Saviour Park Apartment Owners Association Board – General Elections

Team Himanshu Sharma – Manifesto Paper

We bring a distinguished team of learned experts who strive to restore and upheld a cordial and
harmonious living environment in our Saviour Society. We firmly believe in the strength that diversity
brings and our team will work tirelessly, devoid of any discrimination on the basis of caste, community,
regional affiliations, etc. We pursue to build a better community by bringing equality, fairness and
transparency in AOA affairs ensuring that every resident feel included, heard and valued. We look
forward to collaborating with each of you, working hand in hand to create a housing society we can all
be proud to call our home.

Our priority and focus areas are as follows:

1. Inclusive representation for society related decision making


 Every voice matters, and we are committed to making decisions that are inclusive, valuing the
input and concerns of all residents. AOA decisions will be driven by consensus of majority and
not in isolation.
 We will establish forums for open discussions, town hall meetings, and surveys to gather
community feedback on important decisions.
 Minutes of the meetings with external agencies as well as internal AOA board discussions will
be made public to ensure full transparency.

2. Transparency and accountability


 With Power comes great responsibilities – Learning from the past and present, as an
immediate step we will bring suitable amendments in the by-laws at the first General body
Meeting to ensure that there is no abuse of power by the AOA position bearers in the future. We
will ensure that no major decisions can be made by the AOA board without a consent of majority.
We will make the system fool-proof to ensure that there is no falsification of signatures and
general meetings.
 We will ensure that all policies, decisions and financial records are accessible to all the residents
at any point of time.
 We will provide regular updates on society affairs – including challenges, opportunities and
areas of work – through emails, social media and using digital platform such as ‘No-brokerhood’.

3. Financial Discipline
 We will bring back our collective money of INR 2.5 lakh siphoned off from the AOA
account in an unauthorized and unlawful manner.
 We will focus on optimizing expenditures, revenue generation through advertisement and
other avenues to minimize the cost-burden on residents.
 Financial discipline will be restored through financial disclosures

4. Society Issues

a) Day to day maintenance related problems


‒ We all struggle with day to day maintenance issues by chasing the maintenance agency.
‒ We will incorporate and streamline the use of “No brokerhood” app with a defined
turnaround time for resolution of day to day maintenance problems.
‒ Inclusion and exclusions of maintenance contract will be transparently published to keep
everyone aware and ensure that builder staff does not shy away from responsibility
‒ In the event of delays and poor quality of services, as per our maintenance contract, we
will make efforts towards imposing penalties and recovering maintenance amount from the
builder through a legal and formally accepted process.

b) Infrastructure condition
We hear your concerns related to dilapidated condition of society, inside and outside. In the
past our team delivered a record-breaking win for residents in National Green Tribunal (NGT)
which forced this builder to initiate repair of basement area. Over past year, despite all
influence made by the builder, we (as opposition) made sure that our case (now in Supreme
Court) remain steady and floated. We strive to take forward this case with full steam to deliver
a path breaking win in the Supreme Court as well.

c) Parking woes
‒ We will ensure at least one covered parking for each flat while getting all irregularities
corrected through the Supreme Court case.
‒ We will ensure that society get 10% parking (approx. 100+) reserved for visitors and
formally earmarked on the layout plan.

d) Dog menace
‒ The whole Delhi-NCR region is struggling with dog menace with so many unfortunate
incidents happening around. Basement area is full of dog attacks, especially to kids and
elderly. We will take a pragmatic approach by designating “Dog lovers” with the
responsibility of taking care of this issue and ensuring that their passion must not hurt the
fellow residents.
‒ This challenge must be dealt in a harmonious manner. Some of the examples are:
o Dogs will be collar tagged to keep a check on their count. Outsider dogs will be
suitably taken outside.
o Guards will be trained to make dogs remain tamed and in close proximity to them
instead of attacking residents (a few societies have successfully done that)
o Dog lovers to be assigned with a responsibility of getting all dogs vaccinated.
o Government rules will be duly enforced in a cordial manner.

e) Lift safety
‒ We will bring back the system of periodic checking of lifts and assigning timelines and
responsibilities to the agency and maintenance staff.

f) Security lapses
‒ A comprehensive survey to cover entire society under CCTV surveillance.

‒ Competency and fitness of all security guards will be tested to ensure that our gatekeepers
are well trained and fit to secure our premise
‒ Security attendance and positioning of guards will be mandatorily published by the agency
on a daily basis with random feedback by the residents.
‒ Barbed wire fencing to be ensured across the boundary
‒ We will ensure adoption of modern security features and encourage regular drills and
inspection by the residents to keep security agency under check.

g) Commercial shops matter


‒ We all are aware of illicit practices adopted by the builder to cheat residents on their hard
earned money.
‒ Commercial shop issue will be resolved in an amicable manner through legal route by
ensuring that nobody bear the brunt of loss due to cheating by the builder.
‒ We played a key role in regularizing the C block through NGT, which would have otherwise
created a big problem today. Likewise, we will make all possible efforts to get a solution on
commercial shop with adequate compensation to residents as well as shop owners, as
applicable.

h) Water quality concerns


‒ Ganga water supply will take its own time as per the government’s long term phase wise
planning. We will make representations to expedite the process
‒ Builder has to supply water through municipal connection and we will ensure suitable relief
through the ongoing Supreme Court case.
‒ We will initiate suitable administrative approvals to designate space and infrastructure of a
community scale water softener plant

i) Pollution from nearby factories


‒ We will meet authorities to resolve this issue and ask them to ensure that all factories run
on PNG connections to address the air pollution issues
‒ If required, we will pursue this important issue through NGT by presenting factual situation
on the ground.

5. Handing over related concerns


 Handing over of society is in the interest of residents, however, it must be done only after all
the compliances by the builder. Otherwise, handing over will come with a huge financial and
mental burden on the residents. We will initiate a comprehensive due diligence of the whole
society, including checking of:
‒ Facilities/amenities that builder is required to provide
‒ Appropriate quality and condition of infrastructure
‒ Common area ownership to be ensured free from any encroachment and encumbrance.
‒ Dues/arrears in any public department, including GDA, electricity board, NGT dues, ground
water authority, etc.

 Any handing over related proceeding will be done only after ensuring that society is free from
any external liability, infrastructure and major assets (transformer, STP) are in a healthy and
low maintenance condition.

 We will suitably amend the by-laws to ensure that handing over related proceeding shall be
done only by the consensus and written satisfaction of the majority of residents.

6. Social Harmony and respecting a unified culture


 We will invite ideas and suggestions to celebrate all important national festivals with full
enthusiasm and collective participation.
 Financial and management process will be public driven and public governed in a transparent
manner.

7. Sustainable practices
 A lot of water and electricity is getting unnecessarily wasted in present time due to lapse in
maintenance process. We will cultivate environment consciousness among all of us through
energy efficiency, energy saving, water conservation.
 We will operationalize the defunct organic waste composter in the basement area to address
the problem of foul odour. The manure generated from the composter will be used for
plantation activities.

As this team strive towards bringing the above listed resolutions to reality with your cordial support,
we ‘as a resident’ and as a ‘nominated contestant to represent you’ urge your full support and
encouragement towards betterment of our society.

Together, let us build a housing society that we are proud to call home—one that thrives on trust,
collaboration, and the shared values of its residents.
