CHAPTER I

INTRODUCTION

1.1 BACKGROUND OF THE STUDY

Traffic Congestion is really a big problem to the people most especially to those

people living in a highly urbanized city. Zamboanga city experiencing this kind of public

dilemma that makes their lives uncomfortable and time consuming. The City of Government

pushes move to amend several provisions of the traffic code as well as introduce new measures

to address traffic violations and impose road discipline in city streets. The said implemented City

Ordinance No. 248 otherwise known as “Revised Traffic Code for Zamboanga City”. The

Traffic Code for Zamboanga City was promulgated by City Ordinance No. 15, s. of 1977, to

enable it to effectively regulate and control traffic and/or the use of the city and national roads

and highways in the City of Zamboanga. According to the University of the Philippines-National

Center for Transportation Studies has been commissioned by the local government to conduct a

transportation and traffic management study amid the mounting traffic problems besting

Zamboanga City. Dr. Jose Regin Regidor said the study is aimed to address various issues and

concerns regarding transportation and traffic in the city. It is the time for the city government to

conduct a study on road capacity volume, as well as on traffic management. This was according

to Land Transportation Office 9 (Zamboanga Peninsula) Director Aminola Abaton, who said on

Wednesday that the study should come up with a long term-term doable strategy and sustainable

traffic management plan. Abaton said the city government can tap the LTO’s assistance in traffic

1strategy and management. “What must be studied is the number of vehicles, capacity volume of

the road in a given period of time, law enforcement, and others”, he said. In this manner the
government should find a way on how to solve the said issues, because this kind of dilemma will

affect everybody’s life is this will continue to exist. Government must something to control the

increasing of vehicles and there must be coordination to those establishments producing different

kinds or types of vehicles.

1.2 STATEMENT OF THE PROBLEM

Traffic Congestion is one of the major issues in Zamboanga City specifically in Veterans

Ave. (crossing) for years now. It is an abundant inconvenience that Zamboangeños, specifically

those students, drivers and other commuters face every day. It is currently affecting, not just the

environment, by noise pollution, but also the timeline or schedule of the people of Zamboanga in

their everyday lives.


1.3 OBJECTIVE

The objective of this research is to reduce non park traffic on park roads, provide

adequate and safe transportation facilities for park users. Furthermore, is to encourage people not

to engage or buy vehicle if it is not necessary. All establishments must have their own parking

lots so that it would not lead also to traffic congestion. There must be a strong or strict

implementation of laws or ordinance with regards to traffic congestion. Most importantly is to

maintain our environment safe and sound.

1.4 SIGNIFICANCE OF THE STUDY

Traffic congestion has really a big impact to the commuters. Everyone

experiencing and it really affects the life of the people of Zamboanga. In this way the

government must find a solution to resolve the said problem like what we call the term traffic

volume study can be termed as traffic flow survey or simply the traffic survey. It is defined as

the procedure to determine mainly volume of traffic moving on the roads at a particular section

during a particular time. In this case traffic count data is a vital component of the transportation

project selection process because traffic count numbers can assist officials in determining

transportation project needs. This is the number of vehicles that you would expect to travel a

particular roadway on any single day. Furthermore, the result of a traffic study can help

engineers construct different solutions for roadway design and traffic control. With these studies,

the main goal is to provide drivers with a safe and efficient means of traffic movement.
