IMPLEMENTATION OF CHAPTER 4 OF MARPOL ANNEX VI - THE ATTAINED


AND REQUIRED ENERGY EFFICIENCY EXISTING SHIP INDEX (EEXI)
NOTICE TO: All INTLREG Surveyors & Offices / Ship Owners / Operators

APPLICABLE TO: In General to All vessels of 400 GT, for which Marpol Annex VI applies

SUBJECT: Implementation of Chapter 4 of Marpol Annex VI - Attained and Required Energy Efficiency
Existing Ship Index (EEXI)

DEAR ALL,

The purpose of this circular is to inform all regarding the Amendments to MARPOL Annex VI adopted vide
MEPC Resolution 328(76), regarding requirements on Energy Efficiency Existing Ships Index (EEXI). These
amendments will enter into force on 01st November 2022 and will be applicable for all oceangoing vessels
of 400 GT and above.

SUMMARY

During MEPC 76 meeting held on June 2021, the IMO adopted amendments to MARPOL Annex VI,
introducing an Energy Efficiency Design Index for existing ships (EEXI).

Requirements related to the implementation of Regulation 23 - Attained Energy Efficiency Existing Ship Index
(attained EEXI), Regulation 25 (Required EEXI), and ‘2021 Guidelines on the method of calculation of the
attained Energy Efficiency Existing Ship Index (EEXI)’ (Resolution MEPC.333(76)):
1. The attained EEXI and required EEXI is to be calculated for each new and existing ship, which falls into
one, or more of the categories given in respective Regulation 23.1 and Regulation 25.1 of MARPOL
Annex VI or after it has undergone a major conversion as defined in regulation 2.2.17 of MARPOL Annex
VI.
2. The attained EEXI is to be calculated taking into account ‘2021 Guidelines on the Method of Calculation
of the Attained EEXI’ (Resolution MEPC. 333 (76) developed by the Organization, shall be specific to
each ship and shall indicate the estimated performance of the ship in terms of energy efficiency, and
to be accompanied by the EEXI technical file which contains the information necessary for the
calculation of the attained EEXI and shall show the process of the calculation.

3. EEXI improvement measures in achieving the CO2 targets include, but not limited to the following:
a. Engine power limitation (EPL): ≈ 37%.
b. Change in fuel type from marine diesel oil (MDO) to liquefied natural gas (LNG): ≈ 25%
c. Propeller retrofit with redesigning of propeller: ≈10%
d. Installation of a shaft generator: ≈ 5.6%
e. Installation of energy-saving devices (e.g.: PBCF, wake equalizing duct): up to 4%.
f. Installation of rotor sails: ≈ 3.8%
g. 10% increase in transport capacity (deadweight): ≈ 3%

IMPLICATION
The Ship-owner/Manager shall forward a copy of EEXI Technical File to INTLREG for verification, of Required
and Attained EEXI records of all vessels to Intlreg. INTLREG shall carry out the verification process of the EEXI
according to ‘2021 Guidelines on the method of calculation of the attained Energy Efficiency Existing Ship
Index (EEXI)’, Resolution MEPC.333(76), and survey requirements as per MARPOL Annex VI, regulation 5 to
issue an International Energy Efficiency Certificate (IEEC) with details of EEXI in the certificate. The IEE
Certificate thus issued will be in the new format as per MARPOL Annex VI.
If the EEXI certification requirements are not complied by the stipulated time frame, then the vessels will
have problems in trading internationally. It is probable that some vessels may fail to meet the required EEXI
and options may have to be assessed for compliance.
In order to take care of the same by the EEXI verification compliance date, it is strongly advised to make a
request for quotation (RFQ) for the review and verification of EEXI Technical file, through Intlreg eShips, much
before the first IAPP survey, that is coming after 01 January 2023

APPLICATION

All vessels of 400 GT and above for which Marpol Annex VI apply.
All vessels requesting the Review of EEXI Technical File for verification of EEXI, shall contact THO or apply
through Intlreg eShips platform, well before the compliance date of 01 January 2023, so that there is enough
time for confirming to EEXI compliance requirements, before the first annual, intermediate or renewal
surveys of IAPP. The plan appraisal service is available as “ PEEXI- Plan Appraisal-Energy Efficiency Existing
Ship Index (EEXI) Technical File” which can be requested through the respective survey stations.
