1. Overview of the semiconductor chip


market
The Global semiconductor market size reached 580B$ in 2022 and is forecasted to reduce
slightly in 2023 (557B$) due to the global economic downturn, increasing political conflicts,
high inflation, and many countries implementing interest rate hikes, demand has decreased,
and there is still a surplus of inventory. With a compound annual growth rate of 6%, in 2030
and 2040, this market is expected to reach 837B$ and 1499B$ thanks to the development of
product applications such as: Electronics, Automotive, AI, v.v.
The United States leads in global semiconductor market share. In 2021, the U.S. held a 46%
global market share. South Korea and Japan followed behind, with 19% and 9% market
shares, respectively. Other notable markets include Europe, Taiwan, China, and more.

In just two years, 2021 and 2022, the world has witnessed a total Foreign Direct Investment
(FDI) capital influx into the semiconductor industry of approximately 155 billion USD. This is
the highest FDI inflow level in this industry in the past 20 years. The amount of FDI capital
invested in China’s semiconductor industry has significantly decreased (China only accounted
for 3% of FDI attraction in the semiconductor industry in 2020). There has been growth in
Foreign Direct Investment (FDI) attraction in the United States and in some other countries:
Japan, Germany, India, Malaysia, and Ireland.

In 2022, Vietnam achieved the highest GDP Growth rate. In 2023, GDP growth has been forecasted to

2. Industrial Production Index (IIP)


and Purchasing Managers Index (PMI)
The PMI (Purchasing Managers Index) has consistently recorded levels below 50 points since
March until the present. However, starting from June, the PMI has gradually increased
compared to the previous months and this trend continued into July. This shows that industrial
production is showing positive signs of recovery.
Vietnam’s IIP (Industrial Production Index) has also begun to witness a good recovery from June
this year.

The United States is Vietnam’s largest semiconductor export market (approximately over 3 billion
USD in 2021).
In June 2023, Vietnam ranked fourth among Asian countries exporting semiconductors to the
United States, following China, Japan and South Korea. Vietnam has the potential to attract
investment projects in the semiconductor industry.

5. Labor sources
Labor is the biggest challenge in the semiconductor
industry according to assessments by companies in
the global supply chain. The shortage of skilled
labor has led to intense competition for high-tech
talent in many countries, not for a particular
country.
Vietnam is currently still in the golden population
period with the labor participation rate in 2022
reaching 68.5%. Vietnam’s labor force can be

1. The semiconductor supply chain


has diversified in recent years
The number of semiconductor industry projects invested in Vietnam is not much, mainly in the field
of chip & software design. From 2015 up to now, the project type has been diversified with the
entering of other work types, as: simple chip and diode manufacturing, and raw materials projects.
Plant manufacturing projects tend to increase, especially in H1 of this year. Projects in the industry
have continuously invested in Vietnam through the years (even in two years 2020 and 2021).
Vietnam is one of the top countries in the list of investment locations thanks to macroeconomic
stability, the investment and high determination of the government and businesses in developing the
high-tech electronics industry, a moderate foreign policy and especially a marked improvement in
infrastructure and labor resources in recent years.

3. The industry supply chain has a different


concentration of investment locations
depending on the work types
The North is currently attracting investment in a variety of project work types compared to other
regions. With the advantage of a complete electronics supply chain and abundant human
resources in the electronics industry, manufacturing projects are also more concentrated in this
region than in the other two regions. Besides, the North is also the location for design projects,
R&D, etc. Prominent projects in the North are Samsung's manufacturing and R&D projects.
