Abstract

Libraries, which are defined as portals to knowledge and culture, play an important role in
society. They provide learning opportunities, encourage literacy and education, and assist
form the fresh ideas and views that are essential to a creative and inventive society through
the tools and services they provide. National Library is one of the parts of the library that is
divided into numerous sections. A national library is a library established by a government to
serve as the country's primary information repository. The major purpose of the National
Library is to ensure that all books or book-like documents issued in that country are
bibliographically controlled, as part of the common international goal of universal
bibliographic control. Therefore, using technology in the library is just as crucial as having a
librarian. Because technology allows libraries to do what they do best which is connect
people to knowledge and resources such as books, virtual reference, e-books, and training,
libraries can focus on what they do best.

of the building is said to have been strongly influenced by the design of the Boston City
Hall, but it is not necessary to rule out direct reference to the Birmingham Central
Library.

In 1988, the National Library became an autonomous government department, where

the Department of Education had previously administered it. That same year, the library
took on the Maori name Te Puna Mātauranga o Aotearoa, which means the source of
New Zealand’s knowledge. An ambitious $8.5 million computer project was scrapped in
early 1998. In 2009-2011, the building of the National Library was to be expanded and
upgraded, but the incoming government significantly reduced the scope of the work,
reduced the budget for it and delayed the start, raising concerns about the cost of the
project and reducing the accessibility of collections and facilities during the construction
work. The building was closed for two years and reopened in June 2012, while the
renovation continued.

development. The library is properly equipped, and online professional training and
face-to-face activities are being held around the country to improve the knowledge and
skills of school librarians and instructors.

5.6.4 Services for Publishers and Authors

Publishers and authors can use the services like ISBNs, ISSNs, and ISMNs. A 13-digit
unique identity number assigned to books and other print, electronic, or multimedia
works is known as an ISBN. It is used for printed books and pamphlets with more than
four pages of text, maps, e-books, pdfs, Braille publications, and audio books, among
other things. Instead, International Standard Serial numbers are used by journals,
serials, and newspapers. Advertising material, websites, emails, games, art prints and
posters, personal documents, stationery, and customised print on demand products are
all ineligible.

An ISSN is an 8-digit unique identity number applied to the title of a periodic publication
published in parts, designated by a number and/or a date, linked by a common title, and
intended to be published indefinitely. Magazines, newspapers, journals, annual
publications, and monographs-in-series all employ it. Serials are available in both
physical and electronic formats. Serials do not include loose-leaf publications that are
designed to be updated, such as manuals with often updated instructions. ISMN is a
one-of-a-kind identification for printed music, such as a score or a part.

6.0 Technologies in the library

26
This is the comparison between three national library which is among the National library of
Korea, National library of Scotland, and National library of New Zealand.

6.0.1 National Library of Korea Technology

• Database construction and utilization

In National Library of Korea, they have provided a modern technology in the way
to preserve and manage all the collection and material in their library.
furthermore, now days all the information is increasing day by day and the
library must catch up every detail of data to keep it without missing the
information. So, the NLK has worked hard to provide digital services to their
users and make it become more easier to access to the library material and
collection. In addition, technologies that are use in NLK is database
construction and utilization and this technology will help all the material in the
national library of Korea to share to their user.

Database construction and utilization is a one of technology services that help

the NLK organize their collection in library. Furthermore, this technology also can
make digitization of library holdings, which is all the materials such as old and
rare papers, valuable materials, and single copies and also the materials that
have been published for more than five years. For index and Abstract Database
is to make to make scholarly resources more accessible. In addition, this
technology can help user find all the material in the library.

The advantage of this technology is it can help user in NLK find all the material
that have in National Library of Korea. So, user can access all the database of
materials such as indexes and abstract , so they can have more accessible to
this database. Moreover, it also makes user easily locate and access to the
information they need in the NLK.

6.0.2 National Library of Scotland Technology

27
• Library search
For National Library of Scotland, one of their technology in the library is called as
library search. Library Search is a new National Library of Scotland service that
replaces the main catalogue and provides wider access to their collections. This
is one of the technologies that NLS provide. Therefore, due to the superior
technology, the user only needs to type in the keywords for search the material
like for library database article, material or books.

Not only that but, through this technology, it is also easier to access all of NLS
collection. This is because the user can just browse NLS website and find their
material through library search features. Besides, the amazing part is that it can
be browse anytime and everywhere, the user does not have to go to library.
However, library search brings several benefits as below:

1. Searches can be refined by format, subject, year, and other factors.

2. Use a variety of electronic resources.
3. Make a request for materials to be read in reading rooms.
4. User be notified when the things they requested are ready.
5. Review borrowing history.

Figure 15 : Library research technology

6.0.3 National Library of New Zealand Technology

28
• Digital Technology

The National Library of New Zealand uses digital technology in the New Zealand
curriculum. In 2018, the New Zealand curriculum and Te Marautanga o Aotearoa
will be formally merged with digital technology, according to the government.
This announcement signifies a commitment to developing curriculum content
and accomplishment objectives that define the competencies, skills, and
knowledge needed to enable chances for learning in a digital environment and
working in the IT sector. It is worth noting that this statement comes at a time
when technology is becoming increasingly pervasive in society and our
communities. From the merely social to the more formal academic and
professional sectors, devices, content, software, and apps have an impact on
every aspect of our life. Libraries have a unique role to play in influencing how
students interact with digital environments, discover, and use digital content, and
learn about new and innovative technology.

Digital material discovery is a difficulty for students and a major focus for
libraries. Given the vast amount of online material available to students, libraries
play a critical role in increasing access to and use of authentic, valid, and high-
quality content. One of the alternatives offered to libraries as a means to add
value to content that supports specific curriculum demands and learning styles is
content curation. Libraries are continually addressing integrated access through
their virtual presence, which allows students access 24 hours a day, seven days
a week. Libraries can help all learners by showcasing the wonders and effective
use of new and innovative technologies. The school library, as an inclusive
learning space, may be the "go to" destination for all students, assisting them in
developing confidence and competence in the use of tools, content, and
technology. Equity of access is critical for students to have an equal opportunity
to attain their full potential in today's digital world.

7.0 Limitation and recommendation

29
7.1 National Library of Korea

There are a few things that we, as users, would like to recommend to websites after
using them. The issue that we have had as users is that we are international users, and
it is a little difficult to access websites due to language differences. The website includes
an English translator, but it does not always assist us. Aside from that, the information
provided by the websites is insufficient for us, such as the fact that they do not have to
ask a librarian, which makes it difficult for users to inquire about the websites' libraries.
Because of this, the information provided for the organizational chart is incomplete.
They only provide general information, which is a problem for me as a student who
needs to research the library website.

Because of the problems that need to be faced by the users, we recommend the library
to update their services for the sake of the users. The owners of these websites must
take action because it will help them to promote their libraries and services. When users
use the website and are satisfied with it, they will have the impression that they have
visited the library. It is because when they use the library, the users have a good
impression and they will think that if they visit the library, the services at the library will
also be good.

Therefore, because of the pandemic Covid-19 many people can go out to the library. As
a result of the events, users and students will turn to websites to find information and
books. Most international users will use websites, so the websites need to be improved
to make sure all the users will get the same services, even if they are just using a
website from their own place. It provides a valuable service while also promoting the
library. So, we recommend the National Library of Korea improve their services on their
website so that the users will be satisfied.

7.2 National Library of Scotland

30
Aside from having good websites, there are some drawbacks that should be addressed
by website library management. When we use websites, we find that the information is
not well organized. As a result, it makes it difficult for users to find information. As a
result, the management must improve the websites for future use. Improve information
management so that when the user receives the information, the information is easily
accessible.

Aside from that, getting information is a challenge. The content is rather minimal and
only covers a few themes. On some websites, some of the information is optional. We
advise the librarian to provide more information about their library and other relevant
information in the recommendation. Most individuals need to use the library at home
because of the epidemic, Covid-19. As a result, these websites must contain a plethora
of library-related information. Users and scholars who want to learn more about the
library will find it useful. The more information available, the more individuals will want to
visit the National Library of Scotland's website.

Besides that, the design of the website is not interesting. As a result, when users use
the website, they will become bored and will have no idea how to use the website again.
This is also an important point that the library's administration should consider. If the
websites are not interesting, the number of people who visit them will decline. So, the
improvement must be done by the library management, by creating a design that will
attract people's eyes and that will help the library to promote their library to the public.

7.3 National Library of New Zealand

31
The websites of the National Library of New Zealand are very interesting and make
users want to use them. Therefore, there are a few things that the library needs to
improve on their websites so that the users will be satisfied with the websites. When we
use websites, the information on the website is not well organized, making it difficult to
search for information or books. The information is difficult to obtain and requires users
to understand how to use the websites. As a result, library websites must be improved
by better organizing them so that users can use them more easily.

Aside from that, obtaining information is difficult. The information is extremely limited to
a few topics. Some of the information on these websites is optional. We recommend that
the librarian more information about their library and other information in the
recommendation. Because of the pandemic, Covid-19, most people need to use the
library at home. As a result, these websites must provide a wealth of information about
their library. It will be helpful for users and researchers who want to know more about
the library. The more information that is provided, the more people would like to use the
websites of the National Library of New Zealand.

Therefore, the websites also provide questions for the librarians and that is really helpful
for the users when they want to ask a question. However, asking a librarian to respond
to the users takes a long time. It takes about 15 days of work hours. As a result, users
must wait a long time for an answer to their questions. As a result, we believe that the
librarian administration should improve their system. It will help users who are really
desperate to know the answer. The enhancements to the websites are a huge help to
the users, and the number of users will grow as the librarian is promoted and used by
more people.

8.0 Conclusion

32
In conclusion, the website of National Library of Korea is easy to browse and retrieve
materials from a well-structured collection of Library. Meanwhile for the National Library
of Scotland also has done a decent job by providing structured materials to its users.
Although the current library was closed due to Covid19, it did excellent work to provide
information online. They also have online consultation for those in need of books or
something. Lastly, The National Library of New Zealand has done a fantastic job of
delivering information and great services to its users. As their management of their
program for its user are mind blowing.

To sum up what has been discussed, if National Library does not exist, people will not
find as much information. Not only that, but the most important things are, there is no
preservation will be done, resulting in all of the nation's history being lost and unable to
be passed down to future generations. Indeed, all of the National Library have one
purpose which is to fulfill their country's contribution to the shared international goal of
universal bibliographic control. Therefore, the National Library is somehow becoming
Nation pride in field on information. Therefore, as a librarian, they need to keep up good
work and spread more information globally.

Despite everything, the use of technologies in the library are important as having
librarian. This is because, technology enables libraries to do what they do best which
connect people to information and resources such as books, virtual reference, e-books,
and training. Therefore, they facilitate collection, storage, organization, processing,
analysis, presentation, communication, and dissemination of information in order to
create a new technology. Apart from that, Libraries are expected to use various types of
technology to give information more rapidly and in larger volume than before with the
arrival of new technologies.
