VI. Concept notes with formative activities


The first and most important step in any research is to identify and present the research
problem: that is, what the researcher wants to solve and what questions he/she wishes to answer.
A research problem may be defined as an area of concern, a gap in the existing knowledge, or a
deviation in the norm or standard that points to the need for further understanding and
investigation.
A statement of the problem is a concise description of an issue to be addressed or a
condition to be improved upon. It identifies the gap between the current (problem) state and

desired (goal) state of a process or product. Focusing on the facts, the problem statement
should pose specific questions about the research problem. It briefly discusses the question:
What is the problem that the research will address?
Bryman, (2007) describes the statement of the problem as a clear statement about an
area of concern, a condition to be improved upon, a difficulty to be eliminated, or a troubling
question that exists in scholarly literature, in theory, or within existing practice that points to a
need for meaningful understanding and deliberate investigation.
The ultimate goal of a statement of the problem is to transform a generalized problem
(something that bothers you; a perceived lack) into a targeted, well-defined problem; one that
can be resolved through focused research and careful decision-making (Henry Bwisa, 2018).
Writing a statement of the problem should help the researcher clearly identify the purpose
of the research project you will propose. Often, the statement of the problem will also serve as
the basis for the introductory section of your study, directing your reader’s attention quickly to
the issues that your research will address and providing the reader with a concise statement of the
research, itself. A good statement of the problem should bear the following characteristics:
1. The problem can be stated clearly and concisely.
2. It should address a gap in knowledge. (A research gap is a question or a problem that
has not been answered by any of the existing studies or research within a
particular field).
3. It should be significant enough to contribute to the existing body of research.
4. It is do-able within the time frame, budget.
5. Sufficient data are available or can be obtained.
6. The problem should render itself to investigation through collection of data.
7. It should be of interest to the researcher and suit his/her skills, time, and resources.
8. The problem is new; it is not already answered sufficiently.
9. The approach towards solving the problem should be ethical.
Below is an example of a statement of the problem:

A. Title of research: An assessment on the impact of farm-to-market road projects of Pola,


Oriental Mindoro by Reyna Carolyn Quintos (2011)
Statement of the Problem: This study seeks answers to the following questions:
1. How is infrastructure investment linked to the emerging rural growth in Pola, Oriental
Mindoro?
2. What is the before and after conditions of the beneficiary respondents INFRES farm-
to-Market road projects in terms of:
a. demographic profile of the respondents;
b. income employment;
c. improved access; and
d. perceived benefits of the respondents
3. Were the objectives of the INFRES project attained in terms of:
