What is Good Governance?
● Good governance sets the normative standards of development.
● It fosters participation, ensures transparency, demands
accountability, promotes efficiency, and upholds the rule of law in
economic, political and administrative institutions and processes.
● It is a hallmark of political maturity but also a requisite for growth
and poverty reduction, for there are irreducible minimum levels of
governance needed for large-scale investment to occur and for
social programs to be supported.

What is Good Governance?

● A cornerstone of good governance is adherence

to the rule of law, that is, the impersonal and
impartial application of stable and predictable
laws, statutes, rules, and regulations, without
regard for social status or political
considerations.

Eight UN Factors for Good

PARTICIPATION Rule of Law Transparency Responsiveness

Consensus Equity and Efficiency Accountability

Oriented Inclusiveness
1
Good Governance
1. Participation
Participation requires that all
groups, particularly those most
vulnerable, have direct or
representative access to the
systems of government. This
manifests as a strong civil society
and citizens with the freedom of
association and expression.
2. Rule of Law
Rule of Law is exemplified by
impartial legal systems that
protect the human rights and
civil liberties of all citizens,
particularly minorities. This is
indicated by an independent
judicial branch and a police force
free from corruption.
3. Transparency
Transparency means that citizens
understand and have access to the
means and manner in which
decisions are made, especially if
they are directly affected by such
decisions. This information must be
provided in an understandable and
accessible format, typically
translated through the media.
4. Responsiveness

Responsiveness simply
involves that institutions
respond to their
stakeholders within a
reasonable time frame.
5. Consensus Oriented
Consensus Oriented is demonstrated
by an agenda that seeks to mediate
between the many different needs,
perspectives, and expectations of a
diverse citizenry. Decisions needs to be
made in a manner that reflects a deep
understanding of the historical, cultural,
and social context of the community.
6. Equity and Inclusiveness

Equity and Inclusiveness depends on

ensuring that all the members of a
community feel included and
empowered to improve or maintain
their well being, especially those
individuals and groups that are the
most vulnerable.
7. Effectiveness and Efficiency

Effectiveness and Efficiency is

developed through the sustainable use
of resources to meet the needs of a
society. Sustainability refers to both
ensuring social investments carry
through and natural resources are
maintained for future generations.
8. Accountability

Accountability refers to institutions

being ultimately accountable to the
people and one another. This includes
government agencies, civil society, and
the private sector all being accountable
to one another as well.
CAUSES OF BAD GOVERNANCE

Bad governance refers to how decisions are

made in government and business. It is also the
polar opposite of good leadership.

Bad governance entails systemic corruption and

a lack of openness and accountability, arbitrary
policymaking, and the deception of those who
are ruled.
CAUSES OF BAD GOVERNANCE

Lack of accountability and voice

Bad governance occurs when governing entities
refuse to listen to the voices of those they
manage and are not willing to take responsibility
for their conduct. By dismissing the voices of
headed people, the governing body no longer
hears or considers their ideas.
CAUSES OF BAD GOVERNANCE

Political underdevelopment
To a considerable extent, political
underdevelopment is caused by state leaders’
lack of reliance on their populace.
In terms of formal organisational traits, poor
world states are pretty similar. The variation in
state functioning is primarily due to wide
variances in state-society relationship patterns.
CAUSES OF BAD GOVERNANCE

Corruption
Corruption and bad governance are often
thought to go hand in hand. Corruption can be
seen in various settings, from governmental to
economic. Corrosion can occur in different ways.
The presence of crime within a governing body
leads to poor governance because officials
prioritise their interests over others.
EFFECTS OF POOR
GOVERNANCE
EFFECTS OF BAD
GOVERNANCE
Bad governance has a wide range of
consequences and repercussions that are not
limited to the situations in which it occurs:

● Failed state
● Poor economic growth
● Corruption
