SPECIFICATION P-
0.1 This specification has been prepared by the Design Department (NTDC).
0.2 This specification is intended for the procurement of material, either in loose
form or for grid station works on turn-key basis and does not include
necessary provisions of a contract.
0.3 This specification deals only with aspects regarding supply of the gas-
insulated switchgear (GIS) together with their accessories, control and
monitoring devices, ancillary equipment, supporting structures, T&P, auxiliary
systems, cabling, earthing material etc. and does not include other equipment
of the substation such as power transformer, power cables, lightning arrestors,
control and relay panels, low voltage switchgear, batteries, battery chargers
etc.
1. SCOPE
1.2 This is basically a performance specification and covers such general aspects
as ratings, principal constructional features, methods of terminal connections,
marking, packing and the tests at manufacturer’s works as well as at site.
2. REFERENCE STANDARDS
Applicable Standards
Regarding the insulating medium SF6 the latest issues of the Regulations of
the European Community (EC) concerning fluorinated greenhouse gases
shall apply as listed below.
Regarding the use of hazardous substances the latest issue of the Regulation
of the European Community shall apply as listed below (RoHS-compliance).
2.2 The components shall conform to, and comply with, the latest applicable
standards, rules, codes and regulations of the internationally recognised
standardising bodies and professional societies as may be approved by NTDC.
The manufacturer shall list all applicable standards, codes etc. and provide
copies thereof for necessary approval.

2.3 For certain equipment, reference has been made to separate NTDC
specifications and such equipment shall comply with the requirements of that
NTDC Specification where applicable.
2.4 The definitions given in above IEC Publications shall apply herein.
2.5 In case the requirements laid down herein differ from those given in above
standards in any aspect, the switchgear shall comply with the requirements
indicated herein with regard thereto.
3. SERVICE CONDITIONS
The gas-insulated switchgear and all its accessories, components and ancillary
equipment shall be designed for satisfactory operation under the following
service conditions.
3.1.1.1 It may be assumed that the ambient air is not normally heavily polluted by
dust, smoke, corrosive or flammable gases and vapours or salts. However,
during some period of the year, severe rains dust and lightning storms may be
experienced. Fine dust particles are usually present in air and these may
deposit on exposed surface.
3.1.1.2.1 Certain areas are subject to heavily polluted atmosphere and insulation of out
door bushings for installation in such areas shall have extended creepage
distance from live to earthed parts as specified in clause 7.3.5.

The relative humidity may range upto 100 percent. The maximum values of
the ambient temperature and humidity, however, may not occur
simultaneously. During the monsoons, in the months of July and August, high
humidity may persist for many days at a time with temperature ranging from
30 deg. C to 40 deg. C.

5. RATINGS
5.1.1 The rated values of the principal parameters of gas-insulated switchgear and
their components shall be as given in Table-I. The switchgears of different
ratings have been designed as follows:

5.1.2 The rated DC supply voltage for various control and auxiliary circuits shall be
220 V for type ‘A’ switchgear and 110V for type B&C switchgears.
5.2.1 The temperature rises of various parts of the switchgear elements and
components shall not exceed the limits given in the relevant IEC Publications,
the values whereof being, however, reduced by 10ºC due to the higher ambient
temperature specified herein.
5.2.2 For main connections, including busbars and for enclosures of the switchyard
including such points thereof as are accessible to an operator in the normal
course of his duties, the temperature-rise at rated normal current and rated
frequency shall not exceed the limits given in IEC-62271-203, the values
whereof being, however, accordingly reduced in consideration to higher
ambient temperature specified herein.

6. REQUIREMENTS
6.1 General
6.1.2 The GIS may be installed outdoor or housed in a separate switchgear building
and the required type will be specified in the tender documents. The GIS shall
be installed on suitable supporting frames or pads which shall be included in
the scope of supply. The supports shall have provision for levelling
adjustments.
6.1.3 All the equipment including auxiliaries described in this specification shall be
designed and dimensioned to operate continuously at the specified ratings
under the specified service conditions without requiring roofing or forced
ventilation in case of outdoor installation and air conditioning, external
heating, dehumidification or pressurisation in the switchgear building except
normal ventilation in case of indoor installation. The manufacturer may,
however, propose appropriate ventilation requirements to be met by the
switchgear building in the case of indoor installation.
6.1.4 Materials
6.1.4.1 All parts of the switchgear including mechanism, devices and other
accessories shall be constructed from materials having composition and
properties best suited for the intended service under climatic and operating
conditions specified in clause 3. The moving parts shall be of such materials as
would prevent sticking of parts due to rust or corrosion. In case of outdoor
installation, all parts of the switchgear including enclosures, operating
mechanisms, linkages, joints, gaskets, local control cubicles, instrument list
shall be weather proof and given special treatment to prevent ageing, rusting
and corrosion due to the climatic conditions. Joints and coupling between
different metals shall be avoided to prevent electrolytic action. The bearings
and other such parts, which require lubrication for proper operation, shall be
applied with permanent type lubricant to eliminate the need for greasing
during the service life. All supporting steel work shall be hot-dip galvanised
and all exposed metal surfaces of frames, tanks, enclosures, operating
mechanisms, control cubicles etc. which would normally be rust-proof
painted, shall be applied one additional coat of the suitable primer with rust
inhibiting properties prior to normal painting.
6.1.4.2 All the materials used in the construction of the GIS shall be brand new and of
good quality free from all defects and imperfections. The manufacturer shall,
if requested, furnish necessary test certificates for the materials used in the

construction of the GIS. The design and workmanship shall throughout be of
best quality and conform to the best modern engineering and trade practices.
6.1.4.3 All current carrying parts shall be made of electrolytic copper or aluminium.
All interconnecting sections of current transferring parts shall be silver plated.
6.1.5 Layout
6.1.5.1 The design and layout of the GIS shall be such that installation, replacement,
maintenance and future alterations and extension can be undertaken easily and
conveniently with a minimum of time and expense. Also, the arrangement
shall be such as to offer maximum flexibility to facilitate realization of all
configuration of a substation as well as complete freedom to arrange the
equipment to suit any particular configuration of a given substation.
6.1.5.2 The arrangement of equipment shall provide adequate access for operation and
maintenance. The parts which are subject to wear and tear in service shall, in
particular, be arranged for easy access. Necessary means for access such as
stair, gateways etc. shall be provided.
6.1.5.3 The GIS and its associated devices and equipment including accessories,
interconnections, earthing switches, enclosure, piping, wiring, supporting
structures and frames etc. shall be so constructed and arranged that no
structural failure occurs under transport, storage, erection and service
conditions. The factors of safety throughout shall be chosen liberally so as to
provide ample design margins for the thermal and mechanical stresses that
may be encountered in service.
6.1.5.5 The GIS shall be designed so as to ensure high reliability, operational security
and personnel safety under all normal operating and fault conditions. No part
of the equipment shall fail to respond or shall result in false operation or give
unsatisfactory performance under normal service conditions.
6.1.6 Vibrations
6.1.6.1 GIS shall withstand throughout its service life the possible transmitted
vibrations of any directly or indirectly connected equipment as well as the
shocks caused by operation or maintenance of such equipment.
6.1.6.2 The equipment shall be designed to withstand the seismic effects due to earth
tremors of intensity specified in clause 3.3 and will remain in operating
conditions during the following such disturbances without damage.
6.1.8 Noise
The switchgear and its associated apparatus shall be of such design and
arranged in a manner that would produce minimum noise during service and
on an operation of the switchgear. The maximum value of noise level shall be
indicated by the manufacturer and will be subject to approval of NTDC.
6.1.9 Maintenance
The switchgear and all its components and accessories, both internal and
external to the switchgear, shall be designed for long maintenance-free
operation. The minimum internal between major inspection/overhaul including
refilling or replenishment of gas, shall be 10 years or 5000 operations
whichever is earlier, while minor inspections (which will be restricted to
visual checking and adjustments of external parts only) shall have minimum 5
years interval between them.
6.2.1 Switchgear
6.2.1.1 The single line diagrams of a typical elementary transformer bay and a typical
elementary line bay are given in drawings No. PDW/TE-1069, 1070, 1071 and
1072. The gas-insulated switchgear shall be generally formed and arranged in
accordance with these drawings unless indicated otherwise in the single line
diagram of the substation concerned.
6.2.1.2 The type ‘A’ switchgear will be of double busbar configuration or one-and-a-
half breaker array as indicated in the single line diagram of the relevant
substation. The types B&C switchgears will generally employ double busbar
and single busbar scheme respectively. Provision shall, however, be made in
case of type ‘C’ switchgear for conversion from single busbar to double
busbar scheme at a later stage.
6.2.1.6 It shall be capable of extension in the future by addition of extra line bays,
transformer bays, bus coupler and associated bus bar sections `and without
complete shut-down of the substation. Similarly, replacement of any part or
sub-assembly, for any reason, should cause minimum of disruption to the
remaining equipment. Maintenance of any equipment in a bay shall be
possible without having to drain gas from other parts of the bay or switch off
or disturb and other bays of the installation. The bidders shall furnish with the
bid sufficient information and details so as to clearly demonstrate the
suitability of offered switchgear design in these respects. The design and the
characteristics of the GIS shall be well coordinated with those of the system in
which it is intended to be used so as to ensure that faults of any kind in the
network will not lead to the faults in or damage to GIS installation as a whole
or any part thereof or endanger the safety of operation personnel.
6.2.1.8 The control and supervision of the GIS shall be accomplished through control
and relay panels in the central control room in the substation as well as from
the individual local control cubicles to be supplied by the manufacturer of
GIS. The local control cubicles shall be provided with all equipment, control
and measuring devices as well as necessary auxiliary contacts etc. for remote
control and monitoring.
6.2.1.9 All components of same rating and construction which may need to be
replaced shall be interchangeable. Similarly, all identical modules of the
switchgear shall be easily interchangeable.
6.2.2 Enclosures
6.2.2.1 In order to prevent hazards approach to live or moving parts, all such parts of
switchgear shall be contained in hermetically sealed, cylindrical, permanently
earthed metal enclosures which shall be firmly bonded together to ensure

electrical continuity and filled with dry SF6 gas at appropriate presure to
ensure complete safety to human life. The various components of the
switchgear which are at ground potential shall be bonded together and
connected to a continuous copper ground bus extending to entire length of
switchgear and of adequate to the rated short circuit current. Necessary
terminal pads and connectors suitable for 95-120mmsq. stranded copper
conductor shall be provided to connect switchgear ground bus to substation
earthing mesh at a number of points.
6.2.2.2 The enclosure shall be made of approved steel or aluminium alloy and the
thickness shall be so selected as to withstand the normal and transient
pressures to which it may be subjected in service including the effects of
possible transmitted vibrations and internal arc. Depending upon the material
used for the enclosures consistent with the requirements of corrosion
resistance and thermal and mechanical strength, necessary measures shall be
taken to minimise eddy currents and allow passage to fault-currents without
exceeding the permissible temperature and voltage limits. The enclosures shall
meet the requirements of appropriate ASME code or equivalent pressure
vessel standard.
The ordinary earthing switches shall also be provided with motor and manual
operating mechanisms. Electromechanical interlocking with associated
disconnectors and electrical interlocking with other disconnectors in the circuit
shall be provided to ensure against incorrect operation. Necessary interlocks
shall also be provided between manual and motor operating mechanisms.
High speed closing earthing switches capable of making full rated peak short
circuit current and interrupting possible capacitive and inductive currents shall
be provided where required. These shall be provided with motor charged
spring operating mechanism and shall be fully interlocked electrically and
electromechanically with associated equipment as necessary to prevent mal-
operation. It shall be possible to close the switch even when auxiliary supply
has failed.
6.2.3.1 The switchgear shall incorporate single pressure single break puffer type SF6
gas-insulated circuit breakers suitable for single pole rapid auto-reclosing in
case of type A switchgear and single shot triple pole rapid auto-reclosing in
case of types B&C switchgears. They shall generally comply with the
requirements of respective NTDC specifications for 132 kV & 220 kV power
circuit breakers as far as applicable and except to the extent modified herein.
6.2.3.2 The interrupting chambers of the circuit breakers shall be equipped with
separate over-pressure relief and gas density monitoring devices. The gas in
the interrupting chambers shall not be allowed to mix with gas in the breaker
compartments or other adjacent modules.
6.2.3.4 All rated parameters of the circuit breakers including the breaking time shall
be complied with at minimum permissible gas density and minimum specified
DC control voltage.
6.2.3.5 The operating mechanism shall only be spring or hydraulic/spring type and
shall also enable emergency manual operation of the breaker. Facilities shall
also be provided for manual slow closing of circuit breaker for maintenance
purposes.
6.2.3.6 The circuit breakers shall be provided with operation counters may be located
in the local control cubicle.
6.2.4.1 The disconnectors & earthing switches shall be SF6 gas-insulated, metal-
enclosed, group-operated, single-throw type. They shall comply with
requirements of IEC except as may have been specified otherwise in this
specification and as modified by IEC-62271-102.

6.2.4.2 The disconnectors shall be so designed that no dangerous leakage currents can
pass from the terminals of one side to any of the terminals of the other side of
the isolator.
6.2.4.3 The disconnectors & earthing switches shall be equipped with self-aligning,
high pressure type silver-faced copper contacts. The contacts shall be capable
of carrying full rated and short-circuit currents without overheating or
welding. All current carrying parts shall be independent of any springs, hinges
or movable pin connection.
6.2.4.4 The disconnectors shall be equipped with local as well as remote controlled
power-operated mechanism. The mechanism shall be operated by DC motor.
A manual operating mechanism shall also be provided to be used in
emergency. Local/remote electrical operation shall be prevented for the
complete feeders and all adjacent devices on the busbar when manual
operating having is engaged. If the disconnector has been opened manually, it
shall be possible to close it electrically and vice versa.
6.2.4.5.1 The earthing switches shall be provided with their own operating mechanism
which shall be operable either by DC motor or manually as specified in clause
6.2.2.5. Each earthing switch shall be provided with grounding strap of
adequate size for connection to earthing system.
6.2.4.7 The disconnectors and earthing switches including their operating mechanisms
shall be so constructed that they cannot inadvertently come out of their higher
open or closed position by forces due to short-circuit, gravity, gas presure,
vibrations, reasonable shocks, accidental touching of the connection
_________ of their operating mechanisms by other forces which may occur in
service. The disconnectors of earthing switches shall be provided with locking
facilities to permit locking both in open or close positions and in these to
positions only.
6.2.4.8 All connectors and earthing switches shall be equipped with mechanical
position indicators directly coupled to the driving shaft and clearly visible
from the operating position on the floor. It will be preferred if an accessible
inspection window is also provided in the housing of each disconnector and
earthing switch to ensure isolating distance or gap by observing the position of
each movable contact.
6.2.5.1 The current and voltage transformers shall be SF6 gas-insulated and shall be
suitable for their intended service. They shall comply with requirements of
relevant IEC Standards.
6.2.5.2 They shall be located in separate compartments as for as possible. The voltage
transformers shall be capable of mounting directly on the switchgear.
6.2.5.3 They shall be designed for satisfactory and reliable operation in conjunction
with the gas-insulated switchgear under all rated and fault conditions in the
given networks with solidly grounded neutral. The cores shall be made of high
grade silicon steel stampings having high permeability and shall be so
designed as to assure and maintain specified accuracy throughout service life.2
6.2.5.4.1 The current transformers shall be of toroidal design and shall be mounted
within the switchgear enclosure. Alternative designs can be offered subject to
approval of NTDC. The secondary terminals of the CTs shall be brought out
of the switchgear enclosure and housed in suitable accessible terminal boxes.
All secondary leads shall be wired to shorting-type terminals.
6.2.5.6 The required grounding pads and earthing connectors suitable for 95-
120mmsq. stranded copper conductor shall be provided for necessary ground
connections to substation earthing system.
6.2.6.1 Pressure
In order to minimise leakage, the rated operating pressure of the SF6 gas in the
switchgear shall be kept as low as possible without compromising the
dielectric requirements for safe operation of the switchgear. Further the gas
pressure shall be chosen so that no liquefaction can occur down to the
specified minimum temperature. The manufacturer shall state the minimum
pressure and density of the SF6 gas in switchgear at which the rated values of
insulation level and all other performance characteristics of the switchgear are

assured to be compiled with and safe and trouble-free operation of the
switchgear is guaranteed. All parts of the switchgear shall be able to withstand
continuously at least the rated voltage with SF6 gas at atmospheric pressure.
All gas sections of the switchgear shall be equipped with a reliable two-stage
(i.e. alarm and lockout) SF6 gas pressure monitoring system. The pressure
switches having temperature compensated characteristics shall be provided
with each separate gas compartment for monitoring the gas density/pressure.
They will be provided with necessary contacts which will be set to operate to
give first stage alarm if the SF6 gas pressure falls below normal operating
pressure followed by second stage alarms and tripping or blocking of
operation of the associated parts of the switchgear, as necessary, if the
pressure drops still further to a level beyond which it would not be
recommended to operate the switchgear, or certain parts of it, for reasons of
safety and reliability. The alarm shall comprise a local and remote audible
signal and visual indication on the control panel in the central control room of
the substation. Similar alarms/lockout features shall be provided also for low
pressure conditions of the SF6 gas in the circuit breakers chambers. Safe
operation of the switchgear and satisfactory performance of all its purrs shall
be guaranteed down to the second stage alarm. False alarms shall not occur
during normal operation of the switchgear. The manufacturer shall indicate the
alarm and lockout pressures and furnish details of lockouts recommended in
the event of excessively low SF6 pressure in any switchgear compartments. It
shall be possible to check for the proper operation of the monitoring system
and to carryout necessary adjustments or replacements without having to drain
the gas from any compartment. A diagram showing in colour various gas
sections of the switchgear, necessary piping and interconnections, and the gas
pressure ranges shall be mounted near control cubicle for ease of supervision.
All gas monitoring piping including their fittings shall be made of copper,
brass or stainless steel.
6.2.6.3 Filling/Replenishment
The SF6 gas in sufficient quantity for the first filling of the switchgear, taking
into account usual losses during filling, shall be supplied. In addition, at least
10% surplus quantity of SF6 gas shall be supplied in non-returnable gas
bottles as future reserve. For filling the gas in the switchgear and to allow
subsequent renewal, replenishment or treatment of the gas, suitable self-
sealing vacuum connections shall be provided on each separate gas
compartment of the switchgear. Replenishment of the gas shall be possible
with the switchgear remaining in service. Service car shall be of a capability to
tear vacuum of the biggest compartment within two (2) hours.
6.2.6.4. Maintenance
The SF6 gas characteristics shall be such that, under normal operating
conditions, frequent treatment of SF6 gas shall not be necessary. The
manufacturer shall state the quality and quantity of SF6 gas to be used in the
switchgear for long continuous satisfactory operation and provide necessary

instructions for renewing the gas and maintaining its required quantity and
quality. The information shall include the minimum, normal and maximum
operating pressures, dew point, permissible moisture content in the gas etc.
taking into account the specified ambient conditions. The data regarding gas
characteristics corresponding to the degree of deterioration beyond which
treatment or replacement of gas would become necessary and same to required
operating condition shall also be supplied. Necessary mobile gas treatment and
filling plant consisting of vacuum pumps and compressors and including gas
storage tank, SF6 gas bottles, fittings, connections, hoses and other required
tools, accessories and gauges and instruments etc. shall be supplied. The gas
treatment and filling plant shall generally conform to NTDC Product
Description PD-150 and be suitably dimensioned for the intended service.
6.2.7.1 Separate control cubicles including bay control units shall be provided for
each bay which shall be installed near the switchgear for local control and
monitoring of respective switchgear bay. They shall be free-standing type
made of sheet steel 2.3mm thick and shall be provided with lockable doors.
The cubicles shall be self-contained, fully assembled and ready wired for the
required applications.
6.2.7.2 All necessary control switches, devices push buttons, indicators, instruments,
interlocking alarms, terminal blocks etc. shall be provided so as to facilitate
full and independent control and monitoring of the switchgear locally. Key
operated local/remoter selector switches and necessary contacts shall also be
provided for remote control and signalisation, interlocking shall be effective
under local as well as remote control of the switchgear. Each cubicle will be
provided with 25x5mm copper ground bus in the bottom for earthing mimic
diagrams with position indicators (semaphore) for all circuit breakers, isolators
and earthing switches shall be provided on the cubicles doors. If position
indicators of LED type will be used, a control switch shall be installed to
switch off indication as long as switchgear control room is not manned.
6.2.8.1 Painting
All interior and exterior surfaces of the steel enclosures shall be thoroughly
cleaned to prepare the metal surface for paining. Three coats of paints shall be
applied. The first coat shall be a primer of zinc chromate and iron oxide or any
other primer which has equivalent weather resistance and rust inhibiting
properties. The second coat shall be based on synthetic resin with suitable
properties for resistance to corrosion and weathering. The third finish coat
shall also be based on a synthetic resin and shall have a hard durable surface
with high scratch resistance and excellent weathering properties. The total
paint thickness shall be atleast 0.08mm on flat surfaces and 0.06mm on curved
surfaces. The thickness of inside paint may be 0.02mm less. The surfaces shall
be finished in grey mat colour outside and white colour inside.
6.2.8.2 Galvanising
The steel parts e.g. supporting frames, structures, bushing flanges etc. which
are not normally painted, shall be hot-dip galvanised in accordance with
NTDC specification P-82:81.
The connections between switchgear and line bays or transformer bay shall be
by one of the following means:
The line bays in case of type ‘A’ switchgear shall be connected to 220 kV
overhead lines through SF6-to-air bushings and, for this purpose, each line bay
in type A switchgear shall include and be terminated into suitable SF6-to-air
bushings.
In case of types B&C switchgears, the line bays may either be connected to
132 kV overhead lines through SF6-to-air bushings or coupled directly to 132
kV XLPE-insulated underground cable feedings as indicated in the single line
diagrams of the respective substations or specified in the tender documents.
Accordingly, the line bays will include and be terminated into suitable SF6-t0-
air bushings in the former case and appropriate gas-insulated cable-end boxes
in the latter case.
7.3.1 The SF6-to-air bushings shall be mounted on suitable hot dip galvanized steel
supporting structures and all necessary materials including gas-insulated ducting
complete with busbars, flanges, elbows, interconnecting piping and valves, expansion
bellows, supporting structures and any other fittings or couplings required to render
the connection complete in every respect shall be supplied alongwith the bushings. In
case of indoor installation, wall type outdoor bushings may also be considered.
7.3.2 The bushing shall be outdoor type ,wet process porcelain with glazed brown colour
and shall comply with requirements of IEC 60137.... They may be condenser type,oil
– filled or SF6 gas insulated.
7.3.3 The lightning impulse and power frequency voltage withstand levels of the bushings
shall be same as those of the switchgear as specified in Table-I .The radio interference
voltage(RIV) shall not exceed 500 microvolt measured at 1MHZ and applied voltage
equal to 110% of the rated voltage.
7.3.4 The bushings shall be provided with terminal studs 125mm long and 60mm in dia in
case of types A&B switchgears. In case of type C switchgear, the stud shall be
125mm long and 60mm in dia for bushings of linebays and 80mm long and 30mm in
dia for bushing transformer bays.

7.4 Cable –end Boxes
7.4.1 Suitable gas-filled cable-end boxes (Potheads) shall be included in the
switchgear, where required, to accommodate 132 kV, XLPE-insulated, single
core aluminium/copper cables terminations. They shall be provided with
necessary terminal adapter for the cable termination.
7.4.2 The cable end boxes shall meet the requirements of cables and their
terminations to be procured by NTDC separately and necessary details in this
regard will be provided afterward.
7.4.3 The cable-end boxes shall be equipped with separate flanges and suitable
means to facilitate dielectric testing of switchgear and power cables without
having to dismantle any part of the switchgear. The parts of switchgear which
remain connected to the cable shall be capable of withstanding the D.C. and/or
A.C cable test voltages.
7.4.4 The cable-end boxes shall be designed to accept the cable alongwith its
termination one from below. The necessary supports for the cables shall be
supplied. The required grounding facilities for the cables shall also be
provided.
8. MARKING
8.1 Name Plates
8.1.1 The GIS shall be provided with appropriate name plates made of stainless steel
or other non-corrodible material. The name plates shall be fixed on each bay
of the switchgear in such position that all information is clearly visible with
switchgear in service.The information on the name plates shall be in English
language and legibly and indelibly marked by engraving or in other approved
manner.
8.1.2 The following minimum data applicable to the switchgear and its components
shall appear on the switchgear name plate:
- Complete switchgear
- Line bays
- Transformer bay
- Sectionaliser bay, if any
- Voltage transformer

8.2 All equipment, components and units of the switchgear assembly shall be
properly identified by means of suitable identification plates fixed on or near
each unit and component enclosure. These plates may also be marked with the
corresponding designations of the units and components as indicated on the
mimic diagrams on the respective control cubicles.
9.1.1. The manufacturer shall propose in the bid requirement of spare parts which are
deemed necessary to stock. A complete list of the recommended spare parts,
alongwith quantities and unit prices, required for 5 years operation of the
switchgear shall accompany the offer. While recommending the spare parts,
the following concepts may be kept I view:
iii) Replacement of the best sensitive parts, such as gaskets, due to severe
service conditions.
9.1.2 All spare parts shall be new and strictly interchangeable with the parts which
they are intended to replace and shall strictly conform to the relevant
specifications.
9.1.3 For each separate piece of equipment, the manufacturer shall give a spare parts
book. This spare parts book shall contain an assembly drawing of the
equipment which shall show all parts of the equipment separately marked,
designated and referenced. The book shall also contain sketches of each part
with the part number and the designation of the part. The material of the part
shall also be indicated. These sketches and lists of spare parts shall be cross-
indexed with the assembly drawings. The spare parts book shall present
information in a simple manner so that non-technical personnel may also be
able to indent these spare parts. the list of spare parts required shall be made
with reference to the spare parts book.
9.1.4 The spare parts shall be treated and packed for long storage under the service
conditions specified in clause 3. Each spare part shall be clearly marked or
labelled on the outside of its packing with its description and purpose and,
when more than one spare part is packed in single case or container, a general
description of its contents of its contents shall be shown on the outside of such
case or container and a detailed list enclosed. All cases, containers or other
packages shall be marked and numbered in an approved manner for purpose of
identification.

9.1.5 All cases, containers or other packages are liable to be opened for examination
and packages shall be designed to facilitate opening and repacking afterwards.
10. PACKING
10.1 The switchgear and its accessories, ancillary equipment, spare parts, tools etc.
shall be packed so as to guarantee safe transportation of equipment under any
conditions and limitations which may be encountered.
10.2 The packing shall be suitable for transportation by sea, rail and road and shall
be capable to safety withstand the rigours of handling and transportation by
any of these modes.
10.3 The weights and dimensions of the packages shall be within reasonable limits
in order to facilitate handling, storage and transportation by ordinary means.
All boxes in excess of 500 kg should be adequately marked for stringing and
lifting as necessary. The boxes should be provided with lifting hooks attached
by means of vertical rods or plates to strong bottom plates.
10.4 The packing shall be adequate and arranged in such a manner as to provide
protection against breakages, damages and losses in transit from the point the
consignment leaves the manufacturer’s works until its arrival at final
destination in Pakistan. It should also ensure protection from corrosion and
fungus growth due to exposure to weather in open storage for long period
which may extend to over one year. The packing will be considered
satisfactory if the equipment arrives in sound condition at the site of
installation after temporary storage.
10.5 For shipping and transportation, the assembled switchgear modules may be
filled with dry nitrogen or SF6 gas at suitable pressure above atmospheric
pressure to avoid ingress of moisture and other contaminants into the modules.
11. TESTS
11.1 General

11.1.1 The tests specified herein for gas-insulated metal-enclosed switchgear
including its sub-assemblies, units and components comprise three categories
i.e. type tests, routine tests and tests after erection as detailed below. These
tests shall be performed in accordance with the requirements of IEC except to
the extent modified by this specification.
11.1.2 In addition, equipment, components and units forming part of metal enclosed
switchgear e.g. circuit breakers, isolators and earthing switches, instrument
transformers etc. which are covered by separate IEC standards, shall be fully
tested according to the requirements of the relevant standards of the apparatus,
except to the extent modified herein, taking into account the conditions given
in the following clauses.
11.1.3 The tenderers shall clearly indicate in their offers all such matters, values etc.
if any, as require agreement between the manufacturer and user in connection
with certain tests for approval of NTDC.
11.2.1 Type tests specified below are meant to verify the design characteristics of the
switchgear including its operating devices and auxiliary equipment and, unless
approved or agreed otherwise, shall be carried out on a competed functional
assembly of one representative switchgear bay having same type, design,
arrangement and ratings as of those to be supplied. The tests shall be carried
out in accordance with relevant clauses of latest edition of IEC.
ii) Tests to prove the temperature rise of any part of the equipment and
measurement of resistance of the main circuits
iii) Tests to prove the ability of the main and earthing circuits to carry the
rated peak and the rated short-time withstand current.
iv) Tests to verify the making and breaking capacity of the included
switching devices.
vi) Tests to verify the protection of persons against contact with live parts
and moving parts.
viii) Tests to verify the protection of the equipment against external effects
due to weather and atmospheric agents applicable.
ix) Tests to prove the radio interference voltage (RIV) level (if an outdoor
bushing exists)

xi) Tests to prove the thermal stability of solid insulation (if applicable).
11.2.2. In addition to the type tests on switchgear as above, all components and units
forming part of the switchgear assembly shall be subjected to all type tests laid
down in the IEC standard applicable to the individual apparatus.
11.2.4 In case an identical switchgear assembly has been previously tested in any
independent laboratory acceptable to NTDC for any of the type tests specified
in clause 11.2.1 and has been awarded by the laboratory “Certificate of
Compliance” (as distinct from the “Report of Performance”) as a token of
having complied with all the requirements of the relevant IEC standards with
respect to those tests, NTDC may consider to waive the requirement of
actually performing the tests covered by the Certificate of Compliance
together with complete type tests of the laboratory and other necessary
documentation, drawings etc. duly endorsed by the laboratory in sufficient
details enabling complete identification to be made of the equipment tested by
the laboratory with that offered in the tender. NTDC, however, reserves the
right to ask to repeat any or all of the tests for which a Certificate of
Compliance may have been furnished by the tender, if deemed necessary.
11.2.5 If any unit or component of the switchgear, e.g. circuit breakers, isolators etc.
has been type tested previously at any independent testing laboratory
acceptable to NTDC in accordance with the requirements of the relevant IEC
standard and a Certificate of Compliance issued by the respective testing
laboratory, the same may be accepted in lieu of actual tests, if found
satisfactory. The said acceptance will, however, be subject to the condition
that necessary type tests as per clause 11.2.1 hereof will be repeated after
assembling of such units or components into the switchgear.
11.2.6 Identification of the Switchgear, Units and Components for Type Tests
11.3.1 The routine tests listed below shall be performed in accordance with relevant
clauses of latest edition of IEC to ensure that the product is in accordance with

the equipment on which type test has been made, to verify the absence of
possible material and/or manufacturing defects and to check mechanical and
electrical functions of the switchgear. These tests shall be performed at
manufacturer’s works on all shipping/transportable assemblies and on all sub-
assemblies of every switchgear bay to be supplied.
11.3.2 In addition to the routine tests on switchgear as above, all components and
units forming part of switchgear assembly shall be subjected to all the routine
tests laid down in the IEC standards applicable to the individual apparatus
prior to being assembled into switchgear and full record of tests shall be
submitted immediately after performance of such tests. However, if
considered necessary NTDC may witness the tests.
11.3.4 The enclosures of welded construction shall be tested in accordance with
ASME or other approved equivalent pressure vessel standard. They may also
be subjected to X-ray or ultrasonic tests, if required.

11.4.2 In addition, a test shall be made to prove the absence of dangerous circulating
currents in the enclosure and other metal parts, such as pipes and framework
etc., which are not intended for such currents.
11.4.3 NTDC may require any additional tests to be made to check the characteristics
and satisfactory operation of the switchgear or any parts thereof.
