Based Project entitled: ”BOOKWORM INNOVATIVE BUDDIES of OBONG” (BIBO)
Reading Program which will contribute to the realization of the following objectives targeting
larger portions of the population to address a recurring problem, to improve academic
performance and to divert children in high risk area from crime-related activities:

1. To determine the reading level of the learners in English and Filipino;


2. To improve the reading ability of the learners;
3. To involve the parents in the remedial reading instructions through workshop on
Phonic Sounds, Marungko, Batuya, Fuller and Claveria Approach.

Attached is the copy of the Community-Based Project for your reference and approval.

PROPOSAL
Community-Based Project

I. Title: BOOKWORM INNOVATIVE BUDDIES of OBONG (BIBO) Reading Program

II. Rationale

With the pandemic, there have been growing concerns over learning losses, not just

a decline in what students learn but a regression, an actual loss of what was already learned

before the pandemic.

The problems are partly the result of the limitations of online learning, but another

important reason for learning losses is the decline in reading during the pandemic. Add on

the increased reliance on the internet with all its misinformation and disinformation and we

have a major problem that affects not just the young but also adults.

The Department of Education continuously envisions to make every learner a reader

even in the midst of this pandemic as clearly indicated in the Division Basic Education Learning

Continuity Plan (BE-LCP) and in response to DepEd Memorandum no. 173, s. 2019. “Hamon:

Bawat Bata Bumabasa” (3Bs Initiative).

All over the country, innovative community reading programs work to spread the love

of literacy. Many of these programs were created out of a clear need in their communities.

They are typically little to no cost for participants.

Community literacy is about bringing people together to improve society. According

to one such organization, Decoda Literacy Solutions, “Community literacy involves the

development of literacy and learning skills for any individual or group of individuals outside of

the formal education system. It is learning that happens in the context of home and

community, and it happens as a collective approach.”

Furthermore, Innovative community reading programs benefit everyone. The National

Endowment for the Arts says that “reading for pleasure reduces stress, heightens empathy,

improves students’ test scores, slows the onset of dementia, and makes us more active and

aware citizens.” Community reading programs meet our need to read, talk, and grow together.

Specifically, learning partnerships that stems between the school and the community

can support student outcomes. Such partnerships help gain access and cater to groups of

learners most in need of support services, foster better alignment of programming to support

a shared vision for learning, one which aligns curriculum to support state and local standards;

and maximize resource use such as facilities, staff, data, and curriculum. With the

abovementioned reasons that the proponent taps the community of Barangay Obong as

partner of Obong Elementary School in reinforcing its literacy project in view of the new

learning setup.

The pandemic brought learnings gaps among learners which greatly affects the

disadvantaged whose learning modality was printed modular. For Obong Elementary School,

its learner-groups who have been found to have reading difficulties per results of the reading

inventory in the last week of August 2022 proved to be in need of innovations and interventions

readily made accessible and available to near their home. For these kinds of innovations and

interventions to be accessible to them, the assistance of the community has to be sought and

tapped. Hence, the Bookworm Innovative Buddies of Obong Reading Program builds strong

partnership with the community.
