SITE AREA − 45 Acre


District Park Vasant Udyan, also dearly known as ‘Bagh-e-Bahaar’ (literally, The Garden of Spring) is
situated in Vasant Vihar and is spread in an area of 43 acres. The garden was once laid out by Feroz
Shah Tughlaq in 14th Century with a Baradari, Mosque, and a water channel. In 12 acres of this
District Park the remains of these monuments and the garden that was originally laid still stands
spectacular. Among the 1500 Baghs that Firoz Shah said to have laid out, in Delhi and its close
vicinity, this is the last surviving. DDA took up this project to tap the potential of such characteristic
spaces to generate a rich and meaningful urban open space quality. Besides the spectacular lawns
around the monuments, the park also holds spaces that cater to all age groups and across all
groups with physical disabilities.

GUIDELINES ON PLANNING OF LANDSCAPING

1. Introduction : The aim shall be creation of an eco-sensitive, self-sustainable design with


appropriate blend of built-forms, landscaped green cover, efficiency in use of water and
energy, including preservation of natural resources leading to a harmonious balance
between nature and the built environment.
2. Planning Approach and Criteria : An integrated approach shall be adopted right from
conception stage involving elements of architecture, urban design and civil engineering

to create spaces for functional, operational, recreational and living requirements etc. A
holistic approach will be adopted in planning during preparation of Zonal/ Master Plan
stage to incorporate landscaping and arboriculture in a contiguous manner across the
station .The guidelines given in succeeding paragraphs may be used for integrated
planning of landscaping work .

3. Scope of Work : The scope of work shall be determined after taking into consideration
suitability of land, climatic condition, availability of sunlight, area drainage, availability of
maintenance facilities including manpower, irrigation facilities including water quality,
functional requirements, importance of the building and aesthetic aspects. Provision of
trees, hedges, grass and general landscaping including associated works like path,
kerbs, railings, benches, sprinkler system / drip irrigation, garden lighting, cycle tracks,
water fountains, garden lighting etc shall be part of the overall scheme.

4. Detailed Planning : The site layout shall cater for adequate land and open spaces for
landscaping. The following aspects shall be considered in planning and design of the
overall infrastructure/ complex: -

● Site Suitability, Planning and Integration : Based on natural contours of the


ground, alternatives will be studied and suitable scheme incorporated in detailed
survey plan depicting all the physical features at site. The layout and scheme
shall be integrated with overall layout of station/ environment.
● Land Form and Grading : The layout of assets and services shall generally be
aligned with the existing topography, gradients, roll and terrain. The contour
survey maps and level survey data sheets will be referred and may also be
shared with the consultant. A detailed study of land form, surface flow/ runoff,
percolation, water retention, soil analysis etc will be carried out and accordingly
shrubs, trees, etc that can be sustained in the soil and climate will be included.
● Surface Drainage, Irrigation and Water Management : A detailed irrigation
scheme with necessary water collection and storing structures, rainwater
harvesting scheme, networks for distribution of water including lines, pumps,
sprinkler/ drip irrigation system and allied infrastructure will be designed taking
into account water efficiency and conservation.
● Hard and Soft Landscape : The open areas in and around the building shall be
provided with paved surfaces like pathways, open courtyards, platforms,
hard-standing, resting/ meditating areas, walking plazas, cycle tracks 3 etc. Net
paved area of the site under parking, roads, paths or any other use shall be
limited to 25% of the site area and other open spaces shall be provided with soft
scape such as lawns, hedges and shrubs, ground cover, green belt, treescreens,
earthen mounds, terraced soil surfaces, ponds, water bodies, rockery etc to
facilitate rain water percolation etc. Landscaped parking lots/ pathways may be
provided upto 50% of paved areas with pervious paving, open grid pavement,
grass pavers, higher solar reflectance pavers. Parking areas to be provided with

shady trees distanced suitably as per crown of trees so as to reduce urban heat
island effect.
● Planting Plan and Plantation Design : While planning, trees will not be located
close to plinth of building. Similarly rows of trees will be planted sufficiently away
from various external services viz electric lines, UG cable, water supply lines,
drain and sewerage lines etc.
● Garden Furniture! Architectural Elements : The spaces designed for
recreation, leisure, public/ community activity, sports/ athletic purposes shall
include sitting/ resting facilities, shelters/ gazebo/ awning/ pergola, sculptures,
miscellaneous street furniture, graphic designs, signages and other architectural
features etc, enhancing the aesthetics.
● Illumination! Garden Lighting : The illumination design will be based on
aspects of indirect lighting achieved with a combination of concealed lights,
ground lights, bollards, post-top lights and street light fittings along with electrical
networks/ control system/ external services.
● Water Fountains! Falls! Screens : Water fountains/ flowing/ running water
features may be provided in common areas of main administrative building,
residential complexes and gardens/ parks to enliven the areas inside and outside
of buildings.

5. Specifications and Costing : The estimates shall be worked out on item rate basis.
The specifications and rates for individual items given in CPWD Schedule of Rates may
be adopted till these are included as part of MES Standard Schedule of Rates. The local
market variation shall be suitably factored. In order to ensure grass lawns, young and
small saplings of trees/ plants used for arboriculture scheme survive and grow properly
during the maintenance period, the age, girth of the stem, height of tree/ plants be
included along with technical specifications of preparing the ground with suitable mix of
organic/ chemical manure and insecticides/ pesticides. The specification of other items
shall be selected taking into account their utility, importance of the building/ facility, ease
of maintenance, economy aspects and optimal combination arrived thereon.

6. Consultancy Services : The preparation of detailed schemes for landscaping and


arboriculture works is a specialist activity. Necessary assistance may be taken from
State Forest Department/ Horticultural Department/ local municipal bodies/ Government
institutes etc, for preparation of the same, till requisite in-house expertise is developed.
For arboriculture in High Altitude areas (HAA) and Extremely Cold Climate (ECC) areas,
assistance may also be obtained from Defence Institute of High Altitude Research
(DINAR). Professional consultancy services (out of consultancy or contingencies of
Administrative Approval) from landscape architects/ consultants may also be obtained
for preparation of such schemes. The DPR/ BPs for large scale projects shall include
these items as part of consultancy services. The enlistment of professional consultants
for "Landscaping and Arboriculture" shall be done as per latest instructions of E-in-C's
branch for enlistment of consultants.

7. Execution and Maintenance : The preparatory works for the various components of
landscaping works shall be started roughly when the construction of main building works
is nearing 80% progress and excavation and earthwork for external services are nearing
completion. Where trees are to be grown, a separate phase may be provided for the
same so that they are planted at the initial stages of work and grow along with progress
of work. Ground level greenery like grass, shrubs, hedges, horticultural layouts etc shall
be commenced at 90% of the progress of work. Use of ready available grass may be
discouraged.

8. Transplanting of Trees : Transplanting is the process of bodily lifting of mature and


large plants from their position to a new position. In order to preserve the bio-diversity of
the eco-system, effort shall also be made to relocate the trees/ mature plants which are
essentially to be removed for development of proposed infrastructure. The success rate
of such exercise is dependent on a large number of factors and hence may only be
taken up with due consideration on whether or not the tree or shrub is likely to be a
successful transplant. When deciding whether or not to transplant a tree or shrub due
consideration shall be given to species transplantation tolerance, condition of the plant,
season to transplant, new planting site conditions, equipment needed and follow up
care.
