Our heroes in the history of our country have faced many challenges without hesitation and
fear to seek truth and freedom through education, and like those today who continue to go great
lengths to assiduously provide support for our education, they stand firm in Jose Rizal’s words,
“Without education and liberty, which are the soil and the sun of man, no reform is possible, no
measure can give the result desired.”
Let this ceremony be a reminder that we can overcome anything through our concerted
efforts. And with DepEd supporting you in every way possible, we will be able to respond to every
challenge, especially in the basic education sector.
For our parents and teachers, we are greatly indebted to the dedication that you have given
to your children during this crisis. Truly, your efforts have come to fruition as we celebrate this
momentous day.
Let us continue to seek growth and opportunities for a safer, healthier, and kinder place to
nurture our future leaders and nation-builders

Last year, everyone was taken aback by the COVID-19 pandemic. No one has
prepared for this contagion not even a warning of a possible phenomenon to happen.
Things were uncertain but in the midst of all of these, the department was prepared with
its Basic Education Learning Continuity Plan for education to continue.
This has been a busy year for teachers in the development of SLMs, Learning
Activity Sheets, and other learning resources and in identifying different modalities and
platforms in the delivery of teaching and learning. This has been the year of emergent
collaborative engagement amidst critical conditions in the department in particular and
the country in general.
Distance learning took the center stage in education with highlights on the use of
SLMs, LAS, and other learning resources used by and delivered to the learners via online
and other modalities. In these interesting times, only positivism and collaboration can address the difficulties we all
experience.
I take one forward step to salute our teaching and non-teaching personnel, with special mention of our dear
teachers, school heads, supervisors, and the leadership of our Asst. Schools Division Superintendents and Schools
Division Superintendents in the eight divisions of the region in untiringly performing and accomplishing their
homework for the education of the children and in improving the scorecard of the region.
The priceless support from our partner LGUs, NGOs, parents and friends, and other concerned individuals and
organizations has boosted our spirit to sustain the energy in providing quality education to our learners during the
pandemic. Indeed, the products of your struggles and selflessness are beyond expectations. Some evidences of these
products are celebrated today- the young boys and girls who are finishing the race in the basic education.
Their moving up, graduation, and completion ceremonies are proofs that the Department of Education has
succeeded in the implementation of its LCP under the rhythm of the baton of the Honorable Secretary of Education,
Leonor Magtolis- Briones. To you our dear graduates of 2021, the school year was also challenging on your part. Your
time is really different and unique. You are attending your graduation program not the way you dreamt it to happen.
But your experiences with the pandemic have developed you to be more prepared and resilient for uncertainties in the
future.
Let your experiences teach you to be stronger citizens with your hopes and prayers. Let this virtual ceremony
of yours inspire you in knowing that at all times, despite challenges like the COVID-19 pandemic, you are not alone.
There are people who brought you successfully to this stage in your life and the people who love to bring you to a greater
YOU.
Today, after completing the academic requirements in basic education, you will be confirmed graduates from your
alma mater. This is proof of the success of all in your school, in your family, your community, and your country as
a whole. As you move forward to the realization of your dreams, we invite
each of you to be part of the collaborative efforts of the DepEd family in its

Yours is a graduation like no other that the world has known because
of the unprecedented crisis we are currently experiencing, the COVID-19
pandemic. Batch 2021 shall go down in the history of Philippine education
as the first, and hopefully the last batch of graduates whose last academic
year was purely done through distance learning with no face to face classes.
Let us therefore celebrate this milestone in your educational pursuit in a
unique ways virtual and yet very personal.vTruly, this health crisis we are
experiencing now is something dreadful and we wish and pray for it to be over. In the meantime, however, it is very
much a part of our reality, but as Dr. Seuss, a well-known children’s author illustrator, said, “When something
bad happens, you have three choices. You can either let it define you, let it destroy you, or you can let it strengthen
you.”
It is clear that you have refused to be defined by this pandemic. This commencement program is a testament to
that. Yes, it may be true that because of the public health measures that we have to implement and observe to curb
the spread of the virus, you may have been deprived of the opportunities for more meaningful teaching- learning
interactions such as physically meeting with your teachers and classmates, participating in actual classroom
activities, competing face to face in sports, academics and cultural competitions, and yet, you were also introduced
to distance learning modality: modular, online and radio-based instruction. You have proven that education can
and must continue amidst the pandemic.
This pandemic likewise failed to destroy your aspirations and goals. On the contrary, you continue to dream
and work for it to come true. Your graduation today highlights not what you have lost and missed because of this
COVID- 19 but rather, it celebrates the perseverance, hard work, and commitment you have given to your classes
and school requirements.
I am proud that you have strengthened by the challenges we face today. What you are now and what you will
be are what matters the most. May our circumstances nowadays, enlighten you on the kind of future you want for
yourselves, the kind of leaders and nation builders you need to create a world that is true, good and beautiful for
all of mankind.
To all of you graduates of the Batch 2021 and your dear parents and families, congratulations.
Congratulations courageous Senior High School students of Isulan National High School.
Indeed you were able to reach the finish line of your high school education. Who could ever think of,
that graduation could be made possible amidst pandemic? Who could ever think of, that no less than
the Vice President of the Philippines could be our keynote speaker in this time of pandemic? And
who could ever think of, that education could be made possible in this trying period of pandemic?
And who could make all these things possible? Only courageous students like you could make all
these things possible. And you did it! Congratulations!
Our heartfelt gratitude to the Vice President of the Philippines Honorable Leni Robredo for
gracing this virtual graduation ceremony. Her virtual participation marked another milestone for
Isulan National High School.
To the parents and guardians of the graduating class 2020 -2021 our salute for your
unwavering support and love to your children, truly your sacrifices did bear its fruit of success as
you stood steadfastly beside your children. Your presence in the academic journey of your children
contributed a lot in their quest for this endeavor, their graduation.
To the teachers and staff of Isulan National High School who equally deserved to be recognized
and honored today, thank you very much for your dedication and devotion to your work. We
undeniably conquered pandemic with your sincere service and love for your profession. My heartfelt
gratitude my dear teachers.
Thank you very much for choosing and believing in Isulan National High School as your partner
in the education of your children. We are very much honored and pleased for the opportunity that
we were able to serve you to the best that we could. Keep safe everyone. God bless us all.
