Wilfred Ayisire is a mathematics/statistics graduate with over 12 years post qualification


experience in various sub-sectors spanning education, information technology and consultancy.
Within this period, I acquired valuable and deployable skills in project conceptualization,
planning and implementation. In addition to these, I am well exposed and skilled in logical
framework design, industrial research, project monitoring and evaluation, commodity chain
development and geographic information systems. Other areas of my expertise include

RBS Consulting Limited is a consulting firm offering a broad range of

services to various sectors of the economy ranging from manufacturing to
agriculture, community development, savings mobilization and micro
enterprise lending, human resources development and training, investment
portfolio management, industrial research, trade and consumer research, etc.

Projects/Programs Undertaken / Participated In


o Compressed Natural Gas Survey – Lagos and Port Harcourt
The aim of this survey was to assess the potential for Natural Gas
consumption, now and in the future among industries in Lagos and Port
Harcourt. The scope of work thus involved the identification of all
industries in Lagos and Port Harcourt and the zoning of the industries
identified by type of fuel used within the respective industrial parks
present at both locations. The study also attempted to determine the
potential for growth of existing industries and likelihood of new entrants
considering the economic growth, government policies, expression of
interest for economic growth etc.

Role/Duty
This assignment necessitated the conduct of an extensive desk research
in preparation for the conduct of actual fieldwork. I coordinated the desk
aspect that produced vital information that proved critical to the conduct
of the field study, as well as served as team leader for the Port Harcourt
end. At the conclusion of fieldwork, I helped put together the draft
report which eventually evolved into the final report which was
presented to the client.

o GTZ Funded - Stakeholders Forum (Business Development Committees)


The 2006 Business Development Committee (BDC) stakeholders’
workshop in Abuja was organized by GTZ as part of its Employment-
oriented Private Sector Development (EoPSD) Program in Nigeria aimed
at showcasing the activities of beneficiary MSMEs and other change
agents within rural locations in Niger and Nassarawa states.

Role/Duty
I served as one of the Rapporteurs engaged to moderate the conference
proceedings generally and more specifically, the ensuring break-away
and market fair sessions. Notes taken by me were later transcribed and
these formed an integral part of the subsequent technical report of
proceedings, and key outcomes of the workshop.

o GTZ Funded - NEPAD Stakeholders Forum (CSO/Private Sector/Media


Interaction)
This forum was convened to attract the buy-in of the private sector and
Civil Society Organizations into the socio-economic programs of
NEPAD as it concerns fertilizer management in Africa. It was
specifically designed to engage them in the realization of NEPAD
programs in a pro-poor tri-sector model approach to fertilizer production

and distribution to less privileged rural farmers in Africa, thus improving
their income and livelihoods.

Role/Duty
o I provided technical backup services to the conference Moderator as well
as acted as Rapporteur to help moderate the break-away sessions.
Specifically, I was engaged in note-taking during the paper presentations
as well as the break-away sessions. These notes were then transcribed by
me into a technical report on key recommendations from the various
sectors, and these formed an integral part of the report presented for
consideration during the Ministerial and Heads of State Summit on
Fertilizer.

o USAID Sponsored CI-NNF Bauchi-Lagos Cold Chain Study


This study was carried out to identify and propose the most viable cold-
chain option for the distribution of frozen animal carcasses between
Bauchi and Lagos states in order to enhance Bauchi State rural
household income.

Role/Duty
Development of qualitative research instrument, facilitated stakeholder
analysis and workshops, coordinated fieldwork and actively participated
in report writing.

o UK-DFID Sponsored PrOpCom Program Design


This is a Pro-Poor oriented commodity market development program
which is anchored on the Making Markets Work for the Poor (MMW4P)
Paradigm.

Role/Duty
Provided back-up services to the team of consultants working on the
livestock chain aspect of the program. In specific, I was involved in the
design and development of qualitative information gathering instruments
that was used on the field.

o World Bank / NIPC MSME Investment Climate Study


This study was conducted to provide the client with actionable
information on Nigeria’s business and investment climate. The study was
conducted in Lagos, Kaduna, Abuja and Abia states. The assignment
involved obtaining quantifiable information on the operations of business
activities and the business environment in which they operate from 750
corporate respondents in the location earlier mentioned.

Role/Duty
Quantitative information gathering tool perfection, training of trainers,
project coordination, analysis of field findings and participated in report
writing.

o African Peer Review Mechanism (APRM) Survey
The objective of this survey was to cover the perception of Nigerians on
issues of governance in four thematic areas - Socio-Economic
Development; Economic Governance and Management; Corporate
Governance; Democracy and Political Governance, using four separate
research techniques. The review which would be periodic also seeks to
assess and monitor progress towards good governance in the country.

Role/Duty
I was actively engaged in the use of two of the four research techniques
in the execution of the assignment in an assigned thematic area – Socio-
Economic Development. Specifically, I actively participated in the desk
research aspect of the survey and also in the Extended Depth Discussions
with key elites in and around an assigned location. My report of findings
would be used as a critical input into the formulation of a preliminary
Programme of Action (POA) that builds on existing policies,
programmes and projects as they relate to the thematic area of interest
and which is expected to be submitted to the APR Secretariat.

o MTN Handsets Distribution Chain Study


This study was conducted to provide the client with actionable
information on the sources, distribution and value chain of GSM
handsets in Nigeria. The study was conducted in Lagos, Kano, Port
Harcourt, Onitsha, and Maiduguri.

Role/Duty
Project design, training of trainers, project coordination, analysis of field
findings and actively participated in report writing.

o MTN Subscriber Magazine Survey


This study was conducted to inform the structure, presentation and
contents of a proposed subscriber magazine which intended to focus on
the younger generation. The study was conducted in Lagos and Kaduna.

Role/Duty
Project design, coordination of Lagos group discussions, analysis of field
findings and report writing.

o Chevron Pension Fund Ltd. (Mix-Use Estate Concept Study)


This was a market study designed to appraise the market viability of
developing and marketing single family housing units in a mix-use estate
concept-influenced property development location belonging to Chevron
Pension Fund Limited. The study was conducted among the middle and
upper class of the Nigerian society to have better understanding of their
housing needs vis-à-vis the concept of mix use estate development.

Fieldwork and executive interviews’ coordination, synthesis of field
findings and actively participated in report writing.

o ODU’A Investments Limited Telecommunications Market Survey


This project was a market viability study of the telecommunications
market of Southwestern Nigeria, identification and analysis of
competition, risk factors, etc.

Role/Duty
Fieldwork supervision, analysis of field findings and actively
participated in the monitoring and evaluation of the various
implementation stages.

o UACN Properties Limited Festac Hotel Reactivation Project


The project was a market feasibility study of the hospitality industry in
the Lagos metropolitan area with emphasis on the mainland and Ikeja in
particular. This was done for the re-designing, pricing, publicity
campaign, and strategic repositioning of the hotel’s services after several
years of dormancy.

Role/Duty
Fieldwork coordination, synthesis of field findings and active
participation in report writing.

1998 – 2003 o Vietabs Investment Limited (Personal Assistant to the MD)


Vietabs Investments Limited is a firm engaged in trading and general
contract supplies. Its main line of business was however contract
supplies to the Federal Ministry of Works for the refurbishment of
existing government quarters and the construction of new ones.

Roles/Duties
My position within the firm gave me the opportunity to actively interact
and foster relationships with government officials and other major clients
and potential clients, the administration of personnel/accounting matters,
the coordination of information on which management decisions were
based and general client relations & services.

1996 - 1998 o Management Science Centre, Lagos (Part-Time Lecturer)


This is a private sector institution set up to cater for the educational
needs of decision makers within the Nigerian business world. The
courses offered are specifically tailored to help position participants to
maximally utilize business opportunities and make them better decision
makers.

1994 – 1996 o Powerflex Systems Limited (Supervisor)


This was a small-scale business venture set up to take advantage of the
then emerging opportunities in the rapidly growing information
technology sub-sector. Prevailing opportunities at that time positioned
the company as a leading provider of information technology products
and services.

Role/Duties
Direct responsibility for successful setup and takeoff of branch EJIRO
Business Centre, the supervision of administration and personnel
functions, overseeing the activities of graphic designers to ensure
efficiency and attainment of corporate objectives.

1993 – 1994 o ASAK Commercial Enterprises (Manager, Client Services)


This was also a small-scale printing press employing about 12 persons.
The organisation serviced the printing needs of leading banks and other
private sector firms in Lagos and its environs.

Role/Duties
Ensuring effective implementation of all management policies towards
effective client services, the supervision of personnel functions, the setup
and supervision of a computerized graphics department, liaison with the
press and other departments to ensure that client's needs are met.

1991 - 1992 o National Youth Service Corp (Teacher)


A mandatory one year post-university program designed to integrate
graduate youths in the country by exposing them to other cultures and
people, so as to expand their horizon, thereby improving their values and
make them better leaders of tomorrow.
