MINUTES OF THE SPECIAL MEETING OF THE SANGGUNIANG
KABATAAN CHAIRPERSONS, CITY YOUTH DEVELOPMENT OFFICE,
ACCOUNTING OFFICE, AND THE CITY AGRICULTURE OFFICE HELD ON
FEBRUARY 16, 2023 AT JADE HALL, XEVERA, TABUN, MABALACAT
CITY, PAMPANGA.

Program Flow:
a. Arrival and Attendance – The CYDO staff assisted in the filling out of
the attendance and handed the letters, guidelines, the application forms
for the data gatherers, and assisted them to their respective seats from
12:00 PM up to 1:00 PM.

b. Opening Preliminaries- Ms. Lacel O. Baluyut officially started the


program at 1:00 PM by welcoming the attendees, followed by the Prayer
led by Hon. Raymond Torres. She also acknowledged the presence of the
Sangguniang Kabataan Chairpersons and the Sangguniang Kabataan
Federation President Councilor, Hans Balingit, guests from Accounting
Office Ms. Marlyn Catibo, Ms. Luvy Baul and Mr. Gilbert Godison, and
the Youth Development Officer Ms. Jaira Lomahan and the CYDO staff.

c. Agenda- Ms. Lacel Baluyut presented the important agenda of the


CYDO’s special meeting which was about the discussion of the upcoming
projects to the City that the Sangguniang Kabataan needs to be informed
of. The said projects are: the Youth Profiling and the City Youth
Assessment Study. The status of local monitoring and their bank
accounts were also discussed.

Important Matters:
 Ms. Lacel Baluyut presented the objectives of the Youth Profiling
and the City Youth Assessment Study.
 The objectives are focused on collecting data and assessing the
situation of the youth in the City to formulate projects, programs, and
activities in accordance to their needs.
 The said project will also help the Out of School Youth and
Unemployed youth to gain temporary income as they will be given 20
days to finish the profiling and survey and they will be able to receive
cash for work amounting to nine thousand pesos (9,000.00).
 The said salary is based on the daily minimum wage of the province of
Pampanga which is four hundred fifty pesos (450.00) per day.
 The needed quantity of data gatherers was also announced which is a
total of one hundred (100) youths from different barangays in
Mabalacat City, enough for the allocated budget for the Youth Profiling
and the Youth Assessment Study of the office.
 Provided that the Sangguniang Kabataan Chairperson hired additional
gatherers in his/her barangay, then he/she will have to shoulder the
payment of their salary.

 Qualification of the data gatherers and the youth profilers.
 Upon presenting the qualifications, she specified that if the
gatherers/profilers are still students, they may apply, however,
he/she must be committed in his/her work. Thus, he/she should only
focus on having one (1) work which is being employed in the City
Youth Development Office in the span of 20 days.
 In the discussion, it was said that each Sangguniang Kabataan
officers must assist in the provision of the requirements/documents
for the gatherers, specifically the Barangay Certificate of Indigency
and Residency.
 On the other hand, Ms. Jaira Lomahan stated that the City Youth
Development Office already gave an option regarding the voter’s I.D
that is required in the application. Wherein, if the gatherer/profiler is
not yet a registered voter, at least one of his/her parents who is a
registered voter can present his/her ID.
 Similar with the individuals who are living in Mabalacat City but not
yet a registered voter, his/her certificates from barangay must indicate
the years of his/her residency.
 Procedure in the Application:
 Ms. Lacel Baluyut presented the application procedure, followed by
the announcement for the orientation on March 6, 2023.
 She also stated that the SK officers must attend the orientation, to aid
and know the work of the data gatherers and the role of the
Sangguniang Kabataan Chairpersons on what are the possible help
that they may offer to the gatherers/profilers since they have done the
profiling before.
 The said project will help the Sangguniang Kabataan Chairpersons for
the data collection of the Mabalacat City, since the work was one of
their original projects.
 She also announced that on March 6, 2023, both projects (Youth
Profiling and the City Youth Assessment Study) will be discussed.
 Job Description of the Profilers/Gatherers, important matters
deliberated are the following:
 She stated that the qualified profilers/gatherers must provide the
target respondent ages 15-30 years old the questionnaires according
to the Republic Act 8044 which is all about the Youth. Wherein, they
must provide the copy of Informed Consent and the KK Survey forms
to the respondent and later on submit the answered forms to the
CYDO.
 She also said that all the forms needed for the Youth Profiling and
Assessment Study will be provided by the City Youth Development
Office. The only needed help from the Sangguniang Kabataan

Chairpersons is to find profilers/gatherers who will work for the said
project. And for those barangay SKs who appropriated budget for the
Youth Profiling, they can be of big help since it is one of their projects
to assess their youth in their respective barangays.
 Ms. Baluyut also presented the needed data gatherers for each
barangay, however, she also mentioned that if the barangay has the
budget for Youth Profiling, he/she may add profilers/gatherers,
provided that the barangay will be the one who will give the salary.
 After the discussion, some Sangguniang Kabataan Chairpersons
addressed their concerns.
 Ms. Jaira Lomahan announced that the said project will become easy
as the CYDO already coordinated with the Department of Education,
wherein the Youth Profiling and City Youth Assessment Study with
the In School Youth will be conducted by the CYDO staff, while the
Out of School Youth will be catered by the youth profilers/gatherers.
 Ms. Lomahan also announced that the given application forms for
data gatherers must be submitted by the Sangguniang Kabataan
Chairpersons to the City Youth Development Office, thus the final
submission will be on February 28, 2023.
 She also added that the fresh graduates and those who are currently
looking for work are allowed to submit their application form to gain
income for 20 days.
 Ms. Lomahan also asks for their help to accommodate the encoders
and provide them with laptops/desktop for the encoding of the data
gathered from the survey questionnaire.

 Status of Local Monitoring and Evaluation, Youth Profiling and


Bank Account.
 In the said topic, Ms. Baluyut presented the barangays that have
submitted their requirements already, and those barangays that did
not comply yet.
 Ms. Jaira asked some concerns to the Sangguniang Kabataan
Chairpersons regarding the 120, 000.00 that the CYDO needed to
hold and the important matters to address the concerns to the City
Mayor.
 In the said discussion the barangay that are done were: Atlu Bola,
Bundagul, Paralayunan and the Poblacion. The barangay that are in
the process of hearing were: Lakandula, Mangalit Sta. Ines, Sta.
Maria, and Sapang Biabas. And lastly, the other barangays are still in
the process of review, these are: Bical, Duquit, San Francisco and Sto.
Rosario; and the rest that were not mentioned have not submitted the
requirements needed.

 Ms. Baluyut also stated that many Sangguniang Kabataan
chairpersons have many frequently asked questions regarding what
documents are needed.
 The requirements are based on the projects that the Sangguniang
Kabataan have done last year and the projects that were not done.
 The following are the example lists of the requirements for educational
assistance:
- The Photo Documentation
- The Lists of the Beneficiaries
- In addition to the requirements is the monitoring form, as it allow
the Sangguniang Kabataan Chairperson to view the projects that
he/she have done and not.
- She also added that those projects that are not yet done must be
directly asked to the Budget Office.

The Accounting Office have also presented the SK’s concerns regarding
their bank account:
Important Matters:

 Mr. Gilbert Godison have presented the Sangguniang Kabataan (SK)


Funds and the concerns for the Sangguniang Kabataan Chairperson
regarding their account and other required documents.
 In the meeting, Mr. Godison mentioned the highlight of the discussion
which concerns the SK Chairpersons with NO BANK ACCOUNT, and
said that there will be NO RELEASE OF FUNDS. The required
documents were also mentioned such as: the Bank Account, the
Application for TIN, and the Printable Forms. Their funds will be
released upon the compliance with the said requirements and entitles
them to enjoy their funds.
 While the other matters, for instance the problems for not knowing
how to fill-out the forms was discussed by Mrs. Marlyn C. Catibo.

The City Agriculture have also presented the SK’s concerns:


Important Matters:
 The City of Agriculture just made a follow-up reminder for the
Barangays who have an agricultural land for the support or assistance
that they will receive.
 They also reminded the SK Chairpersons regarding their deadline for
submission of the required documents which will be on February 20,
2023.

d. Closing Remarks – Ms. Lacel Baluyut gave thanks for the presence of
the Sangguniang Kabataan in the Special Meeting.

 Before the meeting ended, Ms. Lacel O. Baluyut also announced
the first quarterly meeting of the Sangguniang Kabataan which
will be on March 24, 2023.
 The program formally ended at 2:20 PM.
