Year What happened?


1800s Children with disabilities had no legal right to an education, they are often
kept at home or sent to institutions.

1870 There is the creation of the first special education school. Hence, the school
claims that they are educating the children with disabilities, but they are also
removing the children with disabilities from society. It added to the
segregation in education.

Mid 1900s Social interaction between children with disabilities and children without
disabilities was viewed that there is a positive impact on education. But the
parents continue to send their children with disabilities to mental institutions
because they believe these institutions are the only place that offers correct
training.

1960s Civil Rights Movement prompts the Disability Rights Movement, which led to
monumental legislation. Also, it supports Free Appropriate Public Education
for all students with disabilities.

1975 The Individuals with Disabilities Education Act (IDEA) was passed, originally
known as Education for All Handicapped Children Act. This required every
child with a disability to have an Individualized Education Program (IEP),
also introduced the important Least Restrictive Environment (LRE) concept.

It also imposes that all students with disability will be educated in the
regular education classroom with full accommodation. But, even after the
passing of IDEA, some basic resources were still not available in schools.

1980 Timothy vs Rochester School District Ruling stated no matter the severity of
the child’s disability, an appropriate educational program must be offered.

1990 Americans with Disabilities Act (ADA) was ratified. It provides employment
options and public transportation.

1997 The IDEA was reauthorized two times during 1997 and 2004, each
reauthorization the range of educational resources became more extensive
2004 and further promoted the inclusion of students with disabilities in the general
education setting.

Part II. Answer reflectively:

1) What do you think is the situation of INCLUSIVE SCHOOLING in the present times?

Nowadays, people with disabilities now enjoy greater educational opportunities than before. Further, it
is not only the United States of America that is imposing Inclusive Education, but many other countries have
taken the initiative in educating children with disabilities inclusively, including the Philippines. The Philippines
has taken a step toward Inclusive Education in Public and Private Education. Even with the efforts of the
country, there is still so much to do in terms of resources and public awareness to reach the Inclusive Future.
