THE CONSTITUTION OF
COUNCIL OF CHIEF IMAMS,
IFAKO IJAIYE LOCAL GOVERNMENT/
OJOKORO LOCAL COUNCIL DEVELOPMENT
AREA, CHAPTERS.

LAGOS STATE.
ARTICLE (1)
NAMES:
The organization shall be known, registered and address or called “COUNCIL
OF CHIEF IMAMS, IKEJA DIVISION, IFAKO IJAIYE LOCAL GOV’T /
OJOKORO LOCAL COUNCIL DEVELOPMENT AREA CHAPTERS”
and it shall continue to exist under the name and can only be changed by a
special resolution of properly constituted meeting of the General House, as
stated by Ikeja Divisional Head Quarters.
ARTICLE (2)
HEAD-QUARTERS:
The Headquarters of the council chapters shall be located at Omoniyi, Omo
Ojuile Central Mosque, Balogun Road, Iju Ishaga.
ARTICLE (3)
MOTTO:
The Motto of the organization shall be “LA ILLAHA ILLA ALLAHU,
MUHAMMADU ROSULU LLAHI (S.A.W)”.
ARTICLE (4)
AIMS & OBJECTIVES:
1. Unification of Islamic practice (Apart from those that are already standard).
2. To organize training, workshop, seminars for all Chief Imams periodically.
3. To organize periodical public lecture on important Islamic topics.
4. The unity of Imams in our Local Gov’t chapters under Ikeja Divisional Head
Quarters and Lagos State as a whole.
5. For common structures to bring together the Imams and Muslims members
(a) Conference Hall (b) Arabic & Western Education Schools (c) Burial
Grounds (d) Zakat & Sodaqo Institution (e) To organize economic ventures
and other Hallal businesses.
6. The Years annual calendar.
7. The united Year’s Islamic activities.
8. To co-operate with the Government.
9. Welfare of the members.
10. To organize and build a central school of international standard for both
Islamic and Western Education with special emphasize on ethics and
conducts.
11. To have an organized and proper Islamic Library.
12. To co-operate and support other Islamic organizations in the propagation of
Islam.
13. To have a missionary busses for the propagation of Islam.
ARTICLE (5)
MEMBERSHIP:
1. The membership of the council shall be open to all responsible and qualified
chief Imams of the town and villages representing various central mosques
and organizations within the Ifako Ijaiye Local Gov’t / Ojokoro Local
Council Development Area of Ikeja Division, Lagos State.
2. Every member shall fill and sign the necessary membership form and pay the
admission fees of Five Thousand Naira Only (N5,000) before consideration.
3. To be qualified as a member of this council, the intending members should
have at least four Ratibi mosques if it is not a society controlled mosque.
4. Honorary members shall be appointed but shall not be qualified to be officer
or member of the council committee and he/she shall not vote or be voted for.
5. Any member who is convicted by a court of competent jurisdiction under any
relevant law of Nigeria shall not be allowed to be a member of the council.
6. Any member of the council that involves himself in a shameful conduct shall
be suspended for initial period of months and may be subsequently dismissed.
7. Members shall pay levy of Two Hundred Naira (N200) per month or Two
Thousand, Four Hundred Naira (N2,400) annually,
ARTICLE (6)
OFFICES OF THE COUNCIL:
The offices of the council chapters shall consist of the followings:
(1) Chairman (2) Vice Chairman (3) General Secretary (4) Asst. General
Secretary (5) Treasurer (6) Financial Secretary (7) Social Secretary (8) Public
Relation Officers (9) internal Auditor (10) Welfare officer (11) Chief Missioner
(12) Deputy Chief Missioner (13) Chief Whip (14) legal Adviser.
ARTICLE (7)
APPOINTMENT OF OFFICERS AND DURATION OF OFFICE:
(1) The officers of the council except the chairman shall be zone to the zones
that constituted IFAKO – IJAIYE LOCAL GOVT / OJOKORO L.C.D.A.
Ikeja Division.
(2) The chairman of the council shall always be the one appointed from Ikeja
Divisional Headquarters who shall hold the office for life.
(3) The members of the executive officers shall hold office for period of 4 years
and shall be eligible for re-elect if any officers deceased, his Local
Government Area Chapters shall elect another Chief Imam to take over the
position subject to the approval of the chairman and the executive
committee.
(4) Any officer(s) that misbehaves will be suspended or removed by the
chairman and the Executive Committee. According to the reports of the
Disciplinary Committee tendered.

ARTICLE (8)
POWER AND FUNCTIONS:
(1) The control and management of the affairs of the council shall be vested in
the executive committee, which shall exercise executive authority of the
council over the local Govt. Chapters subject to the approval of the general
House.
(2) The CHAIRMAN, The GENERAL SECRETARY and the TREASURER
shall be the signatories to the council Bank account and any of the two
signatories shall suffice.
(3) The executives shall be powered to run the council for the mutual benefits of
council members representatives and interest of the council.
(4) Any officer elected/appointed by this council should at least have Western
Education/Arabic Equivalent.
(5) CHAIRMAN;
a. The Chairman shall preside over the meeting of the council, be it General,
Executive or Emergency as the head of the council. He shall see to its welfare
and progress generally.
b. He shall have the power to direct General Secretary to summon any
emergency meeting or any other meeting when the need for such a meeting
arises.
c. He shall be representative and spoke man of the council and endeavors, at all
time to protect the image of the council.
d. He shall have the power to adjourn a meeting when there is statement or
when it becomes impossible or impracticable for the business of the house to
continue.
(6) VICE CHAIRMAN;
a. The Vice Chairman shall be acting in the absence of the Chairman.
b. He shall be the Chairman of the financial committee.
c. The Vice Chairman shall deputize for the Chairman and shall have the same
responsibilities as the Chairman under the Chairman’s directives and the
chairman may delegate duties and power to him at any time.
(7) GENERAL SECRETARY;
a. He shall convene all meeting in consultation with the Chairman.
b. He shall prepare and keep records of the members of all the meeting of the
council and shall be in charge of Secretariat Administration.
c. He shall be responsible for the General Superintendent of the Council
Properties.
d. He shall be in Sole Control of the entire staff of the council. All complaint
and suggestion shall be made to the general secretary in writing who may
report such complaints and suggestions to the executive committee.
e. He shall be one of the signatories to the council’s Cheque and account.
(8) ASSISTANT GENERAL SECRETARY;
a. He shall assist and deputize for the General Secretary in all his duties and
shall be available in the absence of the Secretary acting his place.
b. He shall perform any duty/duties that may be allocated to him by the
executive/General Secretary.
(9) TREASURER;
a. He shall be responsible for receiving all moneys due to the council and
deposit same into the councils Bank Account within 72hours of receiving
such moneys.
b. He shall keep correct account books of the account money and their assets.
c. He shall maintain a reasonable cash impress float for petty disbursement.
The float shall be operated on an impress system and the amount of the float
will be Five Thousand Naira (N5,000) only and subject to review from time
to time by Executive Committee.
d. He shall spend no money or make any payment unless with the authority of
the executive committee.
(10) FINANCIAL SECRETARY;
a. It shall be the duty of financial secretary to ensure prompt and regular
payments by members of their annual subscription and other levies and dues
as prescribe by the constitution.
b. He shall prepare from time to time all the list of defaulting members.
c. He shall circulate such list to the annual General meeting and the Executive
Committee.
d. He shall collect and pay all moneys received to the treasurer promptly.
e. He shall always present to members the income and expenditure account for
the year just ended and the balance sheet as at end of the year.
f. He shall produce a quarterly statement of account and finance of the council
to the executive committee.
(11) SOCIAL SECRETARY;
a. He shall be responsible for the arrangement of the organization and
executions of all social activities, which the council may, from time to time
decide to.
b. He shall submit a detailed account of any social activities that may be
handled by him to the executive committee and shall present a defended
written report to the annual general meeting.
(12) PUBLIC RELATION OFFICER;
a. He shall publicize the activities of the council regularly and effectively.
b. To represent the correct and progressive image of the council to the public.
c. To release issues and statement on matters of general interest to the council
in consultation with the executive committee.
d. He shall also at all time work in the consultation with general secretary.
(13) WELFARE OFFICER;
a. He shall be the overseer on the welfarism affairs of all members.
b. He shall report to the executive committee anything concerning the welfare
of the members(s).
(14) INTERNAL AUDITOR;
The internal auditor shall be responsible for auditing the account books of
the council yearly, reporting direct to the executive committee.
(15) LEGAL ADVISER;
a. The Legal adviser shall be responsible for auditing legal matters.
b. He shall also represent the council on all issues that requires legal attention.
c. The legal adviser should be a well-devoted Muslim.
(16) CHIEF WHIP;
a. He shall caution all members during the meetings.
b. He shall supervise all social activities.
c. He shall be the investigation officer in any allegation against any member(s)
(Imam).
(17) MISSIONERS;
a. There shall be a chief missioner of the council and chief missioner shall have
deputy chief missioner.
b. They shall be officiating in any council public Islamic Lectures.
c. The chief missioner and the deputy shall be among the members of the
executive council.
d. The chief missioner shall be current with social, Islamic and political affairs
of the states, and nation. It is very desirableto have one with sound western
education as the Missioner/Arabic equivalent.
ARTICLE (9)
COMMITTEE OF THE COUNCIL;
The committee of the council shall consist of the following;
(a) Executive Committee (b) Mission Board Committee (c) Disciplinary
Committee (d) Finance Committee (e) Welfarism Committee (f) General
Purpose Committee.
1. EXECUTIVE COMMITTEE;
a. The Executive Committee shall comprise all the officers mentioned in
ARTICLE (6) SIX.
b. They shall have power to govern all affairs of the council.
2. MISSION BOARD COMMITTEE;
These committees shall have representative from Ifako Ijaiye Local
Government / Ojokoro L.C.D.A. Chapters and should consist of 5 members
including the Chief Missioner and his Deputy.
a. The Chief Missioner of the Council shall be the Chairman of the Board.
b. They shall also direct the appropriate organ of the council on ;
i. The Commencement of the Hijrah Year.
ii. The Sighting for the moon for the commencement of Ramadan and all the
Islamic Festival.
iii. The Committee shall be in charge of any council Islamic Lecture Programme.
3. DISCIPLINARY COMMITTEE;
The Disciplinary Committee shall consist of any nominees as may be decided
by the executive committee and they shall not be more than five (5) members
including Chief Whip. As the Chairman;
a. The committee shall elect its officers.
b. They shall be in-charge to discipline any members of the council that
misbehaves himself according to what ARTICLE (7) says.
4. FINANCE BOARD COMMITTEE;
There shall be a finance committee which shall consist of the following;
a. The vice chairman as the committee chairman
b. The Treasurer
c. The Financial Secretary
d. The General Secretary
e. Other member who shall be elected by the executive committee or General
House.
THE COMMITTEE FUNCTIONS:
a. The Finance Committee shall look into the way and means of making money
for the council.
b. Diverse way and means of improving the finance of the council.
c. It shall lay down the financial procedure for the council and advise the
council from time to time on how to receive and how to spend our council
money.
5. GENERAL PURPOSE COMMITTEE:
a. They shall consist of the Chairman, vice chairman, general secretary and any
nominees as may be decided by the executive committee and they shall not be
more than (5) five members to set up by the council.
b. This committee shall be in-charge of bringing an important ideas lead to the
progress of the council.
6. WELFARISM COMMITTEE:
a. They shall be in-charge of the welfare of all members.
b. They shall report to the executives committee or the general house any issue
concerning the welfare or any council members as dim fit.
ARTICLE (10)
GRATIFICATIONS FOR MEMBERS:
a. It is only regular and financial members shall have access to these
gratifications in this Council Chapters.
b. The Sum of Thirty Thousand Naira (N30,000) shall be given to the
member(s) who invited the General house for his occasion (Nikkah, House
Warming, Naming Ceremony and Other Social Parties) and N1,000 shall be
contributed by each member.
c. Member(s) shall be eligible to invite the General house to his occasion for the
said gratification once in a year.

ARTICLE (11)
The Council shall be organized on three levels namely: HEADQUATERS,
LOCAL GOVERNMENT / LOCAL COUNCIL DEVELOPMENT AREA and
IKEJA DIVISION.
(1) HEADQUARTERS:
a. The Headquarters of the council shall currently be at Omoniyi Omo-Ojuile
Central Mosque, Balogun Road, Iju Ishaga, Lagos State.
b. The Headquarters of the Council shall be the base of the Council.
(2) LOCAL GOVERNMENT / LOCAL COUNCIL DEVELOPMENT AREA:
The Chapter shall have two branches; i.e. IFAKO IJAIYE LOCAL
GOVERNMENT and OJOKORO LOCAL COUNCIL DEVELOPMENT
AREA. And they shall have their own officer with full autonomy.
(3) STATE LEVEL:
The Council shall have state level in which all Chief Imams comprising the 8
Local Govt. in Ikeja Division, Lagos State, shall meet every forth night at
Ikeja Central Mosque and shall be known as “Council of Chief Imams” Ikeja
Division, Lagos State.
ARTICLE (12)
a. The General meeting of the council shall be held at every 1 st Thursday of the
Month.
b. There will be an annual General meeting to review the activities of the
council during the year and shall be in the month of Dhul-Hijah.
c. The quorum for the meeting shall be two-third of the registered members.
d. There will be thanks giving service and party to round up the year.
EXECUTIVE:
a. The Executive committee of the council shall meet at the headquarter
premises of the Council Chapters.
b. It shall meet at least every Three Month and notice shall normally be given
to the members except in case of an emergence short notice will be given and a
quorum for each meeting shall be two-third of the members constituting the
Executive committee.
ARTICLE (13)
VOTING RIGHT:
Only financial and regular member of the council shall be eligible to vote and to
be voted for at the Election Day.
ARTICLE (14)
FINANCE:
1. The council shall be funded by;
a. The annual subscription by members.
b. Voluntary donation from individual and cooperate bodies.
c. Special levies on members and proceeds of fund raising and there activities.
d. Government grant and subvention.
2. The Annual Contribution: The annual contribution of the council base on
each member. They shall pay into the council annual subscription of Two
Thousand, Four Hundred Naira only (N2, 400.00), and this amount is subject
to review based on economic situation of the country.
ARTICLE (15)
TRUSTEE OF THE COUNCIL:
1. Trustee of the council for the purpose of land (perpetual succession) Act
chapter 98, shall be appointed at the General meeting of the council, such
TRUSTEE (hereinafter referred to as TRUSTEE of the council) shall be 5
(five) in numbers and shall be appointed from both Local Govt. and Local
Council Development Area that constitutes “Council of Chief Imams” Ifako
Ijaiye LG and Ojokoro L.C.D.A under Ikeja Division, Lagos State and the
Chairman of the council shall be included. They shall be known as “The
registered TRUSTEE of the council”
2. The TRUSTEE shall hold office for life, but a TRUSTEE shall ceased to
hold office, if he;
a) Resign his office.
b) Ceases to be a member of the council.
c) Becoming Insane
d) Is officially declared bankrupt.
e) Is convicted of a criminal offence.
f) Is recommended for removal by a majority of vote of members present at any
General meeting of the council called for the purpose.
3. The executive committee of the council has the right to fill the vacant position
at any time.
4. COMMON SEAL;
a) The TRUSTEE shall have a common seal.
b) Such common seal shall be kept in the custody of the General Secretary who
shall produce it when required for use by the TRUSTEE.
c) All documents to be executed by the TRUSTEE, shall show the signature of
at least 3 (three) of the TRUSTEE and sealed with common.

ARTICLE (16)
BANKING:
1. The council shall have accounts in recognized bank operating in Lagos State
and approved by the council.
2. NATURE OF ACCOUNTS:
The council shall maintain the following accounts:
a. Current Account
b. Saving Account
c. Treasury Account
3. OPERATORS OF THE COUNCIL ACCOUNT.
a. The account of the council shall be operated by CHAIRMAN, GENERAL
SECRETARY and TREASURER.
b. Any of the two (2) officers could operate the account any variation of this
arrangement shall be approved by the executive committee (i.e.) any Two of
the Three.
c. Payment Voucher for all withdrawals of funds shall be raised by the
Financial Secretary and counter signed by the Treasurer. To be valid for
payment, such payment the voucher must be authorized by the Chairman or
in his absence, the Vice Chairman.

ARTICLE (17)
GENERAL PROVISIONS:
1. Any member(s), officers or chief Imam representing infringing or willfully
violating any of the articles of this constitution of the rules and regulations
made under it by the council as it think fit, provided that no member shall be
expelled unless he has been given an opportunity to defend himself before
the committee.
2. The income and property of the council whenever derived shall be applied
solely towards the promotion of the objects of the council as sets forthin the
constitution.
3. This constitution shall apply to all members of the council.
4. It shall apply side by side with the book of Allah, The Glorious Qur’an and
the authentic Sunnat of Prophet Muhammad (S.A.W).
ARTICLE (18)
AMENDMENTS AND ALTERATIONS TO THE CONSTITUTION;
1. This constitution is subject to review by a constitution review committee to
be set up by the General House decision to that effect is taken by a two-third-
majority decision of that body.
2. It shall not be reviewed earlier than 5 (five) years after its first adoption
subsequent review shall be held every 5 (five) years if necessary.
3. No amendment or alteration to this constitution shall be deemed lawful unless
it has been previously submitted to and approved by the council.

This constitution was drafted by the officially inaugurated constitutional
committee of “COUNCIL OF CHIEF IMAMS” Ifako Ijaiye Local Govt. /
Ojokoro Local council Development Area Chapter.
