The Naga City government issued this road closure advisory as the Bar
examination takes place at the University of Nueva Caceres, one of the
testing sites outside Manila.
NAGA CITY — Roads near the University of Nueva Caceres in this city
were temporarily closed Friday as the first digitalized and localized Bar
examination began to take place there.

The university serves as one of the test venues outside Manila.

City officials issued an advisory to guide motorists on the road closure,


which began at 12:01 a.m. and would end at 7 p.m.

The police were also deployed Friday and Sunday to provide security
during the licensure exam.

The city government assured the public that orderly traffic flow would be
maintained, while the road closure is implemented.

The 2020-2021 Bar examination had been canceled at the onset of the
pandemic in 2020. It was rescheduled on Jan. 23 and 25, but these had to
be reset again after some examinees got sick or were taking care of the
sick, or under quarantine due to COVID-19 exposure.

LRay Villafuerte cries ‘deep


fake’ as smear job plotter
sounds like him

NAGA CITY — It wasn’t me, and I have P7 million for anyone who can
point to the persons responsible for a clever technical fabrication of my
voice.

That was essentially what Camarines Sur Rep. Luis Raymund “LRay”
Villafuerte said on Friday as he denied that he was the man recorded in
an audio tape ordering someone in Filipino to put up a campaign to
portray Vice President Leni Robredo and supporters of her presidential
candidacy in the province as “scammers.”

In a Facebook post, Villafuerte described the audio shared on social


media platforms as a “deep fake recording,” claiming it was made
through an audio recording software that mimicked his voice. He
included a link to a YouTube site which shows how this could be done.

Villafuerte accused his political rivals as the “masterminds” behind the


audio recording.
The lawmaker said he was offering a total of P7 million and protection to
those who could trace the source of the recording.

The recorded telephone conversation, which was 114 seconds long, was
between a man who sounded like Villafuerte and a woman.

Instructions
The man instructed the woman to launch a demolition campaign against
Robredo, Camarines Sur gubernatorial candidate Rolando Andaya Jr.,
Iriga City Mayor Madelaine Alfelor and reelectionist Camarines Sur Rep.
Gabriel Bordado Jr.

The conversation was at some point interrupted by bad signal. The man
also sounded agitated and impatient.

Villafuerte, who is seeking reelection for the second district congressional


seat, said the local radio program Ratsada Rinconada and the people
connected to it, including Jeric Joy Añonuevo, was spreading the
recording.

“I am offering P2 million to those who can give evidence and pinpoint the
person behind Ratsada Rinconada and other fake news accounts. Aside
from the cash reward, there will be 100-percent protection and many
more,” he said.

“Also, I have an offer of P5 million to those who can tell the source of the
deep fake recording against me,” Villafuerte said.

Political nemesis
While Villafuerte has not publicly endorsed a presidential candidate, he
is a known political opponent of Robredo, Andaya, Alfelor and Bordado.
Andaya, who is challenging Luigi Villafuerte, the son of the lawmaker
and younger brother of outgoing Gov. Luis Miguel “Migz” Villafuerte, is
backed by Robredo in the May elections.

Andaya could not be reached for comment.

Robredo has long been a political nemesis of the Villafuertes in


Camarines Sur starting in 2013 when she pulled a major upset and dealt a
blow to the formidable Villafuerte political clan by defeating Villafuerte’s
mother, Nelly, in the election for the third district congressional seat.

Robredo declined to comment on the audio recording, but said she was
confident such propaganda against her would flop.

“I don’t know if it is true that’s why I refuse to comment,” Robredo told


reporters after a forum with students and teachers at the University of
Pangasinan in Dagupan City on Friday.

‘It won’t prosper’


“But the people in our province know me,” she said. “Whatever they do to
malign me, the people know who I am. It will not prosper.”

Alfelor merely shrugged off the alleged Villafuerte plan against her,
saying she had nothing to fear because “the truth shall prevail.”
Añonuevo asserted that he was not a purveyor of fake news.

“He (Villafuerte) said that he does not have any evidence pointing to us
(as the persons) behind his allegations, but he is willing to offer P2
million?” he said. 
Añonuevo also doubted the audio was fake, noting that it would be hard
to replicate Villafuerte’s voice, especially if there were no available
prerecorded audio material.

Several people who commented on Twitter said the artificial intelligence


technology available would still be unable to generate the tone and
emotion expressed by the voice that was recorded, much less in the
Filipino language. Others say they recognized the lawmaker’s voice and it

NAGA CITY –– The Naga City local government commemorated on Friday


the 64th birth anniversary of Jesse M. Robredo, who served as secretary
of the Department of the Interior and Local Government and mayor of
Naga for 22 years.

A Mass was held during the occasion, attended by representatives of


different sectors in Naga.

“Mayor Jesse Robredo is our model toward good governance, and he


would always tell me that we should strive to be better and make
something out of what we have even if it is not much because each of us
can do something significant to others,” said Mayor Nelson Legacion
during the event

Legacion said Naga is way better now after Robredo took over and led the
city to be a progressive one.

Outgoing Vice President Leni Robredo, who is in the US along with her
daughters, expressed her gratitude through a video message to all people
who joined the commemoration.

Rep. Gabriel “Gabby” Bordado Jr. said among Jesse’s legacy is


“participatory governance,” allowing citizens to join in public decision-
making.

Bordado said Jesse’s style of leadership helped Naga become a


progressive city.

In 2012, Jesse died in a plane in Masbate province.

Meth worth P3.4M seized in


Camarines Sur drug sting

NAGA CITY––Local police and agents of the Philippine Drug Enforcement


Agency seized P3.4 million worth of shabu (crystal meth) from a
suspected drug pusher in a buy-bust operation Thursday in Camaligan
town in Camarines Sur province.

A police report said Alex Camba was arrested around 5 a.m. in his house
in Barangay Dugcal.

Seized from the suspect was half a kilo of shabu worth P3.4 million.

Camba was taken into custody and will face a charge of violating the
Comprehensive Dangerous Drugs Act of 2002.

Authorities are investigating Camba’s source of drugs.

Andaya dies

NAGA CITY—Former Camarines Sur Rep. Rolando “Nonoy” Andaya Jr.


was found dead inside his house in this city with a bullet wound to his
head on Thursday morning, police reports said. He was 53.

The Bicol Regional Police Office reported that his personal assistant
rushed to his room after hearing a gunshot and saw him lifeless.

“As of the moment police authorities is closely coordinating with the


family for the investigation being conducted,” the police said in a
statement.

His death was confirmed by his children Ranton and Katrina.

“With deep grief and sadness, we announce the untimely death of our
father, former member of the House of Representatives, Rolando “Nonoy”
G. Andaya, Jr., this morning, June 30, 2022,” they said in a post on their
father’s official Facebook page.
“We request for your fervent prayers for his eternal repose, and to allow
us, his family, to grieve privately our loss.”

The regional police report did not call it a suicide case, but the Naga City
police said it was an alleged “suicide incident.”

Andaya lost his wife, former Rep. Marissa Andaya, to cancer in 2020.

“The love of my life has passed on to eternal life. Her people lost their
leader, our children their caring mother, and I, my best friend,” Andaya
had written on his Facebook page, announcing her death.

Before the 2022 elections, he initially announced his intention to run for
Camarines Sur’s first district congressional seat, but later filed his
candidacy for governor in November 2021.

Leni supporter
The Nationalist People’s Coalition candidate lost to Vincenzo Luigi
Villafuerte, the younger brother of three-term governor Miguel Luis
“Migz” Villafuerte. The Villafuertes have been holding the gubernatorial
post of Camarines Sur province since 1995.

Andaya backed the presidential run of former Vice President Leni


Robredo, who lost to Ferdinand Marcos Jr. Marcos was inaugurated as
the country’s 17th President on the same day Andaya died.

Before supporting Robredo, Andaya backed Sara Duterte for president


and even arranged meetings with her to team up with former Defense
Secretary Gilbert Teodoro.

Duterte ended up as Marcos’ running mate and won as Vice President.


House, DBM stints
Andaya was elected representative of the first district of Camarines Sur
from 1998 to 2006, and from 2010 to 2019. He also served as Majority
Floor Leader of the House of Representatives.

In 2006, he served as secretary of the Department of Budget and


Management (DBM) under then President Gloria Macapagal-Arroyo.

Andaya also lost the gubernatorial race in 2019 to Migz Villafuerte.

He was the son of former congressman Rolando Andaya Sr. and Rita
Gutierrez. His grandfather, Tomas Andaya, was mayor of Ragay,
Camarines Sur, in the 1960s.

He is the older brother of Maribel Andaya-Eusebio, mayor of Pasig from


2013 to 2016.

Andaya was outspoken and never far from controversies, and locked
horns with some of the most prominent political clans in Camarines Sur
on several occasions.

In May 2014, Andaya, among other officials of the Arroyo administration,


was implicated in the Priority Development Assistance Fund scam. 
He denied any involvement saying he had “not received any amount,
whether in cash or in check, as commission from [Janet Lim] Napoles, or
from any of her staff or agents.”

In October 2013, plunder charges were filed at the Ombudsman by the


National Bureau of Investigation against Arroyo and other officials of her
administration, including Andaya, in connection with the alleged misuse
of the Malampaya gas fund.

In December 2017, the Ombudsman charged Andaya, along with Napoles


and former Agrarian Reform Secretary Nasser Pangandaman, with 97
counts of graft and malversation before the Sandiganbayan for their
alleged involvement in the Malampaya Fund scam.

Andaya’s alleged role in the scam was his signing of the special allotment
release order (Saro) which was “fraught with irregularities constituting
badges of fraud.”

In October 2018, he escaped an assassination attempt just after he filed


his certificate of candidacy for the 2019 polls.

He survived a second assassination attempt on June 1, 2021, after two


motorcycle-riding assailants rained bullets on his vehicle at Barangay

UPDATED MANILA, Philippines — Former Camarines Sur Rep. Rolando
“Nonoy” Andaya was found dead in his room on Thursday morning, the
Police Regional Office 5 said.

“Initial report revealed that he was found dead inside his room at
Andaya’s Residence, Saint Jude Orchard Subdivision, Concepcion Grande,
Naga City at about 7:00 in the morning today, June 30, 2022,” the regional
office said in a statement.

In a post on Andaya’s official Facebook page, his children Ranton and


Katrina earlier made the announcement.

“With deep grief and sadness, we announce the untimely death of our
father, former member of the House of Representatives, Rolando “Nonoy”
G. Andaya, Jr., this morning, June 30, 2022,” the post read.

“We request for your fervent prayers for his eternal repose, and to allow
us, his family, to grieve privately our loss,” it added.

His family has not yet confirmed the cause of his death.

Andaya ran for the gubernatorial post in Camarines Sur at the recent
May polls under Nationalist People’s Coalition but was defeated by Luigi
Villafuerte, son of Camarines Sur second district reelectionist Rep. Luis
Raymund “LRay” Villafuerte.

He was 1st district representative of Camarines Sur from 1998 to 2006


and again from 2010 to 2019.

Andaya also served as House Majority Leader for one year under the 17th
Congress.
From 2006 to 2010, he served as the Secretary of the Department of
Budget and Management under former President Gloria Macapagal-
Arroyo’s administration.

Amenah Pangandaman, secretary of the Department of Budget and


Management (DBM), has extended her condolences to the family of ex-
Camarines Sur Rep. and former budget chief Rolando “Nonoy” Andaya Jr.
who was found dead at his home in Naga City on Thursday.

“Dedicated to serving the Filipino people, former Secretary Andaya is


known for his competent, selfless and dedicated public service. During
his tenure, he instituted reforms to strengthen the DBM’s services. May
we all remember his passion and upstanding trait as a leader and public
servant,” Pangandaman said in a statement on Friday.

Andaya was budget secretary from 2006 to 2010, under the Arroyo
administration.
“To his family, I wish you comfort, courage and strength during this time
of sorrow. Former Secretary Andaya, thank you for your service. Let it be
known that you have made your mark in the history of our country. May
you rest in peace,” Pangandaman said.

Former President and Pampanga Rep. Gloria Macapagal-Arroyo on


Friday also extended her sympathies to Andaya. Arroyo had fond words
for the late lawmaker, who also served as appropriations panel chair
when the former president was House Speaker.

“Nonoy was an indispensable and trusted member of our official family


as he headed the Department of Budget and Management for four years,”
the returning Pampanga lawmaker said.

She added: “As my colleague in Congress, he was an important ally who


showed his meticulousness and dedication when he played a major role
in cleaning up and fixing the national budget.”

Andaya served as House appropriations committee chair during Arroyo’s


term as House Speaker from July 2018 to May 2019.

“He was kind and down-to-earth, a good friend to many, and well-
respected by his peers. The Bicol region has lost another son it can
definitely be proud of. Dios an mabalos sa saimong karahayan, Secretary
Nonoy. May you rest in peace,” Arroyo said.

Andaya’s sister, Maribel Andaya, described her brother as “generous”


and “a true public servant.”

“I am praying to the Lord that you are now with your lovely wife,
Marissa,” Maribel said in a Facebook post.

According to Andaya’s family, his wake will be held at the Heritage


Memorial Park in Taguig City until July 4. The inurnment of Andaya’s
ashes is scheduled for July 5 at St. Therese Columbarium in Pasay City.
The Bicol police based in Camp Simeon Ola in Legazpi City, Albay, said
Andaya was found dead inside his bedroom at his house in Saint Jude
Orchard Subdivision in Barangay Concepcion Grande around 7 a.m.

Andaya’s body was discovered by his personal assistant, who heard the
sound of gunshots. He was 53.
