With reference to the subject cited supra, I am directed to bring to your kind
notice that NALSA is desirous to hold National Lok Adalats throughout the country
once in two months in this year and the first such National Lok Adalat is to be
held on 10.02.2018.
I am directed by the Hon’ble Patron-in-Chief and Hon’ble Executive Chairman,
Karnataka State Legal Services Authority to inform the HCLSC, all the DLSAs, TLSCs
and PLAs in the State to hold National Lok Adalats commencing from 10.02.2018 as
per the direction of NALSA.
The following types of cases (pre-litigation and pending) may be taken up for
settlement in the proposed National Lok Adalat:
Pre-litigation
1. NI Act cases under Section 138;
2. Bank Recovery cases;
3. Labour disputes cases:
4. Electricity and Water Bills (excluding non-compoundable)
5. Others (Criminal Compoundable, Matrimonial and other Civil disputes, please
specify)

Pending in the Courts (which are reflected on National Judicial Data Grid)
(i) Criminal Compoundable Offence
(ii) NI Act cases under Section 138;
(iii) Bank Recovery cases;
(iv) MACT Cases;
(v) Labour disputes cases;
(vi) Electricity and Water Bills (excluding non-compoundable)
(vii) Matrimonial disputes;
(viii) Land Acquisition cases:
(ix) Service matters relating to pay and allowances and retiral benefits;
(x) Revenue cases (pending in District Courts and High Courts only);
(xi) Other civil cases (rent, easmentary rights, injunction suits, specific
performance suits) etc., (please specify the category)
(xii) Other criminal cases (You are required to specify the category while sending
the statement.)
It is suggested that the task of identifying suitable cases is to be undertaken
in all earnestness, as it would be a fruitless exercise if a large number of cases are
referred for the Lok Adalat and only a few cases actually get settled. Pre-litigation
cases can also be taken up by maintaining proper records. At the same time, care
must be taken to avoid including such cases where disposal at the Lok Adalat will
result in a non-executable decree.
You are requested to identify the cases which are fit for settlement (category
wise) and submit the report on or before 31.01.2018 to this Authority to place the
same before the Hon’ble Patron-in-Chief and Hon’ble Executive Chairman,
Karnataka State Legal Services Authority and to forward the same to NALSA as
directed. Care should be taken in identifying and settling the matters to avoid
frivolous or collusive cases from being taken up.
KSLSA may be informed at regular intervals about the progress in the
preparations, as it will enable us to brief the Hon’ble Patron-in-Chief and Hon’ble
Executive Chairman, KSLSA and to inform NALSA. DLSAs are required to give
necessary instructions to TLSCs in their unit for needful action.

of public conservancy of sanitation, Electricity/Water/Telephone/Public Utility
disputes etc., pending in the Permanent Lok Adalat Courts and pre litigation cases
which are fit for settlement and to dispose of such cases through settlement.
2. You are requested to co-ordinate with the Chairperson of DLSAs and
Presiding Officers dealing with Electricity/Water/Telephone/Public Utility disputes

and other concerned officers, to work out the modalities for settlement of cases in
National Lok Adalats.
You are requested to hold meetings with the concerned departments
namely Town municipality/Corporation/Electricity companies/Local bodies and
other concerned authorities at an early date to discuss about the modalities of
settlement of Pre-litigation cases in National Lok Adalats.
All the officers are requested to follow the guidelines and try to dispose the
maximum number of cases pending in the Permanent Lok Adalats and other Pre-
Litigation cases of concerned departments.

has issued directions for giving vide publicity about the ongoing National Lok
Adalats during the year 2018.
Hon’ble Executive Chairman of Karnataka State Legal Services
Authority has directed me to forward the approved format of
pamphlets/handbills and flex banners both in English and Kannada
language which is enclosed herewith as Annexure “A” and “B” respectively.
Hence you are requested to get print the pamphlets/handbills (as
required) and flex banners (10 for DLSAs and 5 for each TLSCs) containing
information about the advantages of settling the cases in the National Lok
Adalat scheduled to be held during the year 2018 and to circulate to the
TLSCs in your respective Districts and to give vide publicity by distributing
the pamphlets/handbills and displaying the banners in the conspicuous
places of the court complex and public offices at District Headquarters and

Talukas in your districts by spending reasonable amount and also to meet


the expenses incurred in this regard out of NALSA Funds.
Action taken in this regard may be intimated to this office at the

Hon’ble Sri Justice A.S. Bopanna, Judge, High Court of Karnataka and Executive
Chairman, Karnataka State Legal Services Authority & Hon’ble Sri Justice L.
Narayana Swamy, Judge, High Court of Karnataka and Chairman, High Court Legal
Services Committee intend to hold a meeting, with Chairpersons and Member
Secretaries of your district to discuss regarding the steps that are taken and to be
taken for conducting National Lok Adalat to be held on 10.02.2018 in the State,
through video conference on __________ at ________ pm.

You are requested to adhere to the specific directions that are issued by
NALSA from time to time in the matter of holding National Lok Adalat. Further, the
Chairman and Member Secretaries are supposed to attend the Video Conference
without fail.

Your attention is drawn to the following steps which are suggested to be taken
at your end.

2. The category under ‘Other cases’ means, cases which are pending in
the courts and can be settled/compounded under local laws etc.,
3. To concentrate more on disposal of cases which are pending in District

Tribunal/Forum/Quasi-Judicial Body viz. Revenue Court etc. and to
lay more emphasis on reduction of court pendency.
4. Traffic Challan cases may be taken up only if they are instituted before
30.11.2016.
5. Pre-Lok Adalat sittings with parties to be held to ensure maximum
settlement in the National Lok Adalat.
6. All the Claimant in MACT cases are to be duly informed about the
National Lok Adalat scheduled to be held on 10.02.2018 by sending
notice and also through SMS and other means and suggesting them to
take part in the Lok Adalat to explore the possibility of settling their
matters.
7. To ensure the presence of lawyers along with their parties before the
Lok Adalat whenever their matters are taken up.
8. In pre-litigation matters, only the disputes/matters which have
potential to go to court in very short time may be taken up, only if they
are within the following categories:

(i) Bank Recovery disputes (including those which would fall


u/s 138 NI Act;)
(ii) Labour Disputes; and
(iii) Water and Electricity disputes (including theft cases which
are Compoundable)

(no other cases except falling under the above three categories shall

With reference to the above subject, I would like to bring to kind notice
that as per the direction of NALSA, National Lok Adalat for all types of cases
is scheduled to be held on Saturday 10.02.2018. NALSA has designed an
exhaustive web portal under URL – www.nalsa.gov.in in covering of aspects of
legal services including Lok Adalats. In this connection, NALSA has requested
to direct all DLSAs that from this National Lok Adalat 2018 onwards, the
disposal report shall be uploaded only on the web portal through your User
Id/Admin Access, so that the same could be retrieved as and when required by
NALSA, including preparation for press release.

In this regard, you are required to upload the National Lok Adalat data
on NALSA’s web portal and then furnish the uploaded report to this Authority
in the enclosed proforma within 3.00 pm on the same day without fail.

You are requested to check your Id/Admin Access and have trial
feeding of the data without submitting for upload. If you find any difficulty in
such uploading, you may seek the assistance of the Software Technician in
the District.
Further, you are also required to feed the data w.r.t. the number of
identified cases to be listed/taken up on the day of National Lok Adalat on
10.02.2018. It may be completed upto 4.00 pm on 08.02.2018.

Sub: To organise 3 days Refresher Training for Mediators


in your District – reg

With reference to the above subject, I am directed by the Hon’ble
Executive Chairman of Karnataka State Legal Services Authority, to
request you to conduct 3 days Refresher Training Programme for the year
2018 to the Mediators of your District. You are requested to identify 40
Mediators and send the list of Mediators to this Authority. The first
preference may be given to those Mediators who have not undergone
training in the earlier Refresher Training Programme held during the year
2017.

Hence, you are requested to arrange 3 days Refresher Training


Programme for the selected 40 Mediators as per the training scheduled to
be sent to you in due course. Master trainers/TOTs will be deputed by
Bengaluru Mediation Centre.

You are permitted to spend the following amount out of


State/NALSA fund for organizing the Refresher Training Programme.

1) Rs.60,000/- towards snacks, Lunch and for providing water bottles
to the delegates during the 3 days Training programme.

2) Rs. 3,000/- towards providing scribbling pad, pen and for banner
during the training programme.

3) To pay Rs.1,500/- to each of the Mediators who travel from Taluka


places to the District towards boarding, conveyance and other
incidental expenses.

4) To pay Rs.500/- each to the Mediators from the District


Headquarters for their conveyance and other incidental expenses.

5) To spend Rs.1,500/- towards providing refreshment to the


Members of the District Bar.

You are hereby informed that under no circumstances the


expenditure should exceed the permitted limits.

Sub: To organize the National Lok Adalat on 14th April 2018 – reg

With reference to the subject cited supra, it is to bring to your notice that
NALSA has directed to hold the next National Lok Adalat on 14th April, 2018 on the
following subject matters.
Pre-Litigation
(i) NI Act cases under Section 138;
(ii) Bank Recovery cases;
(iii) Labour disputes cases;
(iv) Electricity and Water Bills (excluding non-compoundable)
(v) Others (Criminal Compoundable, Matrimonial and other Civil disputes –
please specify)
Pending in the Courts (which are reflected on National Judicial Data Grid)
(i) Criminal Compoundable Offence
(ii) NI Act cases under Section 138;
(iii) Bank Recovery Cases;
(iv) MACT Cases;
(v) Labour disputes cases;
(vi) Electricity and Water Bills (excluding non-compoundable)
(vii) Matrimonial disputes;
(viii) Land Acquisition cases;
(ix) Service matters relating to pay and allowances and retrial benefits;
(x) Revenue cases (pending in District Courts and High Courts only);
(xi) Other Civil cases (rent, easmentary rights, injunction suits, specific
performance suits) etc. (You are required to specify the category while
sending the statement.)

It is suggested that the task of identifying suitable cases is to be undertaken


in all earnestness, as it would be a fruitless exercise if a large number of cases are
referred for the Lok Adalat and only a few cases actually get settled. Pre-litigation
cases can also be taken up by maintaining proper records. At the same time, care
must be taken to avoid including such cases where disposal at the Lok Adalat will
result in a non-executable decree and also in identifying and settling the matters to
avoid frivolous or collusive cases from being taken up.
KSLSA may be informed at regular intervals about the progress in the
preparations, as it will enable us to brief the Hon’ble Patron-in-Chief and Hon’ble
Executive Chairman, KSLSA and to inform NALSA. DLSAs are required to give
necessary instructions to TLSCs in their unit for needful action.

With reference to the subject cited supra, it is to bring to your notice that
NALSA has directed to hold the next National Lok Adalat on 14th April, 2018 on all
subject matters.
I am further directed to inform you to follow the instructions detailed below
scrupulously while organizing the National Lok Adalats.
1. To identify Bank & Financial Institution matters, Transport Services,
Postal, Telegraph, Hospital or Dispensary Services, Insurance Services, System
of public conservancy of sanitation, Electricity/Water/Telephone/Public Utility
disputes etc., pending in the Permanent Lok Adalat Courts and pre litigation cases
which are fit for settlement and to dispose of such cases through settlement.
2. You are required to co-ordinate with the Chairperson of DLSAs and
Presiding Officers dealing with Electricity/Water/Telephone/Public Utility disputes
and other concerned officers, to work out the modalities for settlement of cases in
National Lok Adalats.
You are requested to hold meetings with the concerned departments
namely Town municipality/ Corporation/ Electricity companies/ Local bodies and

other concerned authorities at an early date to discuss about the modalities of
settlement of Pre-litigation cases in National Lok Adalats.
All the officers are further requested to follow the guidelines and try to
dispose the maximum number of cases pending in the Permanent Lok Adalats and
other Pre-Litigation cases of concerned departments.
You are also required to send the disposal data report to the concerned
District Legal Services Authorities to enable them to send the consolidated report to
this Authority and to upload the same in the Web portal.

Action taken in this regard may be intimated to this office at the


earliest.
