Abstract

The education system in Nigeria plays a role in driving developmental and societal progress
as well as contributing to economic growth and national development. However, it faces
challenges that hinder its ability to reach its potential. This research paper focuses on the state
of Nigeria's education system, analyzes the obstacles it faces and proposes an approach to
addressing these challenges. The suggested approach encompasses aspects such as;
improving funding and resource allocation, recognizing the crucial role of well trained and
motivated teachers in creating a positive learning environment, fostering community
involvement and parental engagement, ensuring inclusivity and access to education for all,
implementing effective monitoring and evaluation mechanisms to assess the impact of
educational policies and interventions... This paper presents a road map for navigating the
planning and policy challenges in Nigeria's education sector by adopting an approach that
addresses funding issues, curriculum reform, teacher training, technology integration,
community engagement, inclusivity measures well as implementing robust monitoring
systems. Nigeria can overcome its educational hurdles and promote sustainable development.
It is essential for government entities, educational institutions, communities and parents to
collaborate closely in order to realize this vision of transforming the education system into
one that paves the way for a future of Nigerian children while benefiting society as a whole.

1.0 Introduction
1.1 Background of the Nigerian Education System
Education plays a vital role in shaping individuals lives and driving the progress of nations
making it an essential pillar for development. Nigeria, a country known for its diversity and
abundant resources has long recognized the importance of education as a catalyst for
advancement. However, the education system in Nigeria faces challenges that hinder its
ability to provide quality education to all. These challenges includes; funding, outdated
curriculum structures, inadequate teacher training, limited access to technology and barriers
to inclusivity and accessibility in education. Overcoming these obstacles is vital for Nigeria's
development and competitiveness in our interconnected world. This paper aims to explore
into the core issues surrounding planning and policy in Nigeria and present an approach that
can lead to sustainable development by analyzing the state of the education system,
identifying its weaknesses, proposing solutions and contributing to ongoing discussions on
educational reform within the country. The importance of addressing these challenges cannot
be overstated. An operating educational system does more than just providing individuals
with knowledge and skills. It also encourages thinking, creativity and innovation – qualities
that are crucial for a nations social and economic growth and development. Additionally, a
robust education system cultivates a workforce which in turn attracts investments and fuels
technological advancements.
To address these challenges effectively, it is important to engage in efforts involving
stakeholders such as; government bodies, educational institutions, teachers associations,
parents and communities. The participation of these stakeholders is crucial in developing and
executing policies that meet the requirements of students and empower them to make
meaningful contributions to the society. Therefore, this paper aims to outline a plan for
reforming the education system that aligns with the Sustainable Development Goals (SDG's)
and adopts an approach, to achieving sustainable development. By addressing the challenges
through collaborative efforts, Nigeria can unlock the transformative potential of education
allowing its citizens to flourish and its nation to thrive globally.

2.0 Literature Review
The education system in Nigeria has been extensively examined by many researchers and
scholars exploring its complexities and challenges. Numerous studies have highlighted the
existing difficulties faced by the education system. In a 2020 report, the United Nations
Educational, Scientific and Cultural Organization (UNESCO) identified issues such as
infrastructure, insufficient funding and overcrowded classrooms (UNESCO, 2020). These
limitations in infrastructure have made it challenging for the education system to provide
quality education resulting in impacts on students learning experiences and outcomes.
The World Bank (2019) states that Nigeria's education sector has received a portion of the
national budget, which has hindered efforts to modernize facilities, acquire up to date
learning resources and adequately compensate teachers. This lack of support has hindered the
sectors growth and impeded progress towards achieving sustainable development goals.
A research conducted by Ogunrombi and Fajonyomi (2018) emphasized the necessity of
updating the curriculum to include skills for the century such as; critical thinking, problem
solving and digital literacy. These changes would better prepare students for the changing job
market, encourage innovation and creativity.
Onasanya and Oludipe (2019) discovered that many teachers lacked training and professional
development opportunities resulting in ineffective classroom instruction and low student
engagement. By implementing programs for teacher training, educators can acquire the skills
to deliver high quality education and effectively inspire their students.
Yusuf (2021) highlighted the significance of integrating tools and e-learning platforms in
schools to improve access to quality education particularly in remote areas with limited
resources. The integration of technology can also facilitate learning experiences and enhance
student motivation.
Access to education remains a challenge in Nigeria for vulnerable groups like; girls, children
with disabilities and those residing in rural areas. According to a report published by the
Global Partnership for Education (GPE) (2020) cultural norms, poverty and inadequate
infrastructure pose barriers to education for children. To address this issue effectively
targeted policies and initiatives should be implemented to promote inclusivity and ensure
opportunities for all children.
Research has indicated that the involvement of parents and support from the community are
factors in determining students academic achievements (Barnaba & Abdulsalam 2018).

Encouraging participation from parents and community members in activities can establish a
favorable learning environment and cultivate a strong sense of responsibility towards
children's education.

By addressing these matters through an approach, Nigeria has the potential to revolutionize
its education system and lay the foundation for sustainable development by implementing
evidence based strategies to enhance policies, funding, curriculum design, teacher training
programs, integration of technology in classrooms, equal access to education opportunities,
community engagement initiatives, as well as effective monitoring and evaluation systems;
the nations youth will be empowered and capable of driving social and economic progress.

2.1 Analysis of Educational Policies


The role of policies in shaping a nations education system cannot be overstated. In Nigeria,
the governments focus on formulating and implementing education policies has been crucial
in enhancing the quality and accessibility of education. However, when analyzing the existing
policies it becomes evident that there are both strengths and weaknesses that require attention
to establish an impactful system.
i. The Universal Basic Education (UBE) Policy:
It was introduced in 1999, the aim of the Universal Basic Education policy was to
provide compulsory education for children aged 6 to 15 years. While this policy was a
stride towards achieving education for all, it encountered challenges such as limited
funding, inadequate infrastructure and shortages of qualified teachers. A thorough review
of the UBE policy is necessary to identify areas for improvement and ensure that it
effectively addresses barriers hindering education.
ii. National Policy on Education (NPE):
The National Policy on Education (NPE) is a blueprint that lays out the governments
vision for the long term development of our education system. Since its inception, in
1977 the policy has been regularly revised to adapt to evolving educational requirements
and societal expectations. However, to effectively address challenges and keep up with
trends, it is crucial that the NPE undergoes continuous evaluation and updates taking into
account technological advancements, skill demands and international best practices.
iii. Teacher Recruitment and Training Policy:

The quality of teachers significantly impacts the overall effectiveness of education.
Current policies on teacher recruitment and training should be evaluated to ensure they
attract and retain qualified, motivated, and well-trained educators. Strengthening teacher
training programs, providing continuous professional development opportunities, and
offering competitive compensation packages are essential steps to elevate the teaching
profession and improve learning outcomes.
iv. Educational Funding and Allocation Policy:
Adequate funding is pivotal for implementing successful educational policies. However,
the allocation to education in Nigeria has historically fallen short of recommended
benchmarks. A critical policy analysis should focus on increasing budgetary allocation
for education and ensuring that funds are efficiently distributed to address infrastructure
development, instructional materials, and teacher support.
v. Technical and Vocational Education and Training (TVET) Policy:
Technical and vocational education plays a significant role in equipping students with
practical skills for employment and entrepreneurship. An analysis of the TVET policy is
essential to assess its effectiveness in aligning curricula with market demands and
enhancing collaborations with industries to bridge the skills gap. Investing in TVET can
lead to increased employability and empower youth to contribute to economic growth.
vi. Inclusive Education Policy:
Inclusive education policies aim to cater to the diverse needs of students including those
with disabilities and from marginalized communities. An analysis of the current policy
should assess its success in breaking down barriers to access, promoting awareness, and
providing support services for students with special needs. Strengthening inclusive
education measures can foster a more equitable and just educational system.
The educational policy analysis highlights the significance of robust and adaptable policies to
address Nigeria's educational planning and policy challenges by critically evaluating the
existing policies and identifying areas for improvement, stakeholders can develop
comprehensive strategies to drive sustainable development in the education sector.

2.2 Funding and Resource Allocation:


Addressing the funding and resource allocation challenges in Nigeria's education system is
crucial for creating a sustainable and effective learning environment. Adequate financial

investment and efficient distribution of resources are fundamental to providing quality
education and empowering students for the future. The following recommendations aim to
enhance funding and resource allocation to foster positive changes within the educational
system.
i. Increased Budgetary Allocation:
The Nigerian government should prioritize education by increasing the budgetary
allocation to the sector. It is imperative to meet the recommended benchmarks set by
international organizations which advocate for a significant portion of the national budget
to be dedicated to education. Higher investment will facilitate infrastructural
development, improve teacher quality, and provide essential learning materials leading to
improved learning outcomes.
ii. Transparent Resource Distribution:
Transparency in resource allocation is crucial to ensure that funds are utilized efficiently
and effectively. Establishing a transparent mechanism for allocating funds to schools and
educational institutions will help reduce corruption, ensure equitable distribution, and
guarantee that resources reach the intended beneficiaries.
iii. Public-Private Partnerships (PPPs):
The government should explore collaborations with the private sector to enhance funding
for education. Public-private partnerships can attract additional financial resources and
expertise, facilitating infrastructural development and technology integration. Such
partnerships can also promote investments in teacher training and provide scholarships to
underprivileged students.
iv. Special Funding for Remote and Underserved Areas:
To address regional disparities and ensure access to education for all, special funding
initiatives should be implemented for remote and underserved areas. Investing in
infrastructure and providing incentives for teachers to work in such regions can attract
qualified educators and create a conducive learning environment.
v. Research and Development Grants:
To promote innovation in the education sector, the government should allocate research
and development grants to educational institutions. Encouraging research on pedagogy,
curriculum development, and technology integration can lead to evidence-based
improvements in the education system.

vii. Elimination of Wasteful Spending:
An assessment of the education system's spending practices should be conducted to
identify areas of wasteful expenditure. Redirecting these resources towards essential
educational needs can optimize the impact of available funds.
viii. Establishment of Education Funds:
Creating dedicated education funds at federal, state, and local levels can ensure a
continuous and reliable source of funding for educational projects. These funds should be
safeguarded against misuse and governed by clear guidelines for resource allocation.
Enhancing funding and resource allocation in Nigeria's education system is a crucial step
toward achieving sustainable development. By prioritizing education in the national agenda
and adopting transparent, collaborative, and efficient financial strategies, the country can
overcome its educational challenges and create an enabling environment for students' holistic
development.

2.3 Curriculum Reform


Curriculum reform is a fundamental aspect of transforming Nigeria's education system to
meet the demands of the 21st century. A modern and relevant curriculum is essential to equip
students with the knowledge, skills, and competencies required to thrive in a rapidly changing
world. The following recommendations outline key areas of focus for a comprehensive
curriculum reform:
i. Emphasis on Critical Thinking and Problem-Solving:
The revised curriculum should prioritize the development of critical thinking, analytical
reasoning, and problem-solving skills. Encouraging students to think critically and
independently will empower them to tackle real-world challenges and make informed
decisions, fostering a culture of innovation and creativity.

integrated into the syllabus.

knowledge.

Implementing a robust mechanism for continuous evaluation and improvement of the
curriculum is crucial. Regular assessments and feedback from students, teachers, and
employers will help identify areas for enhancement and adaptation to societal changes.

teaching methodologies, pedagogy, and classroom management. These programs should
equip teachers with the necessary skills to engage students effectively and foster a
conducive learning environment.
ii. Continuous Professional Development (CPD):
Establish a robust system for continuous professional development to keep teachers
updated with the latest educational trends, technology, and teaching strategies. Regular
workshops, seminars, and online courses should be provided to enhance their subject
knowledge and instructional skills.
iii. Specialized Training for Inclusive Education:

accommodate diverse learning styles will ensure that every student receives equitable
opportunities to succeed.

identify areas for improvement.

2.5 Technology Integration in Education


Integrating technology in education is vital to equip students with the skills needed to thrive

facilitate personalized learning, and prepare students for a technology-driven world. The
following recommendations aim to promote effective technology integration in Nigeria's
education system:
i. Infrastructure Development:
Improve infrastructure in schools by providing reliable electricity, internet connectivity,
and appropriate technology devices. Ensuring that all schools have access to necessary
technological resources is essential for successful technology integration.

This should include data on enrollment, attendance, learning outcomes, teacher
performance, infrastructure, and other relevant indicators. Utilize technology to
streamline data collection and ensure accuracy.
ii. Outcome Based Evaluation:
Focus on outcome based evaluation to measure the actual impact of policies and
interventions. Assessing student learning outcomes, graduation rates, and employability
after completing education provides insights into the effectiveness of educational
initiatives.
iii. Standardized Assessments:
Implement standardized assessments at various educational levels to gauge students'
academic progress and identify areas where additional support is needed. These
