SUBJECT: Mapping of Potential Service Delivery Network (SDN) for Pharmacy


Services

In view of the implementation of Supreme Court Ruling on the Mandanas-Garcia


petitions which mandates the devolution of services and commodities to the Local Government
Units (LGUs) and the rollout of the Philhealth Comprehensive Outpatient Benefit Package
(COPB) in 2024, the Department of Health (DOH) through the Pharmaceutical Division (PD)
will be procuring the final allocation of drug commodities for the FOURmula One Plus Botika ng
Bayan (Fl Plus BNB) FOURmula One Plus Botika ng Bayani (F1 Plus BNBi) program. The
supply should be enough to cover the needs of the beneficiaries throughout the transition period.

To ensure continuity of healthcare services, PD would like to request the Centers for Health
Development (CHDs) through the Public Health Pharmacists (PHPs) to identify potential Service
Delivery Networks (SDNs) or
private drugstores nearby the Rural Health Units (RHUs) without
pharmacies using the Drug Price Watch System under Facility Map that can be accessed through
this link: https://dpw.doh.gov.ph. In addition, please indicate if the identified drugstore has its
online inventory system and Point of Sale (POS) within the facility. The list will be vital to
determine the potential drugstores that may be accredited by Philhealth to provide pharmacy
services once the COPB
is
fully implemented. Likewise, the list of 4" to 6" class municipalities
without pharmacy within the RHU and no nearby private drugstore is also hereby requested to be
used to propose the possible establishment of a government-funded pharmacy by the LGUs using
the F1 Plus BNB model.

Relative to this, All PHPs are hereby requested to encode and accomplish the Google form
that may be accessed through this link: https://tinyurl.com/ListPotentialSDNs. Kindly accomplish
