1 Purpose
The purpose of this procedure is to describe how and where the Company addresses the requirements of the
IMO's International Safety Management (ISM) code under IMO Res.A.741 (18).
2 Scope
To cover procedures, related to all important safety aspects of shipboard operations and what to do in the
event of mishap, for the guidance of the Master and senior officers.
3 Responsibilities
3.1 The Chairman is ultimately responsible for the Company's Safety, Quality and Environmental Management
System (SQEMS) and the implementation of the Company's Safety and Environmental Protection Policy.
3.2 The QAR is responsible for implementation of Company's Safety, Quality and Environmental Management
System (SQEMS) and controlling any changes considered necessary by him, recommended by the Designated Person,
Fleet Safety Officer or any Head of the Department.
3.3 The Designated Person ashore is responsible to the Chairman for monitoring and verification of the
effectiveness of the SQEMS. The Designated Person is given the independence and authority for reporting any
deficiencies and recommending any changes , considered necessary , to the SQEMS and to provide a linkage between
Senior Management and ship staff.
3.4 The Fleet Safety Officer is responsible to ensure safe operation and compliance with all International,
National and company safety rules / regulations / procedures of each vessel.
3.5 The Master of the vessel is the ultimate authority on matters effecting the safety of the crew , the ship , its
cargo and the protection of the environment . For further details of Master's responsibility please refer to Master's
Responsibility and Authority.
3.6 The Technical Managers and Technical Superintendents are responsible for ensuring that the SQEMS
Procedures are followed and maintained in conformity with the Company's Safety & Quality standards and the
provisions of the relevant rules and regulations.
3.7 Fleet Personnel Manager is responsible for ensuring that the vessels are manned with qualified , medically fit
and suitably experienced seafarers.
4.1 Preamble
4.1.1 The purpose of this Code is to provide an international standard for the safe management and operation of
ships and for pollution prevention.
4.1.2 The Assembly adopted the Resolution A.443 (XI) by which it invited all Governments to take the necessary
steps to safeguard the shipmaster in the proper discharge of his responsibilities with regard to maritime safety and the
protection of the marine environment.
4.1.3 The Assembly also adopted resolution A.680(17) by which it further recognized the need for appropriate
organization of management to enable it to respond to the need of those on board ships to achieve and maintain high
standards of safety and environmental protection.
4.1.4 Recognizing that no two shipping companies or ship owners are the same , and that ships operate under a
wide range of different conditions , the Code is based on general principles and objectives.
4.1.5 The Code is expressed in broad terms so that it can have a widespread application . Clearly, different levels
of management , whether shore - based or at sea , will require varying levels of knowledge and awareness of the items
outlined.
4.1.6 The cornerstone of good safety management is commitment from the top. In matters of safety and pollution
prevention it is the commitment, competence, attitudes and motivation of individuals at all levels that determines the
end result.
4.1.7 The Company is committed to promote the concepts of safety and environmental excellence, therefore
strong, effective and visible leadership is needed to establish and sustain long-term improvements towards safety and
environmental excellence and this need to be demonstrated at every level, from the most senior manager down to line
supervisors.
4.1.8 All vessel and shore personnel demonstrate their commitment to safety and environmental excellence.
Managers and superiors give clear directions and, by their behavior, demonstrate commitment to safety and
environmental excellence. Evidence should be available of positive reinforcement being applied through the
company's established recognition system in accordance with “ Regulations Encourage System” approved by
company’s Administrative Council.
5 Records
5.1 A Technical reference Library is maintained ashore. one set in custody of Technical Director and in ERT
room and one set on board each vessel to enable all employees, both ashore and at sea, to familiarize with the major
international Shipping Conventions and Recommendations including latest editions of the following publications.

Technical reference Library is updated in accordance with the contract made between the supplier of charts &
publications and Technical Department.
The index of latest edition of publication of external origin will be provided to the vessel as well as head
office by supplier on 6 monthly basis.
