Hi-Tech parks, also known as technology parks, are designated areas that provide

infrastructure, resources, and support for technology-based businesses. Bangladesh has


recently made significant strides in developing hi-tech parks to foster innovation and
entrepreneurship in the country.

The Bangladesh Hi-Tech Park Authority (BHTPA) was established under the 'Bangladesh
Hi-Tech Park Authority Act-2010' to promote investment in high-tech industries and create
employment in Bangladesh.

Structure and Leadership:

- BHTPA is overseen by an Executive Committee chaired by the Minister or Minister of State for
Information and Communication Technology and a Board of Governors (BOG) chaired by the
Prime Minister.
- The Managing Director serves as the Chief Executive Officer.

Functions of BHTPA:

- Develop investment infrastructure and skilled human resources for the IT/ITES sector.
- Operate and manage Hi-Tech Parks across the country.
- Attract foreign direct investment (FDI) and create a world-class investment environment in
Hi-Tech/Software Technology Parks.
- Focus on human resource development for the IT industry.
- Encourage private Software Technology Parks (STPs).
- Formulate rules, regulations, guidelines, and incentives for the hi-tech sector.
- Develop innovation ecosystems and support startups nationwide.

Hi-Tech Parks in Bangladesh

Operational Hi-Tech Parks:

1.Bangabandhu Hi-Tech City, Kaliakoir: Located in Gazipur, it spans 355 acres with various
facilities.
2.Sheikh Hasina Software Technology Park, Jashore: A 15-story building constructed on
2,32,000 sq. ft. of land.
3.Software Technology Park, Janata Tower, Dhaka: A 12-story building in the heart of Dhaka
with advanced facilities.
4.Sheikh Kamal IT Training and Incubation Center, Natore: Focused on technologies like IoT,
Robotics, and Cyber Security.
Hi-Tech Parks Under Construction:

1. Bangabandhu Sheikh Mujib Hi-Tech Park, Rajshahi: Under development.


2. Hi-Tech Park, Sylhet (Sylhet Electronics City): In progress.
3. IT/Hi-Tech Park at District Level (12 districts): Construction has started for 8 of these
projects.
4. IT Business and Incubation Center, CUET: In development.
5. IT Business and Incubation Center, Rajshahi: Underway.
6. ICT Incubator Cum Training Center, KUET: Ongoing.

Government Initiatives:

- These parks are designed to provide cutting-edge facilities and services to companies in
various sectors, including ICT, software development, engineering, electronics, and
biotechnology.
- Incentives include tax exemptions, reduced rent, and training programs to attract more
investors.
- Emphasis on environmental sustainability with green energy and waste management.
- Aims to generate employment, foster innovation and technology development, and boost
economic growth in Bangladesh.

Future Prospects:

including tax incentives and investment opportunities.
- The country's large pool of young and talented IT graduates makes it an attractive destination

Vision and Mission of BHTPA:


- Vision: Sustainable development and proliferation of the IT/Hi-Tech industry in Bangladesh.
- Mission: Establish international standard infrastructure, create a congenial and sustainable
business environment, develop an IT/ITES-based industrial ecosystem, and ensure all services
for IT/ITES business and industries through a one-stop platform.

These initiatives represent Bangladesh's commitment to fostering innovation and


entrepreneurship while facilitating economic growth in the technology sector.

Important Achievements (FY 2019-20):

- Completed construction of Sheikh Kamal IT Incubator & Training Centre in Rajshahi.


- Received the WITSA GLOBAL ICT EXCELLENCE AWARD for contributions to Digital
Bangladesh and high-tech park infrastructure.
- Employed over 13,000 people in various parks.
- Trained about 16,000 individuals in IT disciplines.
- Supported 80 IT/ITES companies in obtaining certification.
- Constructed and allocated space in Hi-Tech Parks, attracting significant investment.
- Allocated land and space to companies in Bangabandhu Hi-Tech City.
- Offered one-year incubation facilities to over 100 startups.
- Provided 148 types of services through the One Stop Service Act, with 10 services available
online.

Awards and Honors:

- Recognized at WCIT 2019 for contributions to ICT and high-tech park infrastructure.
- Certified International ISO 9001:2015.
- Awarded the Digital Bangladesh Award in 2018 for contributions to the ICT sector.
