa Dam was planned since 1970s during
the Marcos Administration but it was then 2014 that the project’s construction was talked about.
They have seen this project as the answer to water crisis in Metro Manila as it will be their
secondary source. It was a 12.20B peso project and 85% of it was under China loan and also a
priority project under the Build Build Build program. It was planned to be built along the
mountain range of Sierra Madre which will have a 60-meter concrete dam at Kaliwa river, which
straddles the boundary of Rizal and Quezon provinces. According to Metropolitan Waterworks
and Sewerage System (MWSS), if built it will produce an additional 600 MLD per day.
Following the state visit of Chinese President Xi Jinping to Manila, the dam will fall
under the Philippines’ involvement in China’s Belt and Road Initiative (BRI) wherein it seeks to
connect Asia with Africa and Europe via land and maritime networks with the aim of improving
integration, increasing trade and stimulating economic growth. However, the construction of this
multibillion-peso project raised pressure on indigenous communities in the mountains which
covers more than 230 hectares of the REINA National Park, Wildlife Sanctuary and Game
Preserve. The land is their ancestral domain and cultural heritage that’s why until now the permit
of the project is still on hold thus the construction too. Not only it will impact the indigenous
peoples but also it will lead to environmental destruction. Since it will be along the Sierra Madre,
it will ravage the homes of thousands of threatened wildlife species living in the forests including
the Critically Endangered Philippine Eagle. Considering that Sierra Madre is one of the integral
part of the Filipinos which shield us from typhoons and one of the most biodiverse areas and the
largest remaining tract of rainforests in the country, the project’s impact is devastating.
Until now, there have been no clear plan on how they want the Dam to be built and still
the government want to push it despite the obvious destruction it will cause. It might solve the
water crisis problem of Metro Manila but it will cause lives of many Filipinos.
Pros
 It will provide water to Metro Manila and Rizal – the answer to water crisis
 Will generate income for the indigenous people because it will provide job opportunities
Cons
 Flashflood to metro manila and neighboring province
 Will lead to the death of the tribe living in the mountains including their livelihood
 Destruction of forest that homes endangered and endemic species which can also result
for this species’ death.
 Since the River is a tourist spot, it will also lessen tourists so as the economic growth of
the province
 A part of the Barangay Daraitan will submerge
 There are 2 fault lines which can cause danger to the Dam
