    ORDINANCE NO. , SERIES OF 2023

    WHEREAS, Section 15 of the 1987 Philippine Constitution declared that the State shall protect
    and promote the right to health of the people and instill health consciousness among them;

    WHEREAS, this policy of the state adheres to the general mission of the government to protect
    the life of its citizens by establishing healthy activities like backyard gardening and to promote
    individual’s awareness to environmental protection by planting trees beneficial to man’s
    physical, social, economic and medical well beings;

    WHEREAS, the barangay as the ultimate bridge of the state to the people and guided by its role
    and commitment to serve efficiently in bringing out sustainable living in the community has
    adopted backyard gardening to promote individual’s health requiring every households to plant
    and grow different vegetables and roots crops in their backyards;

    WHEREAS, the barangay has been aware of the burgeoning prices of all basic commodities
    including vegetables has come to this end of requiring all households of Maydolong Eastern
    Samar to plant and grow different vegetables and root crops in their backyards or in the
    community garden to achieve health sustainability in the barangay level;

    REQUIRING HOUSEHOLDS OF ALL BARANGAYS OF THE MUNICIPALITY OF


    MAYDOLONG TO ENGAGE BACKYARD GARDENING OR COMMUNITY
    GARDENING TO EMPOWER HEALTH SUSTAINABILITY IN THE COMMUNITY

    SECTION 1. TITLE This Ordinance shall be known as “GULAYAN SA BARANGAY.”

    SECTION 2. RECOMMENDATION SET-UP


    1. The Gulayan sa Barangay will be under the supervision of the Punong Barangay and
    the Committee Chairman of Agriculture shall serve as the focal person of the program to
    ensure that this Ordinance is properly implemented and followed accordingly.
    2. The Department of Agriculture will support the barangay by offering training and
    supplying seeds. DA office shall include this as a regular program and appropriate budget
    thereof.
    3. Barangay Health Workers (BHW) of every Purok shall monitor the implementation
    from their respective purok to collect and gather data.
    4. Barangay Secretary is responsible in the encoding and filing of data collected for
    reference and appropriate actions of concerned offices.

    SECTION 3. APPROPRIATION
    The barangay shall appropriate a budget of not less than one percent (1%) of the Annual Budget.
    The fund shall be used exclusively for the Gulayan sa Barangay Program including but not

    limited to its operational costs, implementation of programs that will promote health
    sustainability in the barangay.

    SECTION 4. SEPARABILITY CLAUSE.


    If, for any reason, any part or provision of this Ordinance is declared invalid or unconstitutional,
    the other sections or provisions hereof that are not affected shall continue to be in full force and
    effect.

    SECTION 5. REPEALING CLAUSE.


    All other Ordinances and/or parts thereof that are inconsistent with any of the provisions of this
    Ordinance are hereby amended, modified and repealed accordingly.

    SECTION 6. EFFECTIVITY.
    This Ordinance shall take effect immediately.

    ENACTED this ____ day of ____ at Maydolong, Eastern Samar.
