1. The enclosed STANAG's ratification draft has been prepared by FRA and staffed
by the MC LSB for circulation to obtain national ratification.
3. Date of Implementation. Nations that ratify the STANAG are requested to specify
an date of implementation, which may be stated as a number of months following
promulgation of the STANAG for the services to which it applies (e.g. DOP or DOP +
3m).
4. Reservations. Nations prepared to ratify the STANAG but with reservations, are
requested to state these in detail, so that they can be recorded at NSA and made
available on the NSA websites. Nations should describe any portion of the STANAG
which cannot be implemented and/or any portion which can only be implemented with
limitations. (As this is implicit, Nations need not state, “This STANAG is applicable only
to future procurement”).

6. Non Ratifying. Nations not wishing to ratify the STANAG are requested to indicate
their intention and if possible give their reasons for not ratifying, or their suggested
changes, which would make it acceptable. Non-ratification by a nation is not to be
construed as a bar to the promulgation of the STANAG. In such a case a reply is
requested.
7. After the STANAG has been implemented, nations are to complete Annex E of
AAP-3 (I) and forward this to the relevant TA. The TA will also monitor the intended
dates of implementation provided by nations and may seek confirmation of the date of
implementation if responses have not been provided by nations.
8. SCs are requested to review the agreement and forward their comments.
FORWARDING REPLIES
9. National staffs are to complete Annex E of AAP-3 (I) for replies and forward it
through their (Tasking Authority) national delegation as appropriate. SCs are to forward
their replies in accordance with Command Operating instructions.
10. Replies should reach the Army Board, NSA, by 30 January 2007.

1. The aim of this agreement is to standardize, for the use of the NATO Forces, the
NATO codes for grades of military personnel.
AGREEMENT
2. Participating nations agree that the NATO codes for grades of military personnel,
as detailed in this STANAG, are to be used when preparing personnel tables,
requisitions, reports and returns destined for NATO nations, organizations and
commands.
4. The NATO codes assigned for each grade shall be based on the agreed
corresponding Army grades as detailed in Annexes A and D. National equivalent for
Naval and Air Forces shall be in accordance with national regulations. These
equivalences are contained in annexes B and C for Naval and Air Force officers and E
and F for Naval and Air Forces non-officer personnel.

GENERAL
5. Officer and other rank posts will be identified by a NATO code within the
following grades:
a. Officers OF -1 - 10
b. Other ranks OR -1 - 9
The US Air Force does not have Warrant Officers. The US Navy does not have
Chief Warrant Officer 5 and Warrant Officer 1 grades.

c. Strength returns.
d. Personnel requisitions.
9. Personnel requisitions to fill NATO posts shall indicate the NATO code herein
specified in conjunction with the approved manning document. Nations will normally be
expected to fill allocated posts by personnel holding the grade indicated by the NATO
code reflected in the manning document. Personnel holding a rank different from that
stated in the manning document are expected to perform the duties of their post
irrespective of their national rank.

10. Precedence when performing duties within NATO organizational and functional
elements (Staff, divisions, branches, sections, unit, etc.) shall be in accordance with the
approved manning document for that element.
12. Any member wishing to propose and amendment will forward its proposal,
accompanied by explanations and substantiating documentation (specifically official
texts of the Member State) to the NATO Standardization Agency. Where an
amendment involves formal changes (change in the title of the rank,…), it will be
submitted for the approval of the working group responsible for this standardization
agreement prior to promulgation. If this amendment constitutes a basic amendment
(« upward » revision of a personnel category code,…), it will be submitted for the
opinion of the working group responsible for this standardization agreement, and
forwarded to each Member State for ratification.

NOR - (24) In a decree of 5 October 1977, the Norwegian MOD has approved the translation into
English of the OF-5 and OF-6 as follows :
PRT - (26) A General who holds, or has held, the appointment of Chief of General Staff for the
Armed Forces, Deputy Chief of General Staff for the Armed Forces, President of the
Supreme Military Court, Chief of the General Staff for the Army.
SVK - (27) In Slovak Armed Forces the both services (Army and Air Force) use the same ranks.
SVN - (28) In SAF, Brigadier stands for the highest officer rank.
In SAF, Military Specialists (MSs) are equal to officer ranks as shown in the table below.
Military Specialists (MSs) are military personnel responsible for legal affairs, human resources
management, technical, financial, medical, information tasks, military band and assigned certain posts in
SAF, as determined by formations. Exceptionally, they can also be assigned certain posts in the Ministry
of Defence that are considered to be military duties in accordance with the law. Formational duties and
duties performed by MSs are limited to those that do not require military education.

(11) In the French forces, the rank of major is by status a particular category of personnel among
NCOs. This corps has a single rank : « major », which is the highest rank in the NCO
hierarchy. He roughly shares the same responsabilities as a « lieutenant ».
(12) Compared to the OR-6 level « Sergents-Chefs », the OR-7 level Sergents Chefs have a
special qualification (BSTAT – Brevet supérieur des Techniciens de l’Armée de Terre) which
entitles them to command a platoon.
(13) The term "sergent-chef" is replaced in the Gendarmerie, Armoured Corps and Cavalry,
Artillery Train (Transport) and Materiel by that of "maréchal des logis-chef".

BGR - (1) The AIR FORCE of the Republic of Bulgaria is referred to as “VOENNOVAZDUSHNI
SILI” of the Bulgarian Armed Forces.
CAN – (2) The Air Force of Canada is referred to as the “Air Element” of the Canadian Forces.

ESP - (7) In the Spanish Armed Forces, the rank Sargento (OR-6) is the initial career military
Position in the Non-Commissioned Officer Category (made up of the ranks of Sargento,
Sargento 1º, Brigada, Subteniente and Suboficial Mayor). Accordingly, Spanish
Sargentos (OR-6) must enjoy the same prerogatives that correspond to the Sargentos 1º
(OR-7).
FRA – (8) Considered officially as non-officer personnel, the rank of “ASPIRANT” is placed
between those of OR-9 and OF-1. Aspirants are entitled, however, to the same
prerogatives as officers as far as command exercise, discipline, notation and access to
officers’ club and mess are concerned.
(9) In the French forces, the rank of major is by status a particular category of personnel
among NCOs. This corps has a single rank : « major », which is the highest rank in the
NCO hierarchy. He roughly shares the same responsabilities as a « lieutenant ».
GBR – (10) Warrant Officers and Master Aircrew (OR-9) are called Warrant Officers and Master
Aircrew and receive a Royal Warrant on promotion. Non-Commisioned Officers in the
United Kingdom Royal Air Force are called Senior Non-Commissioned Officers in OR-5
to OR-7 inclusive and Junior Non-Commissioned Officers in OR-4.
(11) In performance of their duties nursing personnel and members of QARNNS, Queen
Alexandra’s Royal Army Nursing Corps (QARANC) and Princess Mary’s Royal Air Force
Nursing Service (PMRAFNS) use the professional title of nurse, staff nurse, etc., within
the clinical environment.
(12) Aircrew : Master Aircrew is a generic title which embraces all Warrant Officer aircrew
ranks vis : Master Engineer, Master Air Electronics Operator, Master Air Loadmaster,
Master Signaller.
(13) It is emphasized that the GBR will appoint Sergeants or corporals to OR-5 posts, to meet
the requirements set out in the job description concerned, in accordance with
paragraph 8 of the STANAG.

GRC – (14) The Greek Warrant Officer is included in OR-9. A Warrant Officer is afforded the
privileges of an officer.
HUN – (15) In Hungarian Defence Forces the both services (Army and Air Force) use the same
grades.
NOR – (17) Sersjant is a national rank held by officer candidates during their period of duty.
(18) A Grenader is subordinate to a sersjant. Enlisted for minimum. 3 years, given education
as specialist. A Grenader qualifies as OR-5 only when required during NATO service
abroad.
SVK – (20) In Slovak Armed Forces the both Services (Army and Air Force) use the same ranks.
JUNIOR MSs
Military specialists (MSs) are military personnel responsible for legal affairs, human recourses
management, technical, financial, medical, information tasks, military band and other similar
tasks in SAF, as determined by formations. Exceptionally, they can also be assigned certain
posts in the Ministry of Defence that are considered to be military duties in accordance with the
law. Formational duties and duties performed by MSs are limited to those that do not require
military education.
