“AN EXECUTIVE ORDER CONTAINING FINANCIAL SUPPORT FOR COMPONENT
BADACS WHICH IS THE 5% OF THE INTENDED FOR THE CAMPAIGN FOR ANTI- DRUGS IN THE MUNICIPALITYOF SULTAN DUMALONDONG, PROVINCE OF LANAO DEL SUR”
WHEREAS, Section 16 or the General Welfare clause of the Local Government
Code of 1991 provides that local government units shall, within their jurisdiction promote health and safety, improve public morals, maintain peace and order, and preserve the conduct of their inhabitants, among other equally significant responsibilities;
WHEREAS, drug related incidents have been constantly present in our
country and resulted to multiple crime incidents. Despite the efforts of the PNP and other law enforcement agencies of the government, their lingering presence threatens the peace and order in communities nationwide;
WHEREAS, the Local Government Unit pointing the Barangays, as the first line of defense, should lead the fight against illegal drugs through the campaign, “Mamayang Sugpuin ang Illegal Drugs” (MASID) and thus be given the prerogative for financial support from the 5% intended for Anti-Drug Campaign of LGU;
WHEREAS, DILG Memorandum Circular No. 2015-43, dated June 16, 2015 was issued to emphasize to local authorities especially barangays officials their principal responsibilities in support of overall government efforts to maintain peace and order particularly to curb illegal drugs and other substances;
WHEREAS, the establishment of the Barangay Anti-Drug Abuse Council/
(BADAC) in Barangays are imperative in order to provide a venue for an orderly, planned and well-managed campaigns against all forms of illegal and other substances;
NOW THEREFORE, I, JAMEL BACARAMAN KURANGKING, the Municipal
Mayor of the Municipality of Sultan Dumalondong, Province of Lanao Del Sur, by virtue of the power vested in me by law, do hereby order the executive order containing the financial support for components BADACs.
EXECUTIVE ORDER No. 235-C
Series of 2022 SD Files Section 1. FUNDING, Funds for the projects and programs of activities of the council shall be charged against the 5% of fund intended for illegal drugs subject to the existing rules and regulations.
Section 2. REPEALING CLAUSE. All orders and issuances that are inconsistent with this order are hereby repealed or modified accordingly.
Section 3. EFFECTIVITY, This order shall take effect immediately.
