1.0 INTRODUCTION

1.1 Objective of this report is to provide justifications for the BER recommendation
and exemption proposal of the below mentioned device.

3.0 APPRAISAL AND JUSTIFICATION

3.1 A Device is recommended for beyond economic repair (BER) and inserted into
the exemption list based on the following criteria and justification.

3.1.1 Physical Condition and Major Breakdown


Findings of device’s physical condition and major breakdown appraisal
are as follows.
 Physical Condition;
 Chamber temperature overtemperature cutout.
 CO2 level cannot reach set point.
 Major Breakdown;
 Perform checking and troubleshooting.
 Perform troubleshooting and checking.
 Found CO2 sensor and temperature sensor failure.
 Unfortunately, this model has been discontinued and spare
parts have not been available since 2016.

3.1.2 Obsolescence
Appraisal from the aspect of obsolescence was made and the following
was found.
 Spare parts are no longer supported by manufacturer.

3.1.3 Reliability
Appraisal of device in terms of reliability yielded the following
findings.
 No longer dependable for completing the intended function. This
problem occurs and affected end-user’s deadline research and
diagnostic.
 Unable to regain the proper level of reliability as per original
specification.

3.1.4 Depreciation Value Calculation

Formulas and parameters used for calculation are based on MAP
BEMS-TFS-001

Value for accumulated maintenance cost (1 year) and estimated


cost of impending repairs from Table 3.1 are estimated based on
PPM and breakdown history of device as attached in Appendix

 Analysis and Conclusion


 Result of calculation in Table 3.1 conclude that the asset has
reached the age of 15 years and far exceeds the recommended
useful life.

4.0 RECOMMENDATIONS

4.1 It is recommended that the device be inserted into the exemption list due to
fulfillment of criteria as found in the device appraisal report with reference to
MAP BEMS-TS-001.
4.2 NIH Engineering should consider exempting the Company (AWSB) from any
liabilities and obligations regarding device.
4.3 This unit is recommended for the Beyond Economic Repair (BER) process
because it has met the criteria and not meet the specifications required for daily
use.

5.0 CONCLUSION

5.1 With proof of justification provided in this report, BEMS Ambang Wira proposed
that the device be placed in BER category.
