EX JITEGEMEE XXV SEA TRAINING CRUISE


1. KNF intends to conduct a sea training cruise from Feb 24 using KNS JASIRI and KNS
SHUJAA as part of the Junior Officers Naval conversion course JOC (C) for Junior officers under
training (JOUT). A total of 31 officers (Intake 41 and KMA 10 are due for the sea training cruise
after completing the classroom phase in 2024.
2. A total of three routes were considered based on navigational safety. diplomatic relations and
country security. one route of the proposed routes has been recommended based on comparative cost
implication. Attached at ANNEX A' is a detailed brief on the proposed routes and cost implication for
each.

EX JITEGEMEE XXV SEA TRAINING CRUISE
1. KNF has been conducting Sea training cruises for Junior Officers Under Training (JUOTs) as part of
the Junior Conversion Course, JOC(C) for naval Officers at KNTC. The sea cruise marks the culmination of
the JOC(C) in which the Officers are subjected to a month-long sailing in order for them to apply theoretical
knowledge learned in class and during attachment at the fleet.
2. The year 2024, KNF is privileged to undertake the EX for JOC(C) class (JOC(C) 29/23) consisting of
a total of 31 Officers; 25 Male and 6 Female.
3. KNF envisages the training cruise being conducted onboard KNS JASIRI and KNS SHUJAA in
February 2024. To enable early planning and preparation, possible routes and their cost implication have been
developed.

4. To appraise you on the possible routes and cost summary for the upcoming EX-JITEGEMEE XXV.

6. Following increased inflation in the country, and economic recession in the world in the last year, the
Ksh has significantly weakened against the dollar with prices of key commodities such as Diesel going up.
This has greatly affected cost for the ports of call which ships may visit during the training cruise.

ROUTE A
7. The route encompasses the ships calling ports of Victoria in Seychelles, Colombo in Sri lanka,
Vishakpatnam in India and back to Mombasa via Colombo and Port Victoria covering a total distance of
7048nm about for 64 days.
8. Port Victoria Seychelles has been one of our main ports of call for the past EX JITEGEMEE cruises,
The country is, hosts a regional Center, has no Covid information-sharing restrictions, and maintains vibrant
maritime economic relations with our country.
9. India is currently experiencing a period of political stability. Vishakpatnam (India) will give the
officers and crew new experience and more so thorough training. The following is a summary of the distance
involved in the route and the approximate time to be used.

RECOMMENDATION
15. Route C is recommended for next year's training cruise as it is suitable and within financial constraints
as compared to Route A and B.

CHALLENGES
16. The recommended route was never used in previous sea training cruise and as a result there is need to
acquire relevant charts and publications to facilitate safe conduct of the exercises.
