THE NSTP ROLE

The National Service Training Program was also known as “An Act Establishing the
National Service Training Program (NSTP) for Tertiary Level Students, Amending for the
Purpose Republic Act No. 7077 and Presidential Decree no. 1706, and for other Purposes”
or Republic Act No. 9163. It was signed into law on January 23, 2002, amidst the various
calls of dissenting sectors for its abolition or reform.

It invoked the constitutional provision regarding the “duty of the state to serve and protect
its citizens,” specifically Article II (Declaration of Principles and State Policies), Section 2,
which states that “The prime duty of the government is to serve and protect the people. The
government may call upon the people to defend the state, and in fulfillment thereof, all
citizens may be required under conditions provided by law, to render personal military or
civil service” (italics supplied). This is the same principle that created and sustained the
Reserve Officers Training Corps.

The primary objective of the NSTP law is to promote the role of the youth in nation-
building. As such, it aims to encourage the youth to become civic and/or military leaders
and volunteers who could be called upon by the nation in cases their services are needed.

Compared with the ROTC which specializes in military training, and the E-ROTC which
granted three options for students yet was limited in implementation, the NSTP law ensured
that the three components – Civic Welfare Service, Literacy Training Service, and Reserve
Officers Training Corps – will be given the same and equal implementation in educational
institutions. Moreover, it defined the different components, the duration of the training,
coverage, etc.

THE NSTP SERVICE COMPONENTS

The National Service Training Program is composed of three different components.

The Civic Welfare Training Service is geared towards activities that have social impact
through activities that could contribute to “health, education, environment, entrepreneurship,
safety, recreation and morals of the citizenry”, thus the CWTS component of the NSTP
stressed the importance of youth involvement in broad programs or activities that will
benefit the people. While the CWTS focused on programs to enhance the living conditions
of the people, the Literacy Training Service has a more limited yet equally useful objective
that is to “train students to become teachers of literacy and numeracy skills to school
children, out of school youth, and other segments of society in need of their service”. LTS
thus specializes in the education of the people, strengthening the education sector to
empower the people through education.

Meanwhile, Reserve Officers’ Training Corps, while deemed equally important by the
NSTP law (it maintained its existence and nature mentioned in RA 7077 having the primary
objective to prepare the youth in national defense, became merely a component of the
program.

The NSTP required male and female students to undergo the program they have chosen for
two (2) semesters or one (1) academic year in contrast with the ROTC which required males
to take military training for four (4) semesters or two (2) academic years. Students taking
NSTP will get three (3) units from taking the program; equivalent of 1.5 units every
semester. Thus, in contrast to the mandatory – yet free – ROTC, students will now have to
pay for their NSTP. This included the former cadets of the ROTC who enjoyed the free
reservist program. Also, the law states that private learning institutions could offer one of
the three options but required state colleges and universities to maintain their ROTC units
together with an alternative unit from the two other options. The law also limited the

existence of the ROTC in private and vocational institutions requiring it to have 350 cadets
for it to be called a unit, otherwise – and considering other factors such as insufficient cadet
number, lack of logistics to support ROTC program of instruction (POI), etc. – cross-
enrolling the students to other schools for their NSTP is an option.

The goal of the law and of the program is to harness the strength and capacity of the youth
to contribute to nation-building, thus the National Service Reserve Force was created to
enlist CWTS and LTS graduates which is also equivalent to the Citizen Armed Force of the
ROTC. If the state will need people for its civic and literacy activities, it will merely utilize
the personnel of the reserve force, the student volunteers the NSTP-CWTS and the NSTP-
LTS has produced. As with the need of the Armed Forces for additional force for its defense
campaigns, it can easily use its body of reservists in the Reserve Command.

HISTORY OF CABUYAO

After the colonization of Manila by Miguel López de Legazpi in 1570, he instructed Captain
Juan de Salcedo to conquer all settlements or barangays around the lake of Ba-i (Laguna de
Bay). The first settlement conquered by Capt. Juan de Salcedo was on the eastern portion of
the lake, known today as Taytay and Cainta in the province of Rizal. Then, he crossed the
lake of Ba-i and Acheron at Barangay Pinagsangahan, which is Pagsanjan today, and
continued inland and conquered other settlements, known today as Nagcarlan and Majayjay.
Because the place was already mountainous, the party of Capt. Juan de Salcedo went back
to the Lake of Ba-i and continued to conquer the settlements in the northern portion of Lake
Ba-i, now called the town of Bay. In their journey, they anchored at the shore of Tabuko.
Just like the settlement of Ba-i, Tabuko had large plain area and rich forestry and the climate
was suited to farm crops. On January 16, 1571, it was announced by Miguel Lopez de
Legaspi that Tabuko be considered as “encomienda” or a town under Gaspar Ramirez. And
that the settlement or barangay Malabanan, Calamba and Sta. Rosa be under the
administration of Tabuko government. This was the time that Tabuko had a definite
boundary. The boundary at the north was Tunasan, south was Ba-i, west was Sungay and at
the east was Lake Ba-i.

The town of Tabuko was located near the corner of a river and the lake of Ba-i which used
bancas or raft as the common means of transportation going to Tabuko. When Franciscan
priests came to Tabuko under Father Velin, there were many native females doing their
laundry chore near the wharf where the boat of the Franciscan priests docked. There were
many trees of “Kabuyaw”, the fruit of which was used as shampoo, growing around the
area. When the priest asked for the name of the place, the native females readily answered
“Kabuyaw” thinking that the priest was asking for the name of the trees growing around the
wharf. From then on, the priests and other Spanish officials called the town of Tabuko as
Kabuyaw.

Population/ Language/ Area

According to the 2010 population census, Cabuyao City has a total population of 248,436. It
has a total land area of 43.30 km2 (16.72 sq mi).

The City of Cabuyao is located about 43 kilometres (27 mi) southeast of Metro Manila, at
the western portion of Laguna. It is bordered by the Laguna de Bay, the country’s largest
lake, to the north (N), Calamba City to the east (E) with Barangays Uwisan (NE), Banlic &
San Cristobal (E) and Mapagong & Canlubang (SE), some portion of Silang, Cavite (Brgy.
Puting Kahoy) to the south (S) and by the Santa Rosa City to the west (W) with the
Barangays Malitlit (SW), Dita (W) and Caingin (NW) respectively. Cabuyao is
approximately 54 kilometres (34 mi) away from Santa Cruz, the provincial capital, and 9
kilometres (5.6 mi) from the city center of Calamba City, the chartered city and regional
center of CALABARZON region.

Tourist Spots

Batingaw Festival – A festivity commemorating the legendary Kampanang Ginto which


Cabuyao is known.The celebration always starts with the simultaneous ringing of church
bells, which Cabuyeños believe that it brings good agricultural harvest.
Cabuyao Day – It consists of a weeklong celebration starting from a Parade of Floats of
each barangay, in which the decorations of each float feature and showcase the way of
living of the community of each barangay of Cabuyao. Followed by Street Dancing
Competition at the City Proper, in which all College and High Schools compete for the said
competition. The celebration also includes different amateur shows like Orchestra, Music
Band and Celebrity shows at the City Plaza.

HISTORY OF PAMANTASAN NG CABUYAO

On April 16, 2003, then-municipal mayor Proceso D. Aguillo signed Municipal Ordinance
No. 2003-059, “Ordinance Establishing the Pamantasan ng Cabuyao (University of
Cabuyao) and Other Purposes,” creating the Pamantasan ng Cabuyao (PnC). The institution
began offering classes in business administration, information technology, education,
nursing, and midwifery in June 2003.

Before the Pamantasan ng Cabuyao was founded, the Laguna State Polytechnic University
(LSPU) had a satellite campus at the Cabuyao National High School. A memorandum of
understanding between the mayor of Cabuyao Municipality and the LSPU president served
as the basis for the LSPU’s operations. The LSPC-Cabuyao Campus began its operation in
1993 and ended on March 31, 2003.

In the latter half of 2002, faculty, and students at LSPC protested the LSPC president’s
leadership. With the support of most students, who were mostly Cabuyeños, the protest was
found by the Sangguniang Bayan of Cabuyao to be true and based on facts. It caused the
memorandum of agreement to be terminated, and the only option left to the mayor’s
administration was to establish Cabuyao Community College.

Considering the anticipated closure of LSPC-Cabuyao, faculty members under the


leadership of Charlemagne Laviña and Frank Parao aided the mayor’s office and advised
them that the Pamantasan ng Lungsod ng Maynila (PLM) is the model school for local
colleges. Dr. Benjamin Tayabas, who was president of PLM at the time, helped the town of
Cabuyao and personally oversaw the establishment of the institution. He recommended
calling it Pamantasan ng Cabuyao. Municipal Ordinance No. 2003-059 was enacted by the
Sanguniang Bayan on April 15, 2003. The following day, Mayor Proceso D. Aguillo gave
his approval to the same.

Pamantasan ng Cabuyao was personally inaugurated by no less than President Gloria


Macapagal Arroyo on June 19, 2003, on the 107th birthday of Dr. Jose Rizal and officially
started its operations on July 31, 2003, the birthday of its founding mayor.

In 2017, the university received its Commission on Higher Education (CHED) Institutional
Recognition, becoming one of the few local colleges and universities (LCUs) to receive
such recognition. The university was awarded by the Duterte Administration the right to
avail of the FREE COLLEGE EDUCATION or the Universal Access to Quality Tertiary
Education (UNIFAST) under the Republic Act 10931 – becoming one of the 76 LCUs in
the country to be given such right to free education in 2019.

To date, PnC has been awarded by ALCUCOA with twelve (12) Level 2 and two (2) Level
1 programs. The higher level of accreditation is a testament to the university’s commitment
to providing free quality education, especially to its talented marginalized student populace.
Today, PnC is one of the few leading local colleges and universities in the Philippines with
level 2 accredited programs. The university produced topnotchers in the fields of education,
nursing, and engineering.

Forward-looking, PnC envisions itself becoming the premier leading local university in
Region IV by further elevating its academic standards, thereby producing value-laden and
globally competent graduates, and continuously striving for improvement in quality services
in instruction, research, and extension.

PnC commits itself to the holistic education of every “Dangal ng Bayan”, thereby producing
graduates that bring pride and honor to the nation.
