We are happy to inform that the 60th National Roller Skating Championships is
scheduled to be held from 11th to 22nd December 2022 at (Bangalore-Tumkur) which is
organized by Karnataka Roller Skating Association under the aegis of Roller Skating
Federation of India (INDIA SKATE):

(iii).In case others not falling under (i) & (ii) as above can represent only from the
State/UT where he is domiciled.
B>PLAYING KIT & SKATE INSPECTION TEAM EVENTS> All the teams must report
on 10th December for their Playing kit & Skate Inspection to the Venue at 10:00 AM.
Age eligibility: A Skater should be at least 5 Years of age as on 31st December 2022
to be eligible for participation in their respective age group. Age Group Jumping is not
permitted.
Skaters Annual Registration: Skaters participating in events/activities organized by
RSFI or its State Units or States’ District Units or Districts’ Club Units or RSFI/State’s
recognized Boards/ Institutions shall register themselves ONLINE with RSFI for 2022-
23. The Federation had introduced online(http://indiaskate.com) Annual Skaters
Registration from last year and will continue this is year also i.e.2022-23. The
registration is valid from 1st April to 31st March of every year and it is to be renewed
annually.
Birth Certificate: Photo copy of Date of Birth Certificates* of all skaters (including for
those above 17 years) to be submitted to the RSFI Championship Committees along
with Entry Form (Original certificate must be produced immediately for verification as
and when required by the said committee).
*Note-I:Certificate given by their School/College where they are presently studying
should be submitted & those who have completed studies are to submit their age proof
which can be photocopy of Passport/Pan Card/Election Commission Card/ Aadhaar
/Driving License or Date of birth certificate issued by the Institution where they last
studied.
Entry: The 60th National Roller Skate Championship Entry to be done online. Please
go to the website www.indiaskate.com and login with the password given to your
Unit. Please note, the online entries of teams will be accepted & approved only if the
2022-23 Annual Skaters Application number of the skaters is entered in the online
Entry Form. Fill up each entry carefully, scan the Photo & Date of Birth certificate and
upload it. After completing & uploading all the Entries online, take a printout of the
entries. One copy of the hard copy of Entry to be signed & Sealed send through the
team manager for submission to the Championship Committee office at the National
venue. The original Date of Birth Certificate to be produced by the Team Manager for
verification, at the time of submission of the documents, one day before the National
Championship. The Annual State/U.T Affiliation Fee & Skaters Entry Fee to be paid by
Demand Draft, drawn favouring “Roller Skating Federation of India” payable at
New Delhi.
Entry Last Date > 20th November is the last date for online entry portal.
Payments of Fees: The State-UT Units’ affiliation fees & skaters/team entry fee(as
per RSFI 11RR 2022-23 are to be given at the time of reporting. The mode of
Payments is Demand Draft , the drafts are to be drawn favoring “Roller Skating
Federation of India” payable at “NEW DELHI”. or the payment can be made online
vide Bank_ AXIS BANK Br. SHASTRI NAGAR AC. NO. 916010021051828 IFS
CODE_UTIB0001810 NAME_Roller Skating Federation of India and details to be
sent to RSFI email. At back of the said demand drafts, name of the State/UT and
purpose for which payment is being made is to be mentioned. Payment made by
ordinary cheque/cash will not be accepted.
GENERAL:
(i).Skaters/s who are not selected or are under suspension or have disciplinary action
pending against them, shall not be eligible to participate in the Nationals.
(ii).Skaters are to bring wheels suitable for use on all kind of floors including Asphalt/
Asphalt Coated, Cement - Kota - Cudappa Stone - Tandur Stone - Mosaic - Tarmac -
Wooden surfaces etc.
(iii).To uplift the standard of skating and face challenges of international competitions
and to discourage substandard skaters, Judges and referees at the Nationals may
introduce Elimination round/ Qualifying Time/ Points /Marks/ Conduct Skating tests
for allowing participation in the Nationals. Skaters found sub- standard will not be
allowed participation. e.g. All Hockey players must perform skating and basic hockey
skill at the start of Hockey match before National referee/s. If the skater is found
substandard then he/she will not be eligible to participate.
(iv).It is suggested that the U.T/State Associations appoint a Lady official for the Girls team
and also a Physio or any medical attendant for the state team players.
The Team Manager appointed for the U.T/State team should be able to maintain a code of
conduct during the national Championship, as we have seen in past, inappropriate conduct
towards judges, officials,Organisres and other participants Parents & coaches of the
skaters.
In case of unacceptable behaviours, the concerned athlete will be liable of facing a penalty
& disqualification.
Dope/Drug Test: may be carried out at random on players to ensure drug/ dope are not
used by them to enhance performance. Anti Doping Rules of NADA is applicable to all
participants. Please see RSFI website in this regard. All Skaters shall be ready any time
for Dope Test.
Lodging and Boarding: Hosts have arranged subsidized lodging and boarding. Teams
wishing to avail lodging must confirm by 1st November 2022.
Note: Managers shall ensure that all participating Skaters and team officials JOIN &
maintain exemplary discipline and also participate in the March past rehearsal
and Inauguration as advised by the Organisers of the Championship.

Minimum participation rules for holding the competition: Only for disciplines
which are medal events in Nationals for less than 5 years the event can be conducted
even there is only 1 participant or 2 team. For the events which are in Nationals for
more than 5 years the minimum criteria for conducting the events is minimum 3
participants in case of Individual events and three teams in case of team events.
Ranking will be given on the basis of criteria decided by the respective committees.
Minimum Qualifying timing/points/marks for Nationals:
>Speed Skating,there is a minimum timing criteria as under.200mts rink timing in Seconds
Minimum qualifying time for National Quads: 5-7 ( 38 ), 7-9 ( 35 ), 9-11 ( 33 ), 11-14(30 ),
14 - 17 ( 28 ) & Above 17 ( 26 ) (Seconds).
Inline: 5 to 7 ( 37 ), 7-9 ( 34 ) 9-11 ( 32 ) 11-14 ( 29 ), 14 -17 ( 27 ) & Above 17 ( 24 )
(Seconds).
>Artistic Skating Skater must Perform All four basic edges one leg turns, two leg turns,
recognized jumps and basic spins, also skaters should have proper attire.
>Roller & Inline Hockey, please send only deserving skaters in the team. Do not add below
standard skaters to fill up the empty places in the team.
Skaters need to have basic skills of Roller & Inline Hockey & they must clear the Basic
framework of the skills which include Forward & Backward Skating, Braking, Dodging,
Shooting and Ball/puck control. Also both Roller & Inline Hockey skaters should have
proper kit & safety equipment to participate.
>Inline Freestyle Skating: For Classic Slalom, skater must perform all four basic edges one
leg turns and Perform a variety of slalom tricks that include sitting, spinning, wheeling and
other tricks, etc.
For Speed Slalom event there is a minimum timing criteria as under for 20 cones
Minimum qualifying time for National: 9 -11 ( 7.0), 11-14 ( 6.5 ),14- 17 ( 6.0 ) & Above
17( 5.5 ) (Seconds)
In case any player/team fails to clear the technical round conducted by technical
committee, can be disqualified at any given point of time.
Protest Fee: Protest Fee of Rs.3000/- per protest, for Speed/Artistic/Inline Freestyle
Skating/ Roller/Inline Hockey/Other Games, shall be enclosed along with every written
protest made to the concerned Technical Committee Chief Referee. The protest must
be made by the Team Manager/Lady Manager within 15 minutes before the start of the
event or within 15 minutes after announcement of results. Without disturbing the
schedule and depending on the availability of time and concerned records the Technical
Committee/ RSFI shall decide the matter. In case the protest is upheld the fee will be
returned.

However,(a).if there is one Regular Roller Hockey Boys/Men Team and NO regular Roller Hockey Girls/Women
Team, then Girls/Women players can become part of the mixed Roller Hockey Team following the ratio as
mentioned in rule given below under Note
(b).if there is one Regular Roller Hockey Girls/Women Team and NO regular Roller Hockey Boys/Men Team, then
Boys/Men players can become part of the mixed Roller Hockey Team following the ratio as mentioned in rule
below under Note-1.
(c).if there is neither a regular Roller Hockey Boys/Men Team nor Girls/Women Team, then available Boys/Men &
Girls/Women players can become part one mixed Roller Hockey Team following the ratio as mentioned in rule
below under Note-1
Ratio Rule: Mixed Roller Hockey Team shall have the same ratio of Boys/Men & Girls/Women. Example. (i). if the
team has 6 participants, there shall be three (3) Boys/Men & three (3) Girls/Women in the team.(ii). if the team is
of 7 participants, there shall be Three (3) Boys/Men & four (4) Girls/Women in the team.
Note-2:Maximum 10 Players-8 Players & 2 Goal Keepers.( 2 Male Goal Keeper or 1M/1F GK).

Important Notes:-
1. Maximum Skaters allowed in the Cadet for each Age Group from each State/U.T. in both Boys and Girls events are 3 each for Quads and
Inline races ; therefore maximum number of 36 Skaters i.e. (Boys 18 + Girls 18) are allowed to take part from a team participating in all
events in all age groups.
2. From each Unit, Cadet skaters (Quad and Inline) of the age group 5 - 7 years Boys & girls can take part in 2 out of 3 races, (Quad and
Inline) skaters of the age group 07 - 09 and 09 - 11 years Boys & Girls, can take part in 3 out of 4 races, with not more than 2 skaters taking
part in each race.

3. Maximum Skaters allowed for Sub Junior, Junior and Senior Age Groups from each State/U.T. in both Boys and Girls events are 3 each for
Quads and 4 each for Inline races ; therefore maximum number of 42 Skaters
i.e. (Boys 21 + Girls 21) are allowed to take part from a team participating in all events in all age groups.
4. From each Unit's Team, a Quad skater of Age Group 11-14, 14-17 & Above 17 years can take part in maximum 3 out of 4 races with not more
than 2 skaters taking part in each race.
5. From each Unit, Inline skaters of the Age Group 11 - 14 (SUB JUNIORS) can take part in 3 out of 6 races and skaters of the Age Group 14 - 17
and Above 17 (JUNIORS & SENIORS) can take part in 4 out of 9 Inline races with not more than 2 skaters taking part in each race. Only a
Skater taking part in a regular race is entitled to take part in Relay, Mixed Relay and Marathon Races; however Juniors and seniors skaters
will race together in Marathon race for one gold, one silver and one bronze medal.
6. Maximum Skaters allowed in the Masters age group from each State/U.T. in both Men and Women events are 3, therefore maximum
number of 6 Skaters i.e. (Men 3 +Women 3) are allowed. From each unit, Inline Skaters of Above 35 years (MASTERS) can take part in 2 out of
three races, with not more than 2 skaters taking part in each race.
7. Skaters who had taken part in any of the previous National Championship are only allowed to take part in Master Age Group.
8. Inline skaters are not allowed to take part in Quads races similarly Quad skaters are not allowed to take part in Inline Races.
9. ** Track, Point to Point + Elimination (10 K) and Elimination (10 K) races may be conducted on Road wherever Bank Track is not available.
10.*** Road V 3000mts race on road for the age group 11-14 inline boys & girls is a road race (Not elimination)
11. In case of a bank Track, it should preferably be 6 meters wide and a lap should normally be of 200 meters.
12. Road Races and Relay Races are to be conducted subject to availability of proper infrastructure.

13. Relay races are to be conducted only on 200 meter Bank or Flat Track.
14. Speed Technical Committee General Regulations and Updated World Skate (FIRS) Speed Skating rules shall be followed for conducting
all races.
15. One Lap on the track: The Track should not be shorter than 50 meters and longer than 200 meters. It can be a flat or banked track. The
start and finish should be at the same point, Start and Finish on the bend should be avoided.
16.* Club/District/State level competitions, where 200 meters track is not available, the 200 mts DUEL TT can be conducted as a time trial
event. However the participants selected, have to participate in the National level competitions as a duel TT event.
18. a) + Mixed Relay: Maximum Team allowed per each age group from each State/UT is one (1). Skaters taking part in regular races are only
allowed to participate in the Mixed Relay Race.
b) Mixed Relay Team Consists of four (4) skaters, two (2) boys/men and two (2) girls/women. Skaters are to relay every lap. The last relay
will be made prior to the start of last lap. All other rules of relay shall be applicable.
19. For other details please refer to General Rules for Speed Skating 2022.
Note: The races will not be conducted if the total number of participants / teams in the particular age group is less than three (3).
However to promote the sport, competition will be conducted and the participants will be awarded consolation prizes.

5. Precision Team of 8 to 12 skaters in Above 14 and, 8 to 10 Skaters in 7 to 14 years age group.
6. From each Unit, for all Age groups skaters can take part in any 4 out of 6 events. Quads Skaters cannot participate in Inline and
Vice versa.
7. From each Unit, Cadet, Sub Junior, Junior and Senior Age groups skaters can additionally take part in the Team Events
8. For all Team events, the event will be conducted only if there are 3 and more teams participating. The minimum marks criteria will
be applicable for awarding medals.
9. A Maximum one teams is allowed in each Age Group from each State/U.T. for all the Team Events.
10. For Cadet and Juniors Minimum marks required for qualifying for International events will be: Cadet (Asians) 4.5 Marks, Junior 5.0 and
Seniors 6.0
11. State Association that will enter a Male athlete in the Solo Dance Category whether he is a junior or Senior, will have to enter also a
Dance Couple in the same category.
12. For Pair Skating the Girl could be in the same age group or 1 lower age group as compared to the boy
13. In rules circulated 11 to 14 Solo Dance the cluster should be a maximum level 3 and not level 1 as mentioned.
14. The Dance requirements will change every year based on World skate requirement.

2. In a Roller Hockey match, only two players can participate with Inline skates.
3. Maximum Teams allowed from each State/UT in Inline Hockey per each age group 07-11, 11-14, 14-17, Above 17, & Masters groups in
both Boys & Girls, Men & Women is one.
4. Roller Hockey Team skaters cannot take part in Inline Hockey Team and vice versa.
5. Maximum Teams allowed from each State/UT in Roller Hockey per each age group 07-11, 11-14, 14-17, Above 17 groups in both Boys &
Girls, Men & Women is one.
6. Mixed Roller Hockey Team consists of 10 payers (5 Boys/Men and 5 Girls/Women) with a minimum of two Goal Keepers (Both Goal
Keepers can be either Boy/Girl or Men/Women).
7. Team members of Roller Hockey Team (both Boys & Girls/Men & Women) are only allowed to participate in the Mixed Roller Hockey
Team Event.
8. A minimum of two Girls/Women (other than the Goal Keeper, If the goal keeper is a girl/women) shall always be part of the playing
team in the rink during the entire course of the match.
Note: The event will not be conducted if the total number of participants/teams/pairs in the particular age group are less than three (3).

1. Maximum Skaters allowed in the all the Age Group of Inline freestyle from each State/U.T. in both Boys and Girls, Men and Women events
are 2.
2. Maximum Pairs allowed in the all the Age Group of pair slalom from each State/U.T. in both Boys and Girls, Men and Women are 2.
3. A skater can participate in a maximum of two (2) out of three (3) Inline Free Style events.
4. Maximum Skaters allowed in the Age Group 11 - 14, 14 - 17 and Above 17 years boys and girls of Roller Free Style from each State/U.T. are 2.
5. Maximum Skaters allowed in the all the Age Group of Down Hill, Alpine from each State/U.T. in both Boys and Girls events are 2. Skaters
taking part in Downhill are also allowed to take part in Alpine.
6. Maximum teams allowed for Roller Derby Boys and Girls from each State/UT is one.
7. Maximum skaters allowed for Skateboarding for all the age groups from each State/UT unit are 2.
