After two years of confined learning, education is finally a few steps away from going back to
where it was left off due to the pandemic. Just a few months ago, face-to-face classes were fully
conducted in the month of August last year. However alongside implementing classes, the Department
of Education files another futile order. An order which apparently aims to promote professionalism
within the concerned group.
DepEd Order no.49 s. of 2022 or the Promotion of Professionalism in the Implementation and
Delivery of Basic Education Programs and Services, mandates and requires the institution’s personnel to
treat teachers and learners with the highest degree of respect. The order was released on November 2,
2022, and signed by Vice President and Education Secretary Sara Duterte.
As written and proposed in the order, teachers and students are prohibited from interacting in
any form outside of school grounds. However, students may have queries and clarifications after class,
and with the order in consideration, these queries will be left unanswered. The learners are left with no
choice but to bear confusion until the day of classes to receive assistance.
One frequently mentioned value in the classroom is for students to treat their teachers as their
second parents. Learners have grown accustomed to the phrase. It is a part of the Filipinos’ sociocultural
habits to regard teachers whenever and wherever they meet. Students, however, are forbidden to do so
with the order served on a plate.
As also stated in the order, schools are prohibited from seeking financial assistance and
sponsorship from individuals or organizations outside the institution. The need for help, however, would
not have occurred if the school received sufficient funds to cover all the expenses The school’s electric
bill alone consumes the entire budgeted amount. All of this is why garnering help from outside is
unavoidable.
If the order is merely a reminder of the department’s existing rules, why are the rights of
freedom sacrificed in exchange for so-called professionalism? Students are hindered from developing
deeper connections with their teachers. The school is forced to dig aid for financial issues only within the
institution. Resulting from all of this, visions are narrowed. In the end, the institution and its people are
forced to keep thinking inside the box.#
