Lighting and Small Power System

17.1.1 Introduction
This section covers the lighting and small power system to be provided for the new powerhouse of
Tarbela 4th Extension Hydropower Project.
The Contractor shall design, deliver, install, test and commission these systems according to the
requirements.
The scope of works includes:
 Switchboard, distribution and marshalling boxes,
 Fixtures,
 Exit signs,
 Dc battery pack lights,
 Receptacles,
 Switches,
 Energy saving lamps, fluorescent tubes, ballast, starter and condenser,
 Contactors,
 Photocells,
 Cables, wires, conduits and conduits fittings,
 Poles,
 Supports and supplementary steel for a complete installation,
 Socket outlets,
 Spare parts.
The system shall include the lighting of the powerhouse (external and internal parts), control building
and HV substation (extension).
17.1.2 Standards and Codes
The design of the lighting system shall be designed, constructed, installed and tested according to the
codes and standards listed in the IEC (latest version) among others:
 IEC 60081: Double-capped fluorescent lamps
 IEC 60921: Ballasts for tubular fluorescent lamps
 IEC 60155: Glow-starters for fluorescent lamps
 IEC 60188: Discharge lamps
 IEC 60309: Plugs, socket outlets and couplers for industrial purposes
 IEC 60400: Lamp holders for tubular fluorescent lamps and starter holders
 IEC 60598: Luminaries for road and street lighting
If it is desired to use equivalent standards or to deviate from the above indicated standards, a
corresponding application together with one copy of the respective standards shall be submitted to the
Owner for approval.
It is Contractor’s obligation to keep him fully informed about types of equipment and accessories
being introduced in the plant and to seek the highest possible degree of standardization of all items.

17.1.3 General Design Criteria
The following criteria shall be used in the design of the lighting system.
1. Outside design conditions
(a) Minimum Temperature : 2°C
(b) Maximum Temperature: 48°C
(c) Mean Monthly Humidity (minimum) : 57%
(d) Mean Monthly Humidity (maximum) : 86%
2. Inside design conditions – Ventilated area : 30 °C ± 10°C
3. Inside design conditions – Air conditioning Area :
(a) Dry bulb temperature : 24°C± 5°C
(b) Relative humidity : 50% ± 10%
17.1.4 General Description

 Powerhouse – General arrangements drawings : TAR4 404 0 001-P to TAR4 404 0 011-P
Two types of lighting are required:
 Normal lighting, for operating the power station, HV substation, technical rooms, etc. under
normal conditions.
 Emergency lighting for evacuating the powerhouse and the control buildings in emergency.
Socket outlet shall be provided on separate circuits, arranged as needed in the powerhouse, the control
building and the HV substation.
17.1.5 Design Criteria
17.1.5.1 General
Normal lighting and outlet exit system shall be 400/230V AC, of three-phase four-wire having a
separate grounding wire, and firmly grounded neutral wire.
Normal lighting shall use energy saving lamps.
All three-phase power output of three phase, neutral and ground terminals will be provided.
All single-phase power outputs phase, neutral and ground terminals will be provided with lighting
connections, plug receptacles, switches, etc. of the types of each room or each area individually, will
depend on the situation.
The facility interior fixtures shall be connected or hanged to the ceiling, walls, columns in the body,
or to the roof structure. For the fittings in position to hang, the hanger bar type elements will be
provided.
All corridors and stairs lighting shall be controlled with the two-way switches provided at both ends
of them. Lighting circuits, switches made of surface treatments shall be installed 1100 mm above
floor level.
Power receptacles shall be mounted 300 mm above floor level, but the ones that will be used in
machine shop work bench shall be mounted 150 mm above the floor level.
17.1.5.2 Normal lighting
The required illumination levels measured 1m above the floor level for the various areas are as
follows:

Numbers and types of lighting fittings shall be submitted by the Contractor on the basis of the
specified lighting levels.
17.1.5.3 Emergency lighting
The secondary lighting system fed from uninterruptible power supply shall be provided in case of any
power cut in the main AC power supply in order to supply emergency loads.
Emergency lighting will illuminate the stairs, hazardous areas, and necessary areas, regardless of the
normal light source, and shall be mounted in a suitable manner. They shall be located in all the floor
of the powerhouse and each twenty (20) meters in all circulations and stairs, and in vertical access
shafts. Additional emergency lighting fittings shall be mounted in order to sustain the minimum
illumination level at central control room, the exits and the necessary areas.
The emergency lighting facilities will be installed with the normal lighting facilities but the cabling of
two systems shall be done separately.
Emergency luminaries, in addition to the normal lighting sources that will serve under the normal
operating conditions, shall be provided and installed to meet the emergency lighting demands of the
necessary areas.
The emergency lighting lamps device shall be marked red in order to easy recognition as well as the
emergency lighting lamps as approved by the Owner.
Emergency lighting shall be URA type or equivalent. Each unit shall include a battery and rectifier
supplied from the same electrical installations as the essential lighting system. In the event of loss of
ac power, emergency lighting units shall automatically switch on.
Emergency lighting system power supply, is fed from battery / rectifier set of the single-phase
inverter-fed by alternating current of 230 V.
17.1.5.4 Socket outlets
The Contractor shall supply, install, connect up and test socket outlets for the various parts of the
power station. Four types shall be used, designed according to British Standards:
 16A (1 phase + neutral + earth) 230V 3kVA
 32A (2 phases + earth) 400V 12kVA
 32A (3 phases + neutral + earth) 230/400V 20kVA

 63A (3 phases + neutral + earth) 230/400V 40kVA
Number and types of socket outlets shall be submitted by the Contractor on the basis of normal
practice.
The exact location of the outlets will be decided during the completion stage of construction drawings
at the final design project.
Plugs shall be mounted on the wall above ground level shall be 300 mm in order to protect them from
accidental damage caused by work, installation, maintenance, liquid drops because of the exhaust
gases, etc.
17.1.5.5 Lighting fittings
Lighting fittings shall be supplied and installed complete with energy saving lamps, fluorescent tubes,
ballast, starter and condenser, and all accessories required for fixing in place, including standards for
outdoor lighting. Ballasts shall have low internal temperature rise (60°C maximum), and shall comply
with IEC–82 and IEC-262. Starters shall comply with IEC-155.
17.1.5.6 Electrical equipment
The Contractor shall install distribution boxes, marshalling boxes, electrical connections and control
units and a board in the control room supplied from the general auxiliaries' switchboard in the power
station. This board shall comprise:
 1 incoming line with one 4-pole circuit breaker,
 1 set of busbars (3 phase + neutral), for lighting, with insulation monitor and voltmeter,
 Outgoing lines to power station sub distribution boxes, sockets outlets. Each outgoing line shall
have a thermo magnetic circuit breaker. Spare positions shall be provided for extra lines.
The number and dimensions of sub distribution panels shall be determined according to the needs, but
at least one shall be installed at each floor.
Each sub-distribution panel shall be equipped with an input automatic thermal-magnetic breaker with
sufficient breaking capacity.
Sub distribution boards will be single-phase or three phase as required. For each outlet a miniature air
breaker circuit breaker will be provided and the capacity of the breaker shall be determined according
to the load current. Circuit breakers shall be compatible with applicable standards.
The current rate of each sub distribution panel busbar shall not be less than the total maximum leaving
current from the busbar. Current carrying capacity of neutral phase will not be less than half of busbar
current capacity. The neutral connection for the leaving feeders shall be made through the neutral bus
directly.
Sub distribution boards shall be made of industrial type and shall be drilled, where necessary, to fit the
cable or the entrance of conduit and shall have removable top and bottom equipped with metallic
plates. The enclosure shall be made of galvanized or enamel surface of metal plates. The frontage of
the boards shall have the recessed doors of the same size with the boards.
With each sub distribution panel, a suitable grounding pin shall be provided.
The boards used at exterior shall be of air-tight, air proof, boards and the protection level shall be
IP54.
17.1.5.7 Lighting Control
Lighting system shall be controlled as follows;
 Each room shall be controlled with the light switch mounted at the appropriate place.
 Most of the major areas in the central area shall be controlled from the lighting panels.

 The switchgear lighting shall be controlled mostly from the locally mounted panels.
 External lighting shall be controlled over photo-electric switches.
The lighting equipment will be subject to the following tests at least;
 Polarity conformation for single phase switches and fuses
 Grounding continuity tests
 Insulation resistance tests
 Illumination levels control
17.1.6 Spare Parts
The following spare parts shall be provided by the contractor;
1. Twenty (20) pairs of fluorescent lamp sockets.
2. 20% (twenty) percent of the total number of the following equipment;
a. Fixtures
b. Ballasts
c. Receptacles (three or single phase)
d. Local wall mounted Switch
e. Miniature circuit breakers
17.2 Ventilation and Air Conditioning (HVAC)
17.2.1 Introduction
This section covers the air ventilation and air conditioning system to be provided for the new
powerhouse of Tarbela 4th extension hydropower project.
A suitable ventilation and air conditioning system will be provided to ensure sufficient air circulation
to all areas so that equipment can operate reliably and a safe environment is provided for people
working within those areas.
The Contractor shall design, deliver, install, test and commission the ventilation and air conditioning
system according to the requirements.
17.2.2 Standards and Codes
The design of ventilation and air conditioning system shall be designed, constructed, installed and
tested according to the codes and standards listed in the ASHRAE (American Society of Heating,
Refrigeration and Air-Conditioning Engineer) handbooks latest edition or in the following codes :
1. AMCA 500 : Air Movement Contractors Association
2. ASTM : American Society for Testing and Materials
3. ASME : American Society of Mechanical Engineers
4. SMACNA : Sheet Metal and Air Conditioning Contractor’s National Association
5. ARI : American Refrigeration Institute

The ventilation system shall be provided for every room of the powerhouse and of the control
building. For all rooms this system shall to:
 Evacuate the heat produced by the equipment,
 Provide fresh air,
 Avoid the condensation phenomena,
 Exhaust the smoke.
With reference to outdoor weather conditions, air conditioning will basically consist of drying and
cooling supply air.
Fresh air required will be pumped from outside to the air tight Ventilation and Air Conditioning room
located at level 358,50 m. Inside this room, fresh air will be filtered, mixed with air coming from the
ventilation and air conditioning system and cooled by crossing a thermal (air/chilled water)
exchanger. Cooled air will be distributed in each room of the powerhouse and of the control building
by air handing units located in the ventilation room (El. 358, 50 m) and the air supply network.
An extracting network will allow to remove air in each room. This network will send the air towards
the ventilation room. A part of this air will be discharged outside in order to be replaced by fresh air.
Fresh air flow will be around 20 % of the total ventilation air flow.
The percentage of extracted air and recycled air will be adjusted with shutters foreseen on the air
extracting network at the inlet of the ventilation room. The adjustment will be function of the air flow.
17.2.3.1 Ventilation and Air Conditioning Room
The ventilation and air conditioning room (EL. 358.50) is a closed room equipped with:
 An air intake from outside, with a minimum capacity of 20% of the main handling units ones ;
 2 main air handling (AHU) units working in a normal / stand-by mode (only one unit working in
normal operation); each one equipped with filters and air/water thermal exchangers. Thermal
exchangers will be supplied with water produced by chilled water production. The air
conditioning flow will be calculated taking into account the equipment power dissipated in air in
each room of the plant and considering that the HVAC system will have to maintain the
maximum temperature mentioned in the General Design Criteria paragraph.
 1 air handling unit (AHU) dedicated to stairs pressurization in event of fire and designed
according to the smoke exhaust capacity in the machine hall. This AHU will run also in absence
of fire, for stairs ventilation.
Close the ventilation room, a platform shall be equipped with 2 units of chilled water production
working in normal or stand-by mode. Only one unit shall work in normal operation. These units will
be designed according the requirements of the General Criteria paragraph. The cooling load shall be
calculated for cooling and dehumidification of fresh air, cooling of return air and cooling in rooms
with fan coils.
Exhaust air for the toilets, kitchen and battery room will be served by one 100% capacity exhaust fan
for a total of seven (7) exhaust fan.
17.2.3.2 Air Supply Network
The air blast network is equipped with:
 Galvanized steel ducts,
 Anodized aluminium intake and delivery grilles at each floor of the power plant,

 Motorized dampers at specific identified points will be foreseen in each staircase allowing to
pressurize or to isolate the stairs. The upper part of each stair will be equipped with a specific air
extraction grid.

17.2.3.3 The Air Extracting Network
The air extracting network is equipped with :
 Galvanized steel ducts,
 Anodized aluminium intake and delivery grilles at each floor of the power plant,
 Extracting electric fans.
The percentage of extracted air and recycled air will be adjusted with shutters foreseen on the air
extracting network at the inlet of the Ventilation and Air Conditioning room.
The following table gives the minimum number of air extraction points which will have to be supplied
and installed in each room.

17.2.3.4 Ventilation of the Machine Hall
Air flow required to remove heat produced by equipment and regenerate the air of the machine hall
shall be furnished from the air supply network at each floor of the power house. This air will rise to
the machine hall by trapdoors and will be extracted across grids to the general extracting network in
order to be re-circulated.
The floors concerned are the following :
 EL 347.00 : Machine hall
 EL 340.00 : Generator floor
 EL 334.60 : Turbine floor
 EL 329.00 : Mechanical floor
 EL323.50 : Cooling floor
For these floors, the table below gives the equipment power dissipation in air which has to be taken
into account in the ventilation design.

For some specific rooms, air flow blown from the air supply network will be extracted directly to
outside by an independent centrifugal fan. Rooms concerned by this principle are the following :

EL 329.00 : Battery
17.2.3.5 Ventilation of the Control Building
Air flow required to remove heat produced by equipment and regenerate the air of each room will be
blown at each floor from the air supply network. The equivalent flow will be evacuated out by the
inside positive pressure across a grid(s) installed in each room and connected to the general air
extraction network.
The floors concerned are the following :
 EL 347.10 : Control room floor
 EL 350.90 : Conference and DC equipment room floor
 EL 354.70 : Offices floor
 EL 358.50 : Ventilation floor
For these floors, the table here after gives the equipment power dissipation in air which has to be
taken into account in the ventilation design.

For some specific rooms, air flow blown from the air supply network will be extracted directly to
outside by an independent centrifugal fan. Rooms concerned by this principle are the following:
 EL 354.70 : Toilets (male and female)
 EL 350.90 : Toilets
 EL 350.90 : Battery
 EL 350.90 : Kitchen
 EL 347.10 : Toilets (male and female)
A first heat loss estimation has been done. The coefficients could change in the future when more
information will be furnished. For a first approach, the following coefficients have been employed:

Fan coils will be supplied by chilled water coming from the chillers located on platform at EL.
358.50.
The exhaust of hot air will be performed by a natural circulation in stand-alone exhaust ducts with
grids in each closed room. The number of grids will be designed by the Contractor depending of each
room dimension.
17.2.3.7 Smoke exhaust
The machine hall roof will be equipped with specific fans designed for smoke exhaust in case of fire
in the machine hall or turbine floor. The total air flow capacity of smoke exhaust fan will be at
minimum equal to 1m3/s for 100 m².
