14 Emergency Evacutation
The Emergency Evacuation Plan and Procedures will be finalized at a later date on site and must
incorporate coordination with other Contractors in the event of a total project site evacuation. The
plan contained herein serves as a basis to finalize the site emergency evacuation plan at a later date.
A. GENERAL
An emergency is defined for the purpose of this plan as an event or condition, which has the
potential of causing bodily injury to employees and/or damage to the project facility and/or
infrastructure.
B. RESPONSIBILITIES
The EMG should develop written plans and check lists that are consistent with the
Incident Command System and include items such as command structure, procedures
for single, or multiple building events, etc. The project safety manager will facilitate
this planning.
The team is responsible for the big picture and controls all incident-related activities.
The Emergency Director has the responsibility, command and control of all aspects
related to the incident. The EMG members should be senior managers that have the
authority to:
The membership of the Emergency Management Group will depend on the nature of
the emergency. Possible members include:
Operations within the EOC should be consistent with the Incident Command System.
EOCs should be located in areas of the project facility that provide the EMG the space,
reference materials, activity logs, communications resources and other tools required to
perform their tasks. Back up EOC’s should be designated in case the primary person is
not available.

The Emergency Director appoints a Field Commander, to oversee the technical aspects
of the response. The Field Commander commands the Emergency Operations Group
(EOG), which is comprised of the people necessary to correct or stabilize the situation,
to protect the health and safety of the project employees, and to protect and minimize
damage to the environment and the facility. This team also interfaces directly with
responding emergency teams such as fire, police or paramedics. The make up of this
team will also be dependent on the nature of the incident. Depending on the project
phase participants on this team in an area or building on the project could include:
• Field Commander
• Project Engineering and/or Facility maintenance/engineering
• Security
• Emergency Action Teams
• Evacuation
• Medical
• Rescue
• Safety officer
• Personnel manager
The Field Commander position is responsible for the front-line field management of the
incident, for tactical planning and execution of the response, for determining whether
outside assistance is required, and for relaying requests for internal resources or outside
assistance through the Emergency Operations Center. The Field Commander should be
a member of Project Management or the authority to make decisions.
The Field Commander must have the capability and authority to:
• Assume command
• Assess the situation
• Implement the emergency management plan
• Determine response strategies
• Activate resources
• Order an evacuation
• Oversee all emergency incident response activities
• Declare that the incident is "over"
Key managers from each area will initially assemble near their area’s evacuation
assembly area and:
• Make sure of the health and safety status of the personnel from their work area.
• Act as a focal point between the evacuees and the emergency management
teams.
• Gather information at the assembly area and the status of the headcount and the
state of the area or facility, and forward that to the EOC, using runners, cell
phone, or band radio provided to each team.
• Provide emergency teams with information concerning their specific area, such
as the location of victims, critical equipment or documents.
• Monitor the status of any personnel from their building that may have stayed
behind to operate or shut down critical equipment.
• Maintain order in the assembly areas.
5) Evacuation Teams
Their primary function is to assist the egress of people from the work areas, and
perform a head count of them, once evacuated. Below is a description of individual
roles and responsibilities of key personnel associated with these teams.
Pre-Event Responsibilities - The Project Safety Manager shall assume responsibility for
• Assuring that there is an Area Warden for each defined work area.
• Provide materials documenting evacuation procedures to Area Wardens.
• Ensure that the Evacuation Teams understand their responsibilities in various
emergency situations.
• Training and evaluation of the teams.
• Implement a system of notification when Area Wardens are leaving and
returning on business, sick leave, vacation, transfer, or termination.
Area Wardens
There should be one area warden and a designated back up for each defined work area.
Superintendents could be assigned as area wardens.
• Direct the orderly evacuation of the area when; the evacuation alarm sounds; as
directed by project safety, or by higher authority; or in his judgement if an
evacuation of his area is called for.
• Assemble the Area Evacuation Team quickly at a predetermined location when
there is a signal for an evacuation, to determine the resources available to support
the evacuation. Recruit qualified appropriate volunteers if necessary.
• Evacuations should be conducted calmly but quickly.
• Only the stairways will be used during evacuations. (If there are elevators, never
use them!)
• The Evacuation Team (except for assembly area personnel) shall leave the area
only after assuring that all other personnel have been evacuated from the area,
unless remaining in the area would place their health/lives at risk.
• The Area Warden shall report any damage, or problems encountered in the
evacuation, to the Area Management Team.
• No attempt must be made to move or assist people that are injured, at least those
whom are partially ambulatory. Permanent disabling injuries could be caused if
they are moved. The location of seriously injured people must be reported to the
professional rescuers.
• Assure that evacuees remain in designated evacuation areas until given notice, by
the Incident Command Team, to reenter the area.
Exit Monitors
One Exit Monitor is required at each stairway exit on every level of structures. Foremen
could be assigned as exit monitors.
• Be familiar with the plan, and their roles within the plan.
• Ensure that clean and safe stairway exits are maintained on the designated level.
• Attend training meetings and practice drills.
• Confirm that the stairway is safe for an evacuation by checking for heat smoke,
blocked passages, unusable ground level exit, structural integrity, etc.
• Communicate with exit monitors on lower levels. If the exit is not safe, people
must be directed to the nearest safe exit.
• Direct evacuees to the appropriate exit and to assembly areas.
• Keep evacuees moving calmly but steadily.
• Direct evacuees to remain to the right side of the stairwell as they evacuate.
Emergency personnel may be using the stairs.
• Direct evacuees to merge in an orderly fashion with evacuees from levels above
as they enter the stairwell.
• Direct evacuees to the specific assembly area.

• Obtain assistance for people that cannot use the steps without help.
• Place the Do Not Enter signs on the entrance points, once the team has declared
the level secured.
• Be prepared to provide event intelligence to the Area Warden.
There should be enough searchers to quickly ensure that the area is evacuated. Safety
personnel should be assigned to the emergency response and search team.
Supervisors are typically assigned as area assembly leads and assist in accounting
for personnel:
Pre-Event Responsibilities
• Work with the management team in the area to develop and maintain an
evacuation kit that will support the accounting of evacuated personnel, and the
gathering of event intelligence, in the assembly area.
• Attend training meetings and practice drills.
Specific evacuation plans will be developed for site area locations and will become appendices to
this procedure.

Upon declaration of a project emergency, the alarm and assembly procedure will be
implemented immediately.
a) Alarm: In the event of an emergency the alarm will sound. All personnel shall
proceed to pre-designated assembly areas. Once clear of the area DO NOT GO
BACK FOR ANY REASON.
b) The Emergency Management Group will assemble and take their positions in the
Emergency Operations Center.
c) The Area management Team and Evacuation Teams (to be appointed and trained)
will respond immediately and facilitate clearing people out of the
hazardous/dangerous area.
e) Telephone lines will be used only by those authorized to use them for the purpose of
dealing with the emergency.
f) Assembly: Upon receiving instructions to assemble, all employees will secure their
work area and walk in a calm, orderly manner to the assembly area (to be
determined later). Wind direction indicated by windsocks must be observed and
movement should be across wind.
i.) All motorized equipment, welding equipment, and burning equipment will be
shut down.
ii.) All gas, diesel, propane, electrical, open flame and other powered equipment
will be shut down immediately. All work permits will become void.
iii.) All electrically powered tools will be disconnected from their power source.
NOTE: No vehicles other than emergency vehicles will be driven on the site in an
emergency condition.
h) All Assembly Area Leaders (supervisors) will wait for their employees in the
assembly areas. Assembly Area Leaders (supervisors) will ensure all employees
working in remote areas and in confined spaces have been alerted and have
proceeded to the assembly area.
i) Assembly Area Leaders will take head count of their employees. If any employees
are found to be missing, the Area Management Team will be informed immediately
of the employee's name, employee number, and last known location of the
employee.
j) A member of the Area Management Team (to be appointed later) will call the roll
of all salaried employees and visitors. If any employee is found to be missing, his
name, employee number, and last known location will be reported immediately to
the Field Commander.
k) The Emergency Response Team will immediately respond to the emergency and
attempt to control the danger situation without putting their lives at risk and help
facilitate in the evacuation of employees and help with the injured.
l) The Area Management Team will immediately be informed of the nature of the
emergency situation and in turn inform the Field Commander. The Field
Commander will evaluate the situation and summons additional emergency
services should that be necessary.
n) The Field Commander will call the emergency situation off only when it is
positively determined that the danger no longer exists and only then may
employees return to their normal duties.
The Emergency Response Team will be trained in fire fighting equipment and the
proper use thereof and fire fighting techniques, first aid and CPR and rescue techniques.
They will also receive training in emergency situations pertaining to the project status
and the proper handling thereof. The ERT will consist of safety personnel and
employees of contractors on the project.
The ERT will immediately respond to all emergencies and assist in dealing with the
situation without putting their own lives at risk as described above.
Maps indicating evacuation alarms and routes shall be developed by the Site Safety
Manager and posted in conspicuous places on the project. In addition to the above-
mentioned information, it will include emergency telephone numbers.
