Defendant. For Official Use

Complainant, Kevin Steuck, an Assistant District Attorney, being first duly sworn on oath,
deposes and says that:

Count 1: OBSTRUCTING AN OFFICER, REPEATER

The above-named defendant, on or about Thursday, June 1, 2023, in the City of Green
Bay, Brown County, Wisconsin, did knowingly obstruct an officer, while such officer was
doing an act in an official capacity and with lawful authority, contrary to sec. 946.41(1),
939.62(1)(a) Wis. Stats., a Class A Misdemeanor, and upon conviction may be fined not
more than Ten Thousand Dollars ($10,000), or imprisoned not more than nine (9)
months, or both.

And further, invoking the provisions of sec. 939.62(1)(a) Wis. Stats., because the
defendant is a repeater, having been convicted of a felony: felony bail jumping in Brown
County Case 20CF1321 on June 24, 2021, which conviction(s) remain of record and
unreversed, the maximum term of imprisonment for the underlying crime may be
increased to not more than 2 years.

Count 2: DISORDERLY CONDUCT, REPEATER

The above-named defendant, on or about Thursday, June 1, 2023, in the City of Green
Bay, Brown County, Wisconsin, while in a public or private place, did engage in abusive,
boisterous, indecent, profane, unreasonably loud, violent or otherwise disorderly
conduct, under circumstances in which such conduct tended to cause or provoke a
disturbance, contrary to sec. 947.01(1), 939.62(1)(a) Wis. Stats., a Class B
Misdemeanor, and upon conviction may be fined not more than One Thousand Dollars
($1,000), or imprisoned not more than ninety (90) days, or both.

And further, invoking the provisions of sec. 939.62(1)(a) Wis. Stats., because the
defendant is a repeater, having been convicted of a felony: felony bail jumping in Brown
County Case 20CF1321 on June 24, 2021, which conviction(s) remain of record and

unreversed, the maximum term of imprisonment for the underlying crime may be
increased to not more than 2 years.

Complainant is an Assistant District Attorney with the Brown County District Attorney’s Office
and knows of the above offenses on information and belief based upon:

PROBABLE CAUSE:

The complainant, being duly sworn on oath, swears that he has had the opportunity to review
the police reports from Officer Hermans of the Green Bay Police Department, and other
documents supporting this complaint referenced herein, which are the types of reports and
documents kept in the ordinary course of business, which complainant believes to be truthful
and reliable because they have proven to be truthful and reliable on numerous occasions in
the past.

The complainant further asserts that based upon his review of the referenced reports and/or
supporting documents, the incidents alleged occurred in the City of Green Bay, Brown County,
Wisconsin.

1. Complainant’s review of the report of Officer Hermans, which indicates, in part:

On June 1, 2023, at 7:02 PM, I, Officer Hermans, in full Green Bay Police Department uniform,
in a fully marked patrol squad as 2B3, was dispatched to 1521 Shawano Av., at Blaney
Funeral, in Green Bay, Brown County, WI, for a large physical disturbance. Call notes
indicated around 30 people were fighting. Due to the large fight, I activated my lights and
sirens and drove with due regard to the call address.

While approaching the scene, I saw a male/black running away from the scene across the
street to Walgreens located at 116 N. Military Av., in Green Bay. I began to chase the male
with my vehicle and the male continued to run away. I then got out and ran after him and
commanded him to stop and get on the ground. The male would not get on the ground and
refused my commands. I commanded him multiple times to get on the ground, but he did not
comply. I then ordered the male to put his hands behind his back. The male continued to not
comply and began to resist me from placing him in handcuffs and pushed me away from him.
Eventually, the male allowed me to secure his hands behind his back with handcuffs and
double locked them for safety. The male while cuffed continued to resist and tense up his arms
and tried for me to not touch him. I then informed the male he was under arrest for resisting. I
eventually was able to conduct a search-incident-to arrest and did not find any weapons or
contraband. I then asked for the male to identify himself and he refused. He continued to be
uncooperative and not identify himself.

2 other males then walked up and began to create another disturbance and were upset that
their friend was handcuffed. I ordered the other males to step away from me and go to the
curb, but they were not complying. I then requested for additional officers to my location to help
detain the other males causing an additional disturbance. Other officers arrived on scene and
detained the males. The male in my custody eventually identified himself as Brandon B.
Harris, DOB 1/17/03. The other two males detained in the Walgreens parking lot were
identified by other officers.

Brandon was bleeding from his nose and mouth and I requested GB EMS to come look at
Brandon. While Brandon was being treated, I asked for him to explain what happened and if he

would be willing to give me a written statement. Brandon said no to giving a written statement,
but still verbally explained what occurred.

Brandon said he was at a funeral for his friend and that his cousin showed up drunk and
started to cause a disturbance. Brandon did not wish to identify his cousin. Brandon continued
and said his cousin and his Step-Dad started to fight and Brandon jumped in to defend his
Step-Dad. Unknown name or date of birth of Step-Dad. Brandon explained that everyone
started fighting then and a male/black unknown to him started to punch him in the face.
Brandon said he began to punch back. The male attacking Brandon then got into his red
Toyota and drove off when officers were arriving. Brandon said he was not running away from
the scene or officers, but chasing the male who was attacking him. Brandon did not consent in
anyway to be attacked or hit. Brandon described the male as a short male/black in his late
20's, wearing a black and blue shirt.

Brandon was then transported to Bellin Hospital for med clearance for jail. Brandon received
facial stitches from being hit in the face. Pictures of Brandon's injuries were later on uploaded
to this GERP case. Brandon was eventually transported to jail. Charges were referred on him
for resisting and disorderly conduct. Brandon is also a victim in this case from being attacked
and injured. Brandon was issued a victims rights form. Brandon also consented to a medical
release form, which was later on attached to this GERP case.

2. Your complainant has reviewed the records of the Wisconsin Circuit Court Access Program
(CCAP) website, which records are believed to be truthful and reliable as they are records kept
in the ordinary course of departmental business. Said records indicate the defendant was
convicted of felony Bail Jumping in Brown County Case 20CF1321 on June 24, 2021. Said
conviction remains of record and unreversed.

Based on the foregoing, the complainant believes this complaint to be true and correct.
