Gulayan Sa Barangay Ordinance
WHEREAS, Section 15 of the 1987 Philippine Constitution declared that the State shall protect
and promote the right to health of the people and instill health consciousness among them;
WHEREAS, this policy of the state adheres to the general mission of the government to protect
the life of its citizens by establishing healthy activities like backyard gardening and to promote
individual’s awareness to environmental protection by planting trees beneficial to man’s
physical, social, economic and medical well beings;
WHEREAS, the barangay as the ultimate bridge of the state to the people and guided by its role
and commitment to serve efficiently in bringing out sustainable living in the community has
adopted backyard gardening to promote individual’s health requiring every households to plant
and grow different vegetables and roots crops in their backyards;
WHEREAS, the barangay has been aware of the burgeoning prices of all basic commodities
including vegetables has come to this end of requiring all households of Maydolong Eastern
Samar to plant and grow different vegetables and root crops in their backyards or in the
community garden to achieve health sustainability in the barangay level;
SECTION 3. APPROPRIATION
The barangay shall appropriate a budget of not less than one percent (1%) of the Annual Budget.
The fund shall be used exclusively for the Gulayan sa Barangay Program including but not

limited to its operational costs, implementation of programs that will promote health
sustainability in the barangay.
SECTION 6. EFFECTIVITY.
This Ordinance shall take effect immediately.
