the context of the developing Cold War. The Soviet Union and its
communism must be contained; countries new, weak and poor were easy
conquests or converts; a "Marshall Plan" for the emerging countries
would help insure their independence and their evolution in the direction
of liberal democracy. Dollars in quantity-and dollars then were very
large- began to flow.
The whole plan was an American dream. As one expert of the time,
Garth Jones (1976:99-100) describes it: "[T]he 1950s was a wonderful
period. The 'American Dream' was the 'World Dream'-and the best
and quickest way to bring the dream into reality was through the
mechanism of public administration" (also quoted in Heady,
1996:21). The desired goal was to modernize developing nations
through the "developmental power of administrative tools devised in
the West" (Siffin, 1976:61).
The CAG under Riggs, who had done monumental work in the
fields of comparative and development public administration, was
praised for its major achievements (more of this below). However, it
was not without criticisms. It was criticized for its major failures,
including the production of many studies viewed as culturally biased,
for favoring the dominant powers of the West against the developing
nations, and indeed for being responsible for making conditions for
the mass peoples in the developing countries worse by supporting
